마이크 폼페오 국무장관은 2차 미-북 정상회담 준비를 위해 방북할 계획이라며 올해 안에 방문할 가능성을 시사했습니다. 미국의 과거 대북 협상 방식은 실패했다며 미국은 결정권이 있는 두 지도자가 직접 만나 진전을 이뤄내는 방식을 택하고 있다고 말했습니다. 김영남 기자가 보도합니다.
폼페오 국무장관은 올해 안에 북한을 방문할 것이라고 밝혔습니다.
[녹취: 폼페오 장관] “Yes, it, I, Lord willing, I’ll be traveling before the end of the year.”
폼페오 장관은 24일 뉴욕 유엔에서 진행한 기자회견에서 조속히 북한을 방문하겠다는 최근 발언이 연내를 뜻하느냐는 질문에 이같이 답했습니다.
북한이 2차 미-북 정상회담 개최를 위해 충족해야 할 조건과 관련해서는, 구체적으로 언급하지 않겠다면서 김정은 위원장과 곧 만날 것이라는 트럼프 대통령의 이날 발언을 상기시켰습니다.
[녹취: 폼페오 장관] “I’m not gonna get into details about it, but the President said this morning they’ll meet quite soon. I’m confident that will happen. I expect I’ll be traveling to Pyongyang before too long as well, to make the final preparations for the second meeting between the two leaders.”
이어 이런 만남이 이뤄질 것으로 확신한다며 자신 역시 2차 미-북 정상회담의 최종 준비를 위해 조만간 평양을 방문할 것으로 예상한다고 설명했습니다.
폼페오 장관은 상응조치를 요구한 북한에 무엇을 양보할 것이냐는 질문에 협상 상황을 언급하지 않겠다고 선을 그었습니다. 미국이나 북한이 서로 협의 중인 특정 제안에 대해 말하는 것은 부적절하다는 겁니다.
[녹취: 폼페오 장관] “We are not going to talk about the state of the negotiations. It would be inappropriate for us to do that or North Korean counterparts to talk about particular deal point, things that we are working on. But the fundamental principle remains same. We expect the full, complete, verified denuclearization of North Korea, and until such time has occurred, the economic sanctions, sanctions that have been put in place by UNSC will remain in place. That is the core proposition that the President agreed to in Singapore and it will be the one we are going to honor through the whole process.”
이어 미국의 근본적인 원칙에는 변화가 없다며, 미국은 최종적이고 완전히 검증된 북한의 비핵화를 원하고 그 때까지 유엔 안보리가 통과시킨 경제 제재는 유지될 것이라고 말했습니다.
이는 싱가포르 회담에서 트럼프 대통령이 동의한 핵심 제안이고 모든 절차를 거치는 동안 따를 원칙이라는 설명입니다.
폼페오 장관은 비핵화를 언급하면서 ‘되돌릴 수 없는’이라는 말을 빠뜨린 이유를 묻는 질문이 이어지자 이는 전적으로 실수였다며 완전하게 되돌릴 수 없는 비핵화를 원한다고 답했습니다.
이어 구체적인 비핵화 진전이 없는 상황에서 또 한 차례 정상회담을 추진하는 이유를 묻자 역사를 돌이켜보라며 미국은 수십 년간 다른 방식을 시도했지만 북한은 핵 프로그램을 계속 개발했다고 지적했습니다.
[녹취: 폼페오 장관] “Remember the history, we went at this the other way for decades. And North Korea continued to build its nuclear programs. We tried to do details, we tried to do step for step, we tried to do trade for trade, each of those failed. We are coming at this from a different direction. We are bringing in the two senior leaders, individuals who can actually make the decision and move this process forward, bring them together so that we can continue to make progress toward what the UNSC has demanded, and what the Chairman Kim has promised he would.”
미국은 구체적인 내용을 만들려고도 해봤고 단계별 진행이나 상호 교환 방식을 두루 시도했지만 모두 실패로 끝났다는 겁니다.
그러면서 미국은 실제로 결정을 내리고 절차를 진전시킬 수 있는 두 지도자를 만나게 해 유엔 안보리가 요구하고 김 위원장이 하겠다고 약속한 것을 향해 계속 진전을 이루려고 하는 것이라고 설명했습니다.
이어 아직 해야 할 일이 남아 있고 완전한 비핵화에 도달하려면 분명히 시간이 걸릴 것이라고 말했습니다. 그러나 미국은 지금과 반대의 방식을 너무 오랫동안 시도하다 실패해 미국을 북한의 핵무기 위협에 마주하도록 만들었다고 지적했습니다.
[녹취: 폼페오 장관] “There remains work to be done, there will be some time before we get complete denuclearization for sure, but we have been at this the other way for awfully long time and failed and put America in the position where it finds itself today at risk from North Korean nuclear weapons.”
폼페오 장관은 북한이 비핵화 조치에 나설 때까지 얼마나 오랫동안 “문을 열어둘 수 있느냐”는 질문에 이는 일을 진전시켜 나가는 절차라는 점을 잊지 말라며 시한을 설정하는 것은 어리석은 일이라고 답했습니다.
[녹취: 폼페오 장관] “Look you have to remember this is a process that will move forward. To set a date certain would be foolish, but make no mistake about it, the conversations that we’re having about are important. They’re putting the opportunity to complete the denuclearization in place, and we will continue at every level to have those conversations. Some of them you will all will be aware of, some of them you won’t know are taking place.”
이어 미국이 북한과 나누고 있는 대화는 중요하고 대화는 비핵화를 완수할 기회를 제공한다며 여러 급에서 대화를 계속할 것이라고 말했습니다.
또한 북한이 핵무기 프로그램과 나아가 핵 역량을 포기하라는 것은 미국의 요구가 아니라 유엔의 요구라고 강조했습니다.
[녹취: 폼페오 장관] “These are the UNSC resolutions that demanded North Korea give up its nuclear weapons program, and even more broadly, its nuclear capabilities. Those aren’t United States’ demand, those are United Nations’ demand. And we are working to assist implementing them, and to have Chairman Kim get to the right place to honor the promise that he made to President Trump in Singapore.”
또한 미국은 이를 이행하는 것을 지원하고, 김정은 위원장이 싱가포르에서 트럼프 대통령에 한 약속을 존중하는 올바른 상황에 도달할 수 있도록 노력하고 있다고 설명했습니다.
폼페오 장관은 김 위원장이 그렇게 될 것이라는 점을 낙관하느냐는 질문이 이어지자 “그렇다”고 답했습니다.
폼페오 장관은 이날 기자회견에서 실시한 기조연설에서도 트럼프 대통령의 지도력과 압박 캠페인을 이행하는 국가들의 노력이 합쳐져 북한과의 긴장이 줄어들었고 김 위원장이 동의한 최종적이고 완전히 검증된 북한의 비핵화라는 최종 목표에 더욱 가까워졌다고 말했습니다.
[녹취: 폼페오 장관] “For example, President Trump’s leadership combined with efforts of countries to enforce the pressure campaign, has deescalated tensions with North Korea, and brought us closer to our final goal of final, fully verified denuclearization of the DPRK, as agreed to by Chairman KJU. Last week summit between the President Moon and Chairman Kim yielded in another positive step forward, but the President remains resolute, now is not the time to ease the pressure. ”
아울러 지난 주 열린 문재인 한국 대통령과 김 위원장 간의 정상회담은 또 하나의 긍정적인 진전을 이뤄냈지만, 트럼프 대통령은 지금은 압박을 완화할 때가 아니라는 데 여전히 단호하다고 강조했습니다.
