북한이 영변 핵 시설과 강선 단지 등에서 핵 활동을 지속하는 징후가 있다고 국제원자력기구(IAEA) 사무총장이 밝혔습니다. 북한의 핵 프로그램 지속은 유엔 안보리 결의 위반이라는 점도 거듭 강조하며 강한 유감을 표명했습니다. 박형주 기자가 보도합니다.
라파엘 그로시 국제원자력기구(IAEA) 사무총장은 북한의 영변 핵 시설에서 5MW(e) 원자로 가동과 일치하는 징후들이 계속되고 있다고 밝혔습니다.
[그로시 사무총장] “Since my report to the Board and General Conference in August last year we have continued to monitor the DPRK nuclear programme. There are ongoing indications consistent with the operation of the 5MW(e) reactor at the Yongbyon site. There have been no indications of operation of the Radiochemical Laboratory since early July 2021. We continue to observe construction activities at the Yongbyon site, including construction of an annex to the reported Centrifuge Enrichment Facility, the purpose of which has yet to be determined. Near the light water reactor (LWR) under construction a new building is still being constructed, possibly to support the fabrication or maintenance of reactor components.”
다만 지난해 7월 초 이후 방사화학실험실 가동 징후는 없다고 설명했습니다.
그로시 사무총장은 영변 시설에서 원심분리기 시설의 부속건물 건축을 포함해 새로운 건설 활동이 계속되고 있음을 관찰했다며, 그 목적은 확인되지 않았다고 덧붙였습니다.
또 건설 중인 경수로(LWR) 인근에 새로운 건물이 세워지고 있다며, 이는 원자로 구성요소의 제작이나 유지 보수를 지원하기 위한 목적일 수 있다고 설명했습니다.
아울러 강선 단지와 평산 ‘우라늄 광산(Pyongsan Mine and Concentration Plant)’에서 활동 징후가 계속되고 있다고 그로시 사무총장은 지적했습니다.
그러면서 지속되는 북한의 핵 프로그램은 유엔 안보리 관련 결의에 대한 명백한 위반으로 매우 유감이라고 밝혔습니다.
[그로시 사무총장] “There are ongoing indications of activities at the Kangson complex and the Pyongsan Mine and Concentration Plant. The continuation of the DPRK’s nuclear programme is a clear violation of relevant UN Security Council resolutions and is deeply regrettable. I call upon the DPRK to comply fully with its obligations under relevant UN Security Council resolutions, to cooperate promptly with the Agency in the full and effective implementation of its NPT Safeguards Agreement and to resolve all outstanding issues, especially those that have arisen during the absence of Agency inspectors from the country. The Agency continues to maintain its enhanced readiness to play its essential role in verifying the DPRK’s nuclear programme.”
그로시 사무총장은 이어 북한에 안보리 결의에 따른 의무를 완전히 준수할 것을 촉구한다고 밝혔습니다.
또 북한이 핵확산금지조약(NPT) 안전 조치의 완전하고 효과적인 이행을 위해 IAEA와 즉시 협력하고, IAEA 사찰단 부재 기간 대두된 모든 쟁점을 해결해야 한다고 촉구했습니다.
그로시 사무총장은 그러면서 IAEA가 북한 핵 프로그램 검증에 필수적 역할을 수행하기 위해 강화된 준비태세를 계속 유지할 것이라고 강조했습니다.
북한 핵 활동에 대한 그로시 사무총장의 이번 보고는 지난해 11월 이사회에 보고한 내용과 유사합니다.
그로시 사무총장은 지난해 9월 열린 IAEA 정기총회에서는 북한이 플루토늄 추출과 우라늄 농축, 그리고 다른 활동 등 핵 프로그램 관련 작업에 전력을 다하고 있다고 밝힌 바 있습니다.
7일 개막된 이번 IAEA 이사회는 11일까지 계속되는 가운데 북한 핵 안전조치 이행 문제도 주요 의제 가운데 하나로 논의됩니다.
