백악관이 미한일 3국 정상회담 개최를 공식 발표하며 북한 위협 대응 등 협력 확대 방안을 논의할 것이라고 밝혔습니다. 북-러 간 국방 협력 가능성에 대해서는 한국, 일본과의 공동 대응을 강조했습니다. 조상진 기자가 보도합니다.
조 바이든 미국 대통령과 윤석열 한국 대통령, 기시다 후미오 일본 총리가 다음 달 18일 미국 대통령 별장인 워싱턴 DC 인근 캠프 데이비드에서 3국 정상회의를 개최한다고 백악관이 공식 발표했습니다.
[녹취: 커비 조정관] “We announced that president Biden will host Prime Minister Kishida of Japan and president Yoon of the Republic of Korea for a trilateral leaders' summit at Camp David on the 18th of August. At the summit, the leaders will celebrate a new chapter in their trilateral relationship. And they will reaffirm strong bonds of friendship of course, the ironclad alliances between the United States and Japan United States and the Republic of Korea.”
존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 28일 온라인 브리핑에서 “이번 정상회담에서 정상들은 3국 관계의 새로운 장을 축하할 것”이라면서 이같이 밝혔습니다.
이어 “정상들은 철통같은 미한 동맹과 미일 동맹은 물론 강력한 우정의 유대를 재확인할 것”이라고 강조했습니다.
커비 조정관은 또 최근 한일 관계 개선 움직임을 높이 평가하면서 미한일 3자 협력 증진에도 기대감을 나타냈습니다.
[녹취: 커비 조정관] “And the blossoming of the relationship between Japan and the ROK under the extraordinary leadership of both president Yoon and Prime minister Kishida. And they really have been extraordinary in the way they've tried to improve their bilateral relations.”
“윤 대통령과 기시다 총리의 비상한 리더십 아래 한일 관계가 꽃을 피우고 있다”면서 “그들은 양자 관계 개선을 위해 노력해온 방식에 있어 정말로 대단했다”고 평가했습니다.
그러면서 “우리는 3국 정상들이 북한의 지속적인 위협에 대응하고 아세안 및 태평양 도서국과의 관계를 강화하는 등 인도태평양 전역과 역내를 넘어서는 3국 협력 확대에 대해서도 논의할 것으로 기대한다”고 밝혔습니다.
[녹취: 커비 조정관] “We expect that they'll discuss expanding trilateral cooperation across the Indo Pacific and actually beyond that region including to address the continued threat posed by the DPRK and to strengthen ties with ASEAN and the Pacific islands. We believe the summit will advance a shared trilateral vision for addressing global and regional security challenges promoting a rules based international order and bolstering economic transparency. So we're very excited about it and looking forward to it.”
아울러 “이번 정상회담이 규칙에 기반한 국제 질서를 촉진하고 경제 투명성을 강화해 글로벌 및 역내 안보 문제를 해결하기 위한 3국 공동의 비전을 진전시킬 것으로 믿는다”면서 정상회담에 대한 큰 기대감을 나타냈습니다.
이에 앞서 백악관은 이날 카린 장-피에르 백악관 대변인 명의의 성명을 통해 미한일 3국 정상회담 개최 소식을 전하고, 북한의 위협에 대응하기 위한 3국 정상 간 논의가 주요 의제가 될 것임을 밝혔습니다.
미한일이 별도로 3국 정상회의를 개최하는 것은 이번이 처음입니다.
앞서 바이든 대통령은 지난 5월 일본 히로시마에서 열린 주요 7개국(G7) 정상회의 당시 윤 대통령과 기시다 총리를 워싱턴 DC로 초청했습니다.
한편 커비 조정관은 러시아 국방장관의 한국전 정전협정 체결일, 이른바 ‘전승절’ 열병식 참석을 계기로 북한과의 국방 협력을 강화하려는 움직임을 보이는 데 대해 한국, 일본 등 동맹과의 협력을 거듭 강조했습니다.
[녹취: 커비 조정관] “We continue to see Russia reach out to countries to try to get support for their war in Ukraine. We know we've talked about the fact that that there was some contact with the DPRK on this. It's just another example of how isolated Russia is. They know that. And it's certainly another tangible example of how isolated the DPRK is. This is not a time for anybody to be supporting Mr. Putin and his ability to wage war in Ukraine no matter who you are.”
커비 조정관은 브리핑에서 관련 질문에 “러시아가 우크라이나 전쟁에 대한 지원을 받기 위해 여러 국가에 접촉을 시도하는 것을 계속 보고 있다”면서, 백악관이 여러 차례 북한과 러시아 간 무기 거래 관련 접촉 정황을 공개한 사실을 상기시켰습니다.
그러면서 “이는 러시아가 얼마나 고립돼 있는지를 보여주는 또 다른 사례일 뿐이며, 그들도 그것을 알고 있다”고 지적했습니다.
또한 “이는 확실히 북한이 얼마나 고립돼 있는지를 보여주는 또 다른 구체적인 예”라고 덧붙였습니다.
그러면서 “지금은 그 누구도 블라디미르 푸틴 대통령과 우크라이나에서 전쟁을 벌이는 그의 능력을 지원할 때가 아니다”라는 점을 분명히 했습니다.
커비 조정관은 또한 바이든 대통령이 북한 김정은 정권과 전제 조건 없이 마주 앉아 비핵화에 관한 대화를 하겠다는 제안은 여전히 유효하다는 점을 거듭 강조했습니다
[녹취: 커비 조정관] “And as for the security implications in the region and on the peninsula as I've said many many many times the president still the offer still stands from the president to sit down without preconditions with the regime in Pyongyang to talk about denuclearization. We'll continue to make sure that we've got the appropriate military capabilities we need to defend our all our national security commitments including our alliance commitments to the ROK.”
아울러 “우리는 한국에 대한 동맹 공약을 포함한 우리의 모든 국가 안보 공약을 방어하는 데 필요한 적절한 군사적 능력을 확보하고 있는지 계속 확인할 것”이라고 말했습니다.
커비 조정관은 “분명히 미한일 3국 관계가 개선되고 점점 더 가까워지고 있으며, 상호 운용성이 향상되고 협력이 훨씬 더 긴밀해지고 있다”고 강조했습니다.
[녹취: 커비 조정관] “And clearly, the improving trilateral relationships between our three countries and we're all getting closer and the interoperability is getting better the cooperation is becoming much more keen. We're looking for ways to operate together, to train together and quite frankly, to develop mutually beneficial military capabilities. All because there isn't right now there doesn't appear to be a diplomatic path forward here to denuclearizing the peninsula. So we've got to make sure we're ready to deal with these range of threats.”
이어 “지금으로서는 한반도 비핵화를 위한 외교적 경로가 없는 것처럼 보인다”면서 이런 이유로 “우리는 함께 작전하고, 훈련하며, 상호 이익이 되는 군사 능력을 개발할 방법을 찾고 있다”고 말했습니다.
그러면서 “이에 따라 우리는 이러한 다양한 위협에 대처할 준비가 돼 있는지를 확인해야 한다”고 밝혔습니다.
앞서 김정은 국무위원장이 26일 이른바 ‘전승절’ 70주년 행사 참석차 평양을 찾은 러시아 군사대표단과 무장장비 전시회장을 참관했으며, 이 자리에서 북-러 간 국방 협력을 더욱 강화하자는 내용이 논의됐다고 북한 매체들이 보도한 바 있습니다.
