바락 오바마 행정부 외교안보 라인에서 활동했던 전직 관리들은 단계적 접근 만이 북 핵 문제의 유일한 해결 방안이라고 주장했습니다. 북 핵 프로그램 전면 동결과 검증이 중요한 초기 합의가 될 수 있으며, 이 단계까지 대북 압박은 유지돼야 한다고 밝혔습니다. 이조은 기자가 보도합니다.
에브릴 헤인스 전 백악관 국가안보 부보좌관은 단계적 접근법 만이 비핵화 협상을 진전시킬 수 있는 현실적 방안이라고 주장했습니다.
[녹취:헤인스 전 부보좌관] “One of the challenges is there's really nothing that has indicated that Kim Jong Un has the incentive, or the inclination to actually do a grand deal in which he would actually be willing to give up his nuclear weapons and allow us, others to come into the country to verify that is in fact the case and stop proliferating in this area. And as a consequence, I think, you know, just watching the processes, where we’ve gone to, essentially, a phased approach is really the only path that seems likely to be possible to get to where you want to go without having a massive conflict
헤인스 전 부보좌관은 지난 24일 군축비확산센터 주최로 열린 토론회에서, “김정은의 핵 포기 또는 핵 프로그램 동결과 검증 합의에 관한 의지는 물론, 그에 따라 주어질 혜택이 무엇인지 드러난 것이 없다는 게 도전과제 중 하나”라고 말했습니다.
그러면서, “결과적으로 지금까지 과정을 보면, 단계적 접근 방식 만이 막대한 충돌 없이 우리가 원하는 지점에 도달할 가능성이 있는 유일한 길”이라고 강조했습니다.
헤인스 전 부보좌관은 단계적 접근에는 (핵,미사일) 실험 동결 외에 핵 프로그램 전면 중단과 검증이 포함된다고 설명했습니다.
[녹취:헤인스 전 부보좌관] “A phased approach can include a freeze along the lines of, you know what, you might have them stopped a variety of actions, including testing, but not only testing, and try to stop the program where it is you would want to verify that is in fact happening, and you would want to give up frankly very little in that prospect and it's one of the reasons why it's so challenging because you have to continue to keep up massive pressure in this space in order to do that and in order to continue to have increased pressure, you need to be working, mostly with your allies in the region you know, South Korea, Japan so one but then also with China…”
동결과 검증 단계에서는 미국이 포기하는 게 거의 없어야 하며, 북한에 계속 엄청난 압박을 가하고, 또 압박을 늘리기 위해 일본과 한국 등 역내 동맹국뿐 아니라 중국 등과도 협력해야 한다는 겁니다.
윌리엄 번스 전 국무부 부장관은 완전한 비핵화라는 최종 목표를 유지하면서 북 핵 위협을 줄이는 실용적인 방안을 찾아야 한다고 밝혔습니다.
[녹취:번스 전 부장관] “So while it is really important to preserve denuclearization, as aspirational goal, the practical question is, what can you do in the meantime, to reduce the dangers? I agree with Avril. I think there's an argument to be made…”
번스 전 부장관은 “이란과의 핵 합의를 북 핵 합의에도 적용해야 한다”며 “이란 핵 합의는 매우 낮은 수준의 제재 완화를 대가로 핵 프로그램 동결뿐 아니라 프로그램을 되돌릴 수 있었다”고 말했습니다.
아울러, 검증과 감시에서 ‘침입 조치’가 포함됐기 때문에 미국의 지렛대를 상당 부분 유지하면서도 추후 포괄적인 합의를 위한 대화의 토대가 되는 중요한 초기 합의였다고 주장했습니다.
그러면서, 북 핵 합의에도 이런 단계적 접근법이 적용돼야 하는 이유는 “지금까지 과정을 보면 가까운 미래에 김정은이 모든 핵무기를 포기할 가능성은 없어 보이기 때문”이라고 말했습니다.
[녹취:번스 전 부장관] “I think the challenge, though, is in recognizing now after three meetings, as Avril said, that there's not a chance in the world in a foreseeable future that Kim Jong Un is going to give up all of his nuclear arsenal, because in his mind, that unfortunately is the mind that matters right now, you know, it's too essential for his security and stature, his survival…”
김정은에게 핵무기 보유는 정권 유지와 생존을 위해 너무 중요하다는 겁니다.
상원 외교위 소속 크리스 머피 민주당 의원은 이날 토론회 기조연설에서 단계적 합의를 통한 단계적 비핵화만이 협상을 진전시킬 수 있는 방안이라고 강조했습니다.
[녹취:머피 의원] “The President suffers from the same ailments on North Korea that he does on Iran, which is he believes you can get everything all at once. Clearly, Stephen Biegun is incredibly capable and thoughtful, and understands the need to get from step a, b, c, d, but then he was completely undercut by the President…”
머피 의원은 “트럼프 대통령은 북한에 대해서도 이란을 대할 때와 같은 실수를 저지르고 있다”며 “스티븐 비건 국무부 대북특별대표는 단계적 접근의 필요성을 이해하고 있지만 트럼프 대통령에 의해 완전히 꺾였다”고 주장했습니다.
