미국과 한국, 일본이 뉴욕에서 열린 제77차 유엔총회를 계기로 3국 외교장관 회담을 열고 한반도 비핵화 등 북한 문제를 협의했습니다. 특히 북한의 핵 정책 법제화에 심각한 우려를 표하며 추가 핵실험 시 단호히 대응할 것이라는 점도 재확인했습니다. 조상진 기자가 보도합니다.
제77차 유엔총회가 열린 뉴욕에서 22일 미한일 3국 외교장관 회담이 열렸습니다.
[공동성명] “U.S. Secretary of State Antony J. Blinken, Japanese Foreign Minister Hayashi Yoshimasa, and Republic of Korea (ROK) Minister of Foreign Affairs Park Jin met today on the margins of the United Nations General Assembly in New York City to reaffirm their commitment to strong trilateral cooperation as we seek to address urgent 21st century challenges. The United States’ ironclad alliance commitments to the ROK and Japan and our close, enduring friendships are critical to the security and prosperity of our citizens, the region, and the world.”
미한일 3국은 회담 이후 발표한 공동성명에서 “블링컨 장관과 하야시 외무상, 박 장관이 뉴욕에서 열린 유엔총회를 계기로 만나 21세기 시급한 과제에 대한 해결을 모색하는 데 있어 강력한 3국 협력 의지를 재확인했다”고 밝혔습니다.
이어 “한국과 일본에 대한 미국의 철통같은 동맹 약속과 우리의 긴밀하고 지속적인 우정은 우리 국민들과 지역, 그리고 세계의 안보와 번영에 매우 중요하다”고 말했습니다.
3국 장관들은 또 북한의 불안정한 행동을 해결하고 한반도의 완전한 비핵화 달성이라는 공동의 목표를 진전시키기 위한 협력의 중요성을 강조했습니다.
[공동성명] “The Secretary and Foreign Ministers underscored the importance of working together to address the DPRK’s destabilizing behavior and advance our shared goal of achieving the complete denuclearization of the Korean Peninsula. They condemned the DPRK’s numerous ballistic missile launches this year, each of which violated multiple UN Security Council resolutions and posed a serious threat to the region. They reaffirmed that a DPRK nuclear test would be met with a strong and resolute response from the international community.
이어 “올해 북한의 빈번한 탄도미사일 발사를 규탄하고, 각각의 발사가 여러 유엔 안전보장이사회 결의를 위반하고 역내에 심각한 위협을 제기한다”고 지적했습니다.
아울러 “북한의 핵실험이 국제사회의 강력하고 단호한 대응에 직면하게 될 것임을 재확인했다”고 덧붙였습니다.
3국 외교장관들은 또 “새로운 핵정책법 채택을 포함해 핵무기 사용에 관해 북한이 고조되고 불안정한 메시지를 보내는 것에 대해 심각한 우려를 표명했다”고 밝혔습니다.
[공동성명] “They also expressed their serious concern over the DPRK’s escalatory and destabilizing messaging related to nuclear weapons use, including its adoption of a new law on nuclear policy. Secretary Blinken reaffirmed the U.S. steadfast commitments to the defense of the ROK and Japan. The Secretary and Foreign Ministers urged the DPRK to abide by its obligations under relevant UN Security Council resolutions and called for full implementation of these by the international community. They stressed the importance of serious and sustained dialogue and urged the DPRK to return to negotiations. To this end, Secretary Blinken and Minister Hayashi expressed support for the goal of the ROK’s “Audacious Initiative.” They also reaffirmed the importance of achieving an immediate resolution of the abductions issue.”
이런 가운데 “블링컨 장관은 한국과 일본의 방위에 대한 미국의 확고한 의지를 재확인했다”고 밝혔습니다.
또한 3국 외교장관들은 “북한에 관련 유엔 안보리 결의에 따른 의무를 준수할 것을 촉구했고 국제사회에는 관련 결의를 완전히 이행할 것을 요구했다”고 말했습니다.
아울러 “진지하고 지속적인 대화의 중요성을 강조하고 북한이 협상에 복귀할 것을 촉구했다”고 덧붙였습니다.
또 이를 위해 블링컨 장관과 하야시 외무상은 한국 정부의 ‘담대한 구상’의 목표에 대해 지지를 표명했으며, 납치 문제의 즉각적인 해결의 중요성도 재확인했다고 밝혔습니다.
3국 외교장관들은 또 규칙에 기반을 둔 경제 질서를 강화하고 인도태평양 지역과 세계의 번영을 촉진하기 위한 3국 협력의 중요성도 강조했습니다.
