주요 7개국(G7)이 북한의 잇따른 미사일 발사시험을 규탄하면서 유엔 안보리 추가 조치 등 국제사회의 공동 대응이 필요하다고 거듭 강조했습니다. 잇따라 포착된 북한 핵시설 가동 정황에 우려를 나타내면서 북한에 대량살상무기를 포기하고 대화에 나서라고 촉구했습니다. 이조은 기자가 보도합니다.
미국과 영국, 프랑스, 독일, 이탈리아, 캐나다, 일본 등 주요 7개국(G7) 비확산 국장급 그룹은 9일 성명을 통해 “지난 3월 24일 실시된 대륙간탄도미사일(ICBM) 시험 발사를 포함해 북한의 계속되는 탄도미사일 시험을 강력히 규탄한다”며 이는 “수많은 안보리 결의에 따른 북한의 의무를 노골적으로 위반한 것”이라고 밝혔습니다.
[G7 비확산 국장급 그룹 성명] “The G7 strongly condemns the continued testing of ballistic missiles by the Democratic People’s Republic of Korea (DPRK), including the recent Intercontinental Ballistic Missile (ICBM) launch conducted on 24 March 2022, which are blatant violations of the DPRK’s obligations under numerous UNSCRs. Since 2021, the DPRK has conducted an unprecedented series of missile tests, including launches of alleged hypersonic weapons using ballistic missiles and a submarine-launched ballistic missile test. These tests demonstrate the DPRK’s continued efforts to expand and further develop its ballistic missile capabilities. We deeply regret that the DPRK has abandoned its self-declared moratorium on ICBM launches.”
이어 “북한은 2021년부터 탄도미사일을 이용한 극초음속 무기로 알려진 발사와 잠수함 발사 탄도미사일 시험 등 전례 없는 수준으로 일련의 미사일 시험을 해왔다”며 “이런 실험은 탄도미사일 역량을 확장하고 더욱 발전시키기 위한 북한의 지속적인 노력을 보여준다”고 비판했습니다.
그러면서 “북한이 스스로 선언한 ICBM 발사 유예를 파기한 것에 깊은 유감을 표한다”고 밝혔습니다.
또한 북한 핵 시설에서 꾸준히 포착되고 있는 움직임을 거론하면서 국제사회의 단합된 대응을 촉구했습니다.
[G7 비확산 국장급 그룹 성명] “In addition, nuclear activities (such as restarting nuclear reactors and behaviour consistent with fissile material production) have been observed at several nuclear sites since 2020, suggesting an ongoing nuclear program development. All these reckless actions threaten regional and international peace and security, pose a dangerous and unpredictable risk to international civil aviation and maritime navigation in the region and demand a united response by the international community, including further measures to be taken by the UN Security Council.”
“2020년부터 여러 핵 시설에서 원자로 재가동, 그리고 핵 물질 생산과 일치하는 행동 등 핵 활동이 관찰되고 있으며, 이는 핵 프로그램 개발이 현재 진행 중임을 시사한다”는 지적입니다.
아울러 “이런 모든 무모한 행동은 역내와 국제 평화, 안보를 위협하고 국제 민간 항공과 역내 해상 항행에 위험하고 예측할 수 없는 위험을 가한다”며 “유엔 안보리 추가 조치를 포함한 국제사회의 단합된 대응이 필요하다”고 강조했습니다.
성명은 “북한이 유엔 안보리 결의와 일치하게, 모든 핵무기와 기타 대량살상무기, 모든 범위의 탄도미사일과 관련 프로그램, 시설을 완전하고 검증 가능하며 되돌릴 수 없게 폐기하도록 하는 데 G7은 여전히 계속 전념하고 있다”고 확인했습니다.
[G7 비확산 국장급 그룹 성명] “The G7 remains fully committed to the complete, verifiable, and irreversible dismantlement by the Democratic People’s Republic of Korea of all its nuclear weapons, other weapons of mass destruction and ballistic missiles of all ranges, as well as related programs and facilities, consistent with UNSCRs. We strongly urge the DPRK to fully comply with all obligations arising from the relevant UNSCRs, to abandon its weapons of mass destruction and ballistic missile programs in a complete, verifiable and irreversible manner and to return at an early date to, and fully comply with, the NPT and IAEA safeguards. We call on the DPRK to accept the repeated offers of dialogue put forward by all parties concerned, including the United States, the Republic of Korea, and Japan.”
그러면서 “북한이 관련 유엔 안보리 결의에 따른 의무를 완전히 준수하고, 완전하고 검증 가능하며 되돌릴 수 없는 방법으로 대량살상무기와 탄도미사일 프로그램을 포기하며, 핵확산금지조약(NPT)과 국제원자력기구(IAEA)의 안전 조치에 조속히 복귀해 이를 완전히 준수할 것을 강력히 촉구한다”고 강조했습니다.
또한 “북한이 미국과 한국, 일본을 포함한 모든 관련 당사국들의 거듭된 대화 제의를 받아들일 것을 촉구한다”고 밝혔습니다.
G7은 한반도 평화 목표와 규칙에 기반을 둔 국제 질서 유지를 위해 모든 관련 파트너들과 협력할 것이라는 의지도 재확인했습니다.
[G7 비확산 국장급 그룹 성명] “The G7 is committed to working with all relevant partners towards the goal of peace on the Korean Peninsula and to upholding the rules-based international order. We call on all states to fully and effectively implement all restrictive measures relating to the DPRK imposed by the UN Security Council and to address the risk of proliferation of weapons of mass destruction, and related delivery systems, from the DPRK as an urgent priority, particularly through additional UN Security Council action. We note with concern the report by the Panel of Experts established pursuant to UNSCR 1874 (2009) that illicit ship-to-ship transfers continue to take place. We remain ready to assist in and strengthen capacities for effective sanctions implementation.”
이어 “모든 국가가 유엔 안보리에 의해 부과된 북한 관련 모든 제한 조치를 완전하고 효과적으로 이행하며, 특히 유엔 안보리 추가 조치를 통해 대량살상무기와 관련 운반 체계의 확산 위험에 시급히 대처할 것을 촉구한다”고 강조했습니다.
또한 “안보리 대북 제재 결의 1874호에 따라 구성된 전문가 패널이 불법 선박 간 환적이 계속 진행 중이라고 지적한 보고서를 우려를 갖고 주목하고 있다”며 “효과적인 제재 이행을 위한 역량을 지원하고 이를 강화할 준비가 돼 있다”고 덧붙였습니다.
북한 내 인도주의적 위기는 북한이 자원을 대량살상무기와 탄도미사일 프로그램에 전용한 결과라는 점도 분명히 했습니다.
[G7 비확산 국장급 그룹 성명] We are clear that the dire humanitarian situation in the DPRK is primarily the result of the diversion of the DPRK’s resources into unlawful weapons of mass destruction and ballistic missile programs rather than into the welfare of its people. In the context of the Covid-19 pandemic, we commend the work of the 1718 Committee, which has swiftly approved all Covid-19 related sanctions exemption requests for humanitarian assistance for the DPRK.
G7은 “우리는 북한의 끔찍한 인도주의적 상황이 일차적으로는 북한이 자원을 주민들의 복지를 위해서가 아니라 불법적인 대량살상무기와 탄도미사일 프로그램에 전용한 결과라는 것을 분명히 알고 있다”며 “신종 코로나바이러스 감염증 대유행의 맥락에서 우리는 1718 위원회가 북한에 대한 인도적 지원을 위한 모든 코로나 관련 제재 면제 요청을 신속하게 승인해 왔다는 점을 높이 평가한다”고 밝혔습니다.
