유엔 사무총장, 북한 미사일 발사 “매우 우려”…EU “대북제재 엄격 이행”

유엔 사무총장은 북한이 일주일도 채 안 돼 또다시 미사일을 발사한 것과 관련해 매우 우려하고 있다고 밝혔습니다. 유럽연합은 북한이 유엔 안보리 결의를 따를 때까지 대북 제재를 엄격히 이행할 것이라고 강조했습니다. 안소영 기자입니다.

안토니우 구테흐스 유엔 사무총장이 북한의 최근 미사일 발사에 대해 매우 우려하고 있다고, 스테판 두자릭 유엔 대변인은 11일 밝혔습니다.

두자릭 대변인은 이날 정례 브리핑에서 북한의 미사일 발사에 대한 논평 요청에 이같이 전하며, 구테흐스 사무총장은 북한 지도부에 안보리의 모든 관련 결의에 따른 국제 의무를 준수하고 한반도 상황에 대해 다른 관련국들과 대화를 재개하라는 기존의 촉구를 재확인했다고 말했습니다.

[녹취: 두자릭 대변인]"The Secretary-General is very concerned by the latest developments and reiterates his call on the DPRK leadership to comply fully with its international obligations under all relevant Security Council resolutions and to resume talks with the other parties concerned about the situation on the Korean peninsula. Diplomatic engagement is the only pathway to sustainable peace and complete and verifiable denuclearization of the Korean Peninsula."

두자릭 대변인은 이어 외교적 관여가 한반도의 지속 가능한 평화와 완전하고 검증 가능한 비핵화로 향하는 유일한 길이라고 말했습니다.

유럽연합(EU)은 지난 5일과 11일 이뤄진 북한의 미사일 발사를 규탄했습니다.

[EU 성명]” The EU condemns the launches of missiles by the DPRK, which occurred most recently on January 5 and 11. The DPRK’s continued pursuit of illegal weapons systems is a threat to international peace and security and goes against international efforts to resume dialogue and engage in actions to help its people. The EU calls on the DPRK to comply with its obligations under UN Security Council Resolutions and refrain from all actions that undermine the environment for pursuing diplomacy and dialogue. The EU urges the DPRK to respond constructively to the readiness for diplomacy expressed by the United States and the Republic of Korea and engage in actions towards denuclearisation. “

EU 대변인은 11일 성명을 통해 이같이 밝히며, 북한이 계속 불법 무기체계를 추구하는 것은 국제 평화와 안보에 위협이며, 대화를 재개하고 주민을 돕기 위한 행동에 관여하려는 국제적 노력에 역행하는 것이라고 지적했습니다.

그러면서 EU는 북한이 유엔 안보리 결의에 따른 의무를 준수하고 외교와 대화를 추구하려는 환경을 훼손하는 모든 행동을 삼갈 것을 촉구한다고 덧붙였습니다.

EU 대변인은 또한 북한이 미국과 한국이 표명한 외교에 건설적으로 대응하고 비핵화를 향한 행동에 관여할 것을 촉구한다고 밝혔습니다.

이어 EU는 북한이 유엔 안보리 결의를 준수할 때까지 대북제재를 엄격히 이행할 것이라는 점도 분명히 했습니다.

[EU 성명]” The EU is committed to the objective of the DPRK abandoning its weapons of mass destruction, ballistic missile and existing nuclear programmes in a complete, verifiable and irreversible manner. Until the DPRK complies with its obligations under UN Security Council Resolutions, the EU will continue to implement sanctions strictly while encouraging the international community to do the same.”

유럽연합은 북한이 완전하고 검증 가능하며 되돌릴 수 없는 방식으로 대량살상무기와 탄도미사일, 기존 핵 프로그램을 포기하도록 하는 목표에 전념하고 있으며, 북한이 유엔 안보리 결의에 따른 의무를 준수할 때까지 계속 제재를 엄격히 이행하는 한편 국제사회도 그렇게 하도록 독려할 것이라는 겁니다.

일본 정부는 11일 발사된 북한의 발사체를 탄도미사일로 추정하고 강한 유감의 뜻을 표했습니다.

마쓰노 히로카즈 일본 정부 대변인은 북한의 계속되는 탄도미사일 발사 등 일련의 행동은 일본과 역내, 국제사회의 평화와 안보를 위협하는 것이라고 강력히 비판했습니다.

이런 가운데 왕원빈 중국 외교부 대변인은 이날 정례브리핑에서 북한의 미사일 발사에 대해 각국이 섣불리 규정하거나 과잉반응을 해서는 안 된다면서 각 유관국들은 언행을 신중히 하고 쌍궤병진과 동시행동 원칙에 따라 한반도 문제의 정치적 해결을 추진하기 희망한다고 말했습니다.
