미 하원 중진 의원들, 북한의 연말 시한 압박에 “미 셈법 바뀌지 않고, 기회의 창 닫힐 것”

미 하원 중진 의원들은 북한이 미국에 ‘새로운 셈법’을 요구하며 거듭 연말 시한을 강조하고 있는 데 대해, 미국의 셈법은 바뀌지 않을 것이라고 말했습니다. 그러면서, 북한이 입장을 바꾸지 않는 한 협상 전망은 어두울 것으로 내다봤습니다. 이조은 기자가 보도합니다.

민주당의 엘리엇 엥겔 하원 외교위원장은 북한이 미국에 연말까지 ‘새로운 셈법’ 요구하고 있는 데 대해 트럼프 행정부의 강경한 대응을 촉구했습니다.

[녹취:엥겔 위원장] “I think the U.S. in general has to deal with North Korea in a much more, tougher row and with an attitude that we are not going to accept the word on things. We have to you have to see it. All I have heard over the past several months from the regime in Pyongyang is that they want to have better relations with the United States. And I've seen no indication from them that they're willing to move in any direction that we would like, meet us halfway or compromise with us.”

엥겔 위원장은 28일 VOA에 “미국은 전반적으로 북한을 훨씬 더 강경하게 다뤄야 한다”며, “북한의 말만으로는 믿지 않을 것이라는 태도를 갖고 상대해야 한다”고 말했습니다.

지난 몇 달 간 북한 정권은 미국과 더 나은 관계를 갖고 싶다고 했을 뿐, 절충 또는 타협 등 미국이 원하는 방향으로 움직일 의사를 전혀 보이지 않았다는 겁니다.

엥겔 위원장은 “일부 핵무기 포기는 되돌릴 수 있는 것이기 때문에 아무 것도 포기하지 않는 것이나 다름 없다”며, 북한은 핵무기는 물론 개발 역량도 포기해야 한다고 주장했습니다.

[녹취:엥겔 위원장] “If they give up a few nuclear weapons, and they can easily rebuild them, that's giving up nothing. It has to be to a point ultimately where they would give up their weapons and give up the ability to build new ones…”

엥겔 위원장은 “북한이 준비돼 있지 않을 것이라면, 그들과 대화하는 것은 어리석은 일”이라고 말했습니다.

[녹취:엥겔 위원장] “But, it's foolish to have dialogue with them if they're not going to be forthcoming. And right now, I've seen nothing that would indicate that Kim Jong Un is willing to compromise, willing to have serious discussions…”

하원 `프리덤 코커스’ 의장이자 트럼프 대통령의 측근인 마크 메도우스 의원도 미국의 셈법 변화는 없을 것이라며, “트럼프 대통령이 그럴 의사가 있었다면 하노이 정상회담을 합의 없이 나오는 일도 없었을 것”이라고 말했습니다.

[녹취:메도우스 의원] “I would hate to see the talks called off. But there's not going to be a new calculation. I think the President wouldn't have left Vietnam without a deal if he was willing to do a new calculation. And he's certainly not willing to do a new calculation.”

다만, 트럼프 대통령이 북한과의 대화를 취소할 것으로 생각하지 않는다고 말했습니다.

[녹취:메도우스 의원] “I don't think he will call off the talks, I just don't think he's going to change the parameters on which a settlement would be made. And to that extent, if the North Koreans are not willing to negotiate based on an understanding of where the US administration is, then I don't see any fruit for discussions that could arise from them.”

메도우스 의원은 “북한이 미국의 입장에 대한 이해에 근거해 협상할 의사가 없다면 북한과의 논의는 생산적일 수 없을 것”이라고 주장했습니다.

이어 “북한이 미국과 좋은 합의를 할 기회의 창이 닫히고 있다”며, “북한이 빠른 시일 내에 합의를 하지 않는다면 결국 그 창은 닫힐 것”이라고 밝혔습니다.

[녹취:메도우스 의원] “But I do believe that the window is closing on an opportunity to get a good deal with the American people on behalf of Kim Jong Un and his people. If they don't get a deal soon, I think that those windows of opportunity will close…”

메도우스 의원은 “기회의 창이 닫히는 것은 미국보다 북한에 더 부정적인 영향을 미칠 것”이라고 덧붙였습니다.

정보위 소속인 공화당의 마이크 코너웨이 하원의원은 북한의 연말 시한 압박은 세계 무대에서 주목받지 못하고 있는 김정은 위원장의 심리를 보여주는 것이라며, 입지가 약해진 북한 지도자의 “공허한 발언일 뿐”이라고 말했습니다.

[녹취:코너웨이 의원] “I think that’s an individual who is trying to remain relevant on the world stage. He sees that the world is ignoring North Korea at this stage since this point time, and he wants to reassert himself. It's a bit of a hollow comment, given the weak positioning, bargaining positioning…”

코너웨이 의원은 “북한이 원하는 것을 미국이 받아들이는 것이 북한이 생각하는 대화의 진전이라면, 미국은 북한과 협상해선 안 된다”고 주장했습니다.