[공동성명] “The Secretary and Foreign Ministers emphasized the importance of trilateral cooperation to strengthen the rules-based economic order and promote prosperity in the Indo-Pacific region and the world. In particular, they noted the need to stand together in the face of economic coercion and committed to work together to deter and respond to such actions. More broadly, they pledged to work together to uphold the international order in which countries can choose their own path, free from undue pressure.”
특히 “경제적 강요에 직면한 상황에서 함께 맞설 필요성에 주목하고 그러한 행동을 억제하고 대응하기 위해 협력하기로 약속했다”고 설명했습니다.
아울러 “더 넓게는 각국이 부당한 압력에서 벗어나 자신들의 길을 선택할 수 있는 국제 질서를 수호하기 위해 함께 노력하기로 다짐했다”고 밝혔습니다.
3국 외교장관들은 끝으로 “안전하고 번영하는 미래를 향한 3국 간 정기적인 조율을 기대한다”고 밝히고, “이를 위해 3국 장관급 협의를 지속하고 대표단은 물론 대북특별대표들에게도 긴밀한 협력을 지속할 것을 당부했다”고 말했습니다.
블링컨 장관은 이날 모두 발언에서 “하야시 외무상, 박 장관과 다시 함께하게 돼 기쁘고, 3자 회담 형식으로 함께 하게 돼 기쁘다”고 말했습니다.

The United States, Japan, Korea – we have the most vital bilateral relationships, but we also have this trilateral partnership. And I think what we’ve seen over the years, including in recent months, is that when we are working together, we are even more effective. And we’re more effective not only in dealing with any regional security issues that are before us, but with a whole series of global issues that are front and center here at the United Nations this week. So for the United States, this trilateral partnership matters. It makes a difference. And I think we can see that in the work that we’re doing together.”
이어 “미국과 일본, 한국은 가장 중요한 양자 관계를 갖고 있지만, 우리는 또한 이와 같은 3국 간 파트너십을 갖고 있다”며 “최근 몇 개월을 포함해 지난 몇 년간 봐온 것은 우리가 함께 일할 때 훨씬 더 효과적이라는 것”이라고 말했습니다.
또한 “우리는 우리 앞에 놓여 있는 많은 역내 안보 문제뿐만 아니라 이번 주 유엔에서 가장 중요한 일련의 세계적인 문제들을 다루는 데도 더 효과적”이라고 설명했습니다.
그러면서 “미국에겐 이 3자 파트너십이 중요하고, 그것이 변화를 만든다”며, “우리가 함께 하고 있는 일에서 그것을 찾을 수 있을 것으로 생각한다”고 강조했습니다.
한편 한국 외교부도 이날 회담 후 보도자료를 통해 한미일 외교장관들이 회담을 갖고 한반도 문제와 지역, 글로벌 현안 대응을 위한 3국 간 공조 강화 방안에 대해 논의했다고 밝혔습니다.
이어 3국 장관은 지난 6월 개최된 3국 정상회담을 계기로 3국 간 소통과 협력이 각 급에서 한층 심화되고 있음을 평가하고, 3국 간 협력이 한반도와 역내의 평화와 안정 유지에 긴요하다는 것을 재확인했다고 전했습니다.
또 한미일 외교장관은 최근 북한이 핵 무력 정책 법제화 등을 통해 핵 사용 위협을 고조시키고 있는 데 대해 심각한 우려를 표명하고, 북한이 7차 핵실험 등 중대 도발을 감행할 경우 국제사회의 강력하고 단호한 대응에 직면하게 될 것임을 강조했다고 밝혔습니다.
아울러 3국 장관은 북한의 핵‧미사일 위협에 대응하기 위한 3국 간 안보 협력을 지속 강화해 나가기로 하였으며, 블링컨 국무장관과 하야시 외무상은 한국 정부의 ‘담대한 구상’의 목표에 대해 지지를 표명했다고 전했습니다.
특히 박 장관은 최근 미국 의회를 통과한 인플레이션 감축법에 대한 한국 업계의 우려를 전달하고, 한국 기업에 대한 차별적 요소를 한미 FTA 정신에 따라 해소해 나가자는 뜻을 전달했다고 밝혔습니다.
이에 블링컨 장관은 한국 측의 우려를 잘 이해하고 있으며, 이를 해소하기 위한 효과적 방안을 계속해서 함께 모색해 나가자고 말했다고 한국 외교부는 전했습니다.
