미한일 외교장관이 인도네시아에서 만나 최근 북한의 대륙간탄도미사일 발사를 강력 규탄했습니다. 북한의 핵과 미사일 위협에 대응하기 위해 3국 안보 협력을 강화할 것이라고 다짐했습니다. 안소영 기자가 보도합니다.
토니 블링컨 미국 국무장관과 박진 한국 외교장관, 하야시 요시마사 일본 외무상이 14일 아세안 관련 회의가 열린 인도네시아 자카르타에서 만나 북한 문제를 논의했습니다.
3국 외교장관 회담은 지난 2월 뮌헨안보회의 계기로 열린 이후 약 5개월 만입니다.
블링컨 국무장관은 이날 회의 전 모두발언을 통해 “지난 몇 년동안 3국 협력을 통해 이룬 진전이 자랑스럽다”며, 이런 협력을 경제 안보와 인도태평양 발전, 기후 변화 등으로 확대하려 노력하고 있다고 말했습니다.
이어 “지속적인 북한의 도발보다 공동 안보에 큰 도전은 없다”고 말했습니다.
[녹취: 블링컨 국무장관] “"There is no greater challenge to that common security than the ongoing provocations coming from North Korea, from the DPRK. Yet another missile launch just a couple of days ago, repeated violations of U.N. Security Council resolutions. But the net effect of that, among other things has been to have our three countries work even more closely together than was already the case, because we are joined resolutely in in a common defense and making sure that we are doing everything possible to deter and defend against any aggression coming from North Korea."
블링컨 장관은 북한이 최근에도 미사일을 발사하는 등 유엔 안보리 결의를 반복적으로 위반하고 있다고 지적했습니다.
하지만 그로 인해 "3국이 이전보다 훨씬 더 긴밀하게 협력하게 됐다"며 "우리 3국이 공동 방어에 단호하게 동참하고 북한의 침략을 억제하고 방어하기 위해 가능한 모든 조치를 취하고 있다"고 설명했습니다.
한국의 박진 장관은 “오늘 열린3국 외교장관 회담이 북한의 지속적인 도발에 대해 단호하고 결연하며 분명하게 대응하겠다는 우리의 의지를 강화하고, 그들의 도발이 반드시 처벌될 것이라는 메시지를 보낼 것으로 기대한다”고 말했습니다.
[녹취: 박진 장관] “So, I hope that our trilateral dialogue today will strengthen our resolve to respond firmly and resolutely, unequivocally, against North Korea’s continuous provocations – and send a message that their provocations will not go unpunished.”
미한일 외교장관들은 이날 회담에서 북한의 최근 대륙간탄도미사일(ICBM) 발사를 강력하게 규탄하는 공동성명을 채택했습니다.
[공동성명] “The United States, Republic of Korea, and Japan strongly condemn the launch of an intercontinental ballistic missile (ICBM) by the DPRK on 12 July 2023. This constitutes a clear, flagrant violation of multiple UN Security Council resolutions and poses a grave threat to peace and stability on the Korean Peninsula and beyond. The DPRK’s launch of this ICBM threatened the safety of civil aviation and maritime traffic in the region.”
공동성명은 북한의 이번 발사가 “다수의 안보리 결의에 대한 명백하고 뻔뻔한 위반이며 한반도 및 국제 평화와 안정에 중대한 위협을 가한다”고 지적했습니다.
또한 “북한의 이번 ICBM 발사가 역내 민간 항공 운항 및 해상 항행의 안전도 위협했다”고 비난했습니다.
공동성명은 “3국이 북한의 불법적인 대량살상무기와 탄도미사일 프로그램의 자금원인 해외 노동자 및 악성 사이버 활동 등을 통한 불법적인 수입 창출을 차단하기 위해 국제사회와 계속해서 긴밀히 공조해 나갈 것”이라고 밝혔습니다.
[공동성명] “The three countries will continue to work closely with the international community to block the DPRK’s illicit revenue generation through overseas workers and malicious cyber activities that fund its unlawful WMD and ballistic missile programs. The United States reiterated that its commitments to defend the ROK and Japan are ironclad and backed by the full range of capabilities, including nuclear. In addition, the three countries will further strengthen our trilateral security cooperation to effectively address the DPRK’s nuclear and missile threats including by sharing DPRK missile warning data in real-time and by conducting missile defense exercises, anti-submarine exercises, and maritime interdiction exercises.”
이어 “미국은 한국과 일본에 대한 방위 공약은 철통같으며 핵을 포함해 모든 범주의 방어역량으로 뒷받침되고 있다는 점을 확인했다”고 밝혔습니다.
아울러 “북한의 핵과 미사일 위협에 효과적으로 대응하기 위해 북한 미사일 경보정보 실시간 공유, 해상미사일방어훈련, 대잠전훈련, 해양차단훈련을 포함한 우리의 3국 간 안보협력을 더욱 강화하기로 했다”고 명시했습니다.
그러면서 “북한의 지속적인 핵과 탄도미사일 능력 개발은 한반도의 완전한 비핵화 달성을 위한 미한일과 국제사회의 결의를 더욱 강화할 뿐”이라고 강조했습니다.
[공동성명] “The DPRK's continued development of its nuclear and ballistic missile capabilities will only bolster the resolve of the three countries and the international community to achieve the complete denuclearization of the Korean Peninsula. We deplore the DPRK regime’s insistence on aggravating the suffering and human rights of the people in the DPRK by using its limited resources to fund its unlawful nuclear and ballistic missile programs. The ROK, the United States, and Japan urge the DPRK to cease its unlawful and escalatory actions and promptly return to dialogue.”
공동성명은 “우리는 북한 정권이 한정된 자원을 불법적인 핵과 탄도미사일 프로그램에 투입함으로써 주민들의 고통과 인권을 악화시키고 있는 것을 개탄한다”며 “북한이 불법적이고 긴장을 격화시키는 행동을 중단하고 조속히 대화에 복귀할 것을 촉구한다”고 밝혔습니다.
