미국 국무부는 한국 윤석열 대통령이 언급한 ‘담대한 구상’과 관련해 북한과 외교의 길을 모색하는 한국 정부를 강력히 지지한다고 밝혔습니다. 한반도의 완전한 비핵화라는 목표 달성을 위해 미한일 3각 공조의 중요성도 강조했습니다. 함지하 기자가 보도합니다.
미국 국무부는 한국 정부의 ‘담대한 구상’에 지지 입장을 표명했습니다.
네드 프라이스 국무부 대변인은 15일 정례 브리핑에서 이날 한국 윤석열 대통령이 북한에 제안한 ‘담대한 구상’에 대한 논평 요청에 “우리는 북한과의 진지하고 지속적인 외교의 길을 열려는 한국 정부의 목표를 강력히 지지한다”고 밝혔습니다.
[녹취: 네드 프라이스 미 국무부 대변인] “Well we strongly support the ROK’s aim to open a path for serious and sustained diplomacy with Pyongyang. Our shared goal, shared with the ROK as well as our other allies and partners is the complete denuclearization of the Korean Peninsula and we'll continue to coordinate closely with the Yoon administration to this end.”
이어 “우리가 한국과 다른 동맹, 파트너와 공유하는 목표는 한반도의 비핵화”라며 “이를 위해 윤석열 정부와 계속해서 긴밀히 조율할 것”이라고 덧붙였습니다.
프라이스 대변인은 “우리는 그 일환으로 미국과 한국, 일본의 강력하고 효과적인 3자 관계가 공동 안보는 물론 공동 이익을 진전시키기 위해 매우 중요하다고 믿는다”고 강조했습니다.
[녹취: 프라이스 대변인] “As part of that, we believe that a robust and effective trilateral relationship between and among the United States, the ROK and Japan is critical both for our shared security and for advancing our common interests in defending freedom and democracy, human rights, championing women's empowerment, combating climate change, building more secure, resilient supply chains, promoting regional security and stability, strengthening the global nonproliferation regime and bolstering the rule of law in the Indo-Pacific and across the globe.
그러면서 “인도태평양과 전 세계에 걸친 자유와 민주주의 수호, 인권 지지, 여성 권익 옹호, 기후변화 대응, 더 안정적이고 탄력적인 공급망 구축, 역내와 국제 평화 안보의 증진, 국제 비확산 체제와 법치 강화”를 진전시켜야 할 공동 이익 분야로 나열했습니다.
프라이스 대변인은 “(미한일) 3자 관계는 여러모로 인도태평양을 초월한다”며 “우리의 공동 입장과 인도태평양을 크게 넘어선 자유롭고 개방적인 국제 체계에 영향을 끼친다”고 말했습니다.
[녹취: 프라이스 대변인] “This is a relationship that the trilateral relationship that in many ways transcends the Indo-Pacific and has implications for our collective positioning and the free and open nature of the international system well beyond the Indo-Pacific. So we'll continue to discuss this with the Yoon administration. We'll continue to discuss this with our Japanese allies. And we'll, as I suspect continue to discuss this on a trilateral basis.”
“따라서 우리는 윤 정부, 일본 동맹과 계속 논의할 것이며, 이 문제가 3자의 기조 위에서 논의될 것으로 본다”는 설명입니다.
앞서 윤석열 한국 대통령은 15일 한국 광복절 경축사에서 “북한이 핵 개발을 중단하고 실질적인 비핵화로 전환한다면 그 단계에 맞춰 북한의 경제와 민생을 획기적으로 개선할 수 있는 담대한 구상을 제안한다”고 밝혔습니다.

프라이스 대변인은 한국이 ‘제재 완화 가능성’을 언급한 것과 관련해 ‘미국도 비핵화 이전에 대북제재를 완화할 수 있느냐’는 질문에 “안타깝게도 그 질문은 현시점 전적으로 가설”이라며 “이는 북한이 지금까지 외교나 대화에 관심이 있다는 어떠한 징후도 보여주지 않았기 때문”이라고 답했습니다.
[녹취: 프라이스 대변인] “Well unfortunately the question is, is a complete hypothetical at this point because the DPRK has heretofore not demonstrated any indication that they are interested in diplomacy or dialogue. We have continued to make clear that for our part, for the part of some of our allies and partners, we are prepared for that dialogue and diplomacy. We believe that diplomacy provides the best the best means by which to fulfill that ultimate objective that you put forward that you stated the complete denuclearization of the Korean Peninsula.”
그러면서 “우리, 그리고 우리의 일부 동맹과 파트너의 입장에선 우리가 대화와 외교를 할 준비가 됐다는 점을 계속 분명히 해왔다”면서 “우리는 외교가 한반도의 완전한 비핵화라는 궁극적인 목표를 달성하는 최선의 수단을 제공한다고 믿는다”고 강조했습니다.
프라이스 대변인은 “외교와 대화가 어떤 결과를 가져올지 앞서가고 싶지 않다”면서 “안타깝게도 우리가 아직 그 지점에 있지 않기 때문”이라고 말했습니다
이어 “하지만 우리는 외교가 미국과 북한, 우리의 전 세계 동맹, 파트너들이 한반도의 완전한 비핵화라는 궁극적인 목표를 향해 취할 수 있는 실용적이고 실천적인 조치를 불러올 것으로 믿고 있다”고 덧붙였습니다.
