미국의 한반도 전문가들은 김정은 북한 국무위원장이 3년 연속 신년사를 생략한 것은 김정은 위원장의 불안감을 반영한다고 진단했습니다. 이번 전원회의에서 미국과 한국을 언급하지 않은 데 대해선 대화 의지가 없기 때문으로 풀이했습니다. 김영교 기자가 보도합니다.
에반스 리비어 전 미국 국무부 동아태 담당 수석부차관보는 김정은 북한 국무위원장이 3년 연속 신년사를 생략한 것을 주목하면서, 김 위원장이 상세한 내용을 밝히길 원하지 않았기 때문이라고 말했습니다.
[녹취: 리비어 전 부차관보] “I found it interesting that once again, there was no speech. No sort of live commentary from Kim Jong-un which tells me that he probably didn't want to get into too much detail… I think there's a lot of sensitivity in Pyongyang about the state of their economy. States of North Korea are stuck.”
리비어 전 부차관보는 3일 VOA와의 전화 통화에서 이는 북한 정권이 국내 경제 상황을 상당히 민감하게 여기는 데서 비롯됐다며, 북한 상황은 앞으로 나아갈 수 없는 갇혀 있는 상태라고 지적했습니다.
랜드 연구소의 수 김 정책 분석관은 김정은 위원장이 신년사를 또다시 생략한 것은 침울한 북한 내부 분위기를 보여준다고 말했습니다.
[녹취: 수 김 분석관] “I think that also points to just how somber things are right now…if he had made those remarks in front of an audience, and we noticed that there was no reference to the United States and South Korea, they could be making a better you know, bigger deal about it. And maybe that's not what he wants at this point is that he just wants things to kind of run their course for the time being.”
또 연말에 열린 북한 노동당 전원회의 결정서에서 미국이나 한국이 언급되지 않은 것도 북한이 현 상황에서는 대외적으로 크게 관여할 의사가 없다는 것을 나타내는 것일 수 있다고 말했습니다.
브래들리 뱁슨 전 세계은행 고문은 북한 경제 상태가 진퇴양난에 놓여 있다면서 김정은 위원장은 북한이 지금처럼 폐쇄된 상태에서 적어도 1년은 더 버텨야 한다는 것을 인식하고 있는 것으로 보인다고 말했습니다.
[녹취: 뱁슨 전 고문] “I think their economies stuck in there. He's going to have to continue to rely on trying to do the best they can within a closed system for at least another year…This COVID situation and the trade and the economic situation they're in now, which is partly due to sanctions and partly due to the way they've closed the border, that that's gonna change a little bit, but not a lot in the next year or so.”
신종 코로나바이러스 감염증의 대유행과 무역, 경제적 상황이 새해에도 크게 변할 것으로 보이지 않기 때문이라는 설명입니다.
북한 경제 전문가인 윌리엄 브라운 메릴랜드대 교수는 전원회의 이후 발표된 내용에서 두드러진 점은 농업 지역에 초점이 맞춰진 것이라고 말했습니다.
지난해에는 평양의 엘리트 계층을 중심으로 한 정책을 내놓았다면, 이번에는 평양을 제외한 거의 모든 지역 주민들을 독려하는 정책이었다는 분석입니다.
[녹취: 브라운 교수] “A new kind of focus on rural agriculture, into the peasants. You know, he's focused on the elites. Now now he's gonna focus on ordinary people and try to just kind of, the whole thing is kind of a pep talk… There's no evidence of any kind of reform in the works here”
하지만 이번 정책에서 뚜렷한 경제 개혁의 의지를 찾을 수는 없었다고 브라운 교수는 말했습니다.
켄 고스 미국 해군분석센터 국장은 김정은 위원장이 경제적 발전을 이뤄내는 것을 자신의 업적으로 내세우고 싶어하지만, 지금은 ‘자력갱생’을 강조할 수밖에 없는 상황에 놓여 있다고 말했습니다.
[녹취: 고스 국장] “He wants to hang his hat on economic progress. He just can't do it right now. Unfortunately, he's put in a situation now where he has to take measures…whenever they have to go back to self-reliance, that means they're basically spinning their tires. Nothing's happening. Until they make the breakthrough with the US, you know, it's gonna be one gloomier after another.”
어떤 결과를 기대하기 어렵고, 생존을 위해 발버둥치는 상태가 이어질 것이라는 전망입니다.
그러면서 미국과의 경제 제재 논의에서 돌파구를 찾지 않는 한 경제적으로 비관적인 상황은 계속될 것이라고 내다봤습니다.
고스 국장은 북한이 노동당 전원회의의 결정서에서 미국을 언급하지 않은 것은 미국과 아무 일도 진행되지 않고 있기 때문이라고 말했습니다.
[녹취: 고스 국장] “Because there's nothing, nothing's happening. And I think if he would have to have talked about it, all he could say is we're making no progress. And you know, they already have enough troubles. Why highlight that? Because that's his primary responsibility is making that breakthrough, and he hasn't done it. And so there's really nobody else to blame other than him.”
미국과의 대화에 진전을 이뤄내는 것은 김정은 위원장의 주요 책임인데, 국내 문제가 산적한 상황에서 굳이 그 점을 강조할 이유가 없다는 설명입니다.
트로이 스탠거론 한미경제연구소(KEI) 선임국장은 북한 정권이 전원회의에서 대외 전략보다 국내 사안에 초점을 맞춘 것이 놀랍지 않다고 말했습니다. 북한이 현재로서는 미국이나 한국과 협상하는데 별다른 관심을 가질 만한 상황이 아니라는 설명입니다.
[녹취: 스탠거론 국장] “I think the reality of the situation is if you are North Korea, you have very little interest in negotiating with United States and South Korea right now. If you enter into talks with them on the nuclear issue at this moment, you're doing it at a time when both United States and South Korea know that you are in the middle of a crisis. You are negotiating from a position of weakness, in contrast to when Kim Jong Un was negotiating with President Trump when they had completed their ballistic missile and nuclear weapons tests.”
특히 현 상태에서 핵 협상을 시작할 경우 미국과 한국 모두 북한이 위기 한가운데 있다는 것을 인식하고 있는 상태에서 협상에 들어간다는 점을 북한의 고민으로 꼽았습니다. 이는 불리한 위치에서 협상에 임하는 것으로, 핵무기와 탄도미사일 실험을 한 뒤 도널드 트럼프 전 미국 대통령과 협상했을 때와 대조되는 상황이라는 설명입니다.
한편, 리비어 전 부차관보는 이번 전당대회 결정서에서 핵무기와 관련한 직접적인 언급은 없었지만, 군사력을 강화하고 현대화하겠다는 의지는 내비쳤다고 말했습니다.
[녹취: 리비어 전 부차관보] “But there was a pretty clear reference to keeping the military strong and modern etc. Basically just tells us that they're going to continue doing what they're doing. Perhaps that's pretty important, because despite their difficulties despite their shortcomings, and the hurdles that they have to overcome, they're still going to proceed in the same direction.”
그러면서 이는 북한이 경제적으로 큰 어려움에 처했어도 똑같은 방향으로 나아가겠다는 것을 보여준다고 말했습니다.
