영국과 프랑스가 북한의 최근 탄도미사일 발사에 대해 유엔 안보리 결의 위반이라고 비판했습니다. 북한이 추가 도발을 자제하고 대화에 복귀할 것을 촉구했습니다. 조상진 기자가 보도합니다.
유엔 안보리 상임이사국인 영국이 북한의 최근 정찰위성 발사에 이은 탄도미사일 발사에 강한 우려를 나타냈습니다.
[영국 외무부 대변인] “North Korea’s ballistic missile launch on 22 November is, again, a breach of multiple UN Security Council resolutions (UNSCRs). Unlawful ballistic missile launches continue to destabilise the peace and security of the Korean Peninsula. The UK strongly urges North Korea to refrain from further provocations, return to dialogue and take credible steps towards denuclearisation.”
영국 외무부 대변인은 24일 발표한 성명을 통해 “지난 22일 북한의 탄도미사일 발사는 다수의 유엔 안보리 결의를 다시 한번 위반한 것”이라며 “불법적인 탄도미사일 발사는 한반도의 평화와 안보를 계속 불안정하게 만들고 있다”고 지적했습니다.
그러면서 “영국은 북한이 추가 도발을 자제하고 대화에 복귀하며 비핵화를 향한 신뢰할 수 있는 조치를 취할 것을 강력히 촉구한다”고 강조했습니다.
또 다른 안보리 상임이사국인 프랑스도 23일 성명을 통해 “유엔 안보리 결의에 대한 추가적 위반에 해당하는 북한의 지난 22일 탄도미사일 발사를 강력히 규탄한다”고 밝혔습니다.
[프랑스 외무부] “France utterly condemns North Korea’s launch of a ballistic missile on 22 November, which constitutes a further violation of the United Nations Security Council resolutions. France assures South Korea and Japan of its full solidarity. It urges North Korea to end the current escalation, immediately end its destabilizing actions, comply with its international obligations without delay and return to the negotiating table with a view to engaging in a process of completely, verifiably and irreversibly giving up its nuclear and ballistic programmes. France is fully mobilized with its partners with the aim of ensuring the implementation of the relevant United Nations Security Council resolutions, and it calls on North Korea to accept the repeated offers of dialogue made to it.”
이어 “프랑스는 북한이 현재의 긴장 고조를 종식하고 불안정을 조성하는 행동을 즉각 중단하며, 지체 없이 국제적 의무를 준수하고, 핵과 탄도미사일 프로그램을 완전하고 검증 가능하며 불가역적으로 포기하는 과정에 참여하기 위해 협상 테이블로 복귀할 것을 촉구한다”고 말했습니다.
그러면서 “프랑스는 관련 유엔 안보리 결의 이행을 보장하기 위해 파트너들과 함께 총력을 기울이고 있으며, 거듭된 대화 제의를 받아들일 것을 북한에 촉구하고 있다”고 강조했습니다.
앞서 한국 합동참모본부는 “북한이 지난 22일 오후 11시 5분께 평안남도 순안 일대에서 동해상으로 미상의 탄도미사일을 발사했다”며 “실패한 것으로 추정된다”고 밝혔습니다.
북한의 탄도미사일 발사는 지난 9월 13일 이후 두 달여 만입니다. 아울러 제3차 군사정찰위성 발사 뒤 하루 만에 이뤄졌으며, 한국 정부가 9.19 남북 군사합의의 일부 효력을 정지한 직후 실시됐습니다.
이런 가운데 23일부터 이틀 일정으로 중국을 방문 중인 카트린 콜로나 프랑스 외무장관은 24일 왕이 중국 중앙정치국 위원 겸 외교부장과의 회담 후 공동 기자회견을 통해 북한이 역내 제기하는 위협에 대해 언급했습니다.
[녹취: 콜로나 외무장관] “What is happening is a direct threat to our security interests, both European and national, and that we fear in particular that Russian counterparts for the benefit of the North Korean regime risk serving these destabilizing activities in the region, in defiance of (UN) Security Council resolutions, in defiance of the balance that we all seek to maintain in the world. It's not in anyone's interest."
콜로나 장관은 북한이 무기 제공을 통해 러시아의 불법적 침략 전쟁에 기여하고 있는 점을 지적하면서 “현재 일어나고 있는 일은 유럽인과 유럽 국가 모두의 안보 이익에 직접적인 위협”이라고 지적했습니다.
특히 북한 정권의 이익을 위해 러시아가 유엔 안보리 결의를 무시하고 불안정한 활동을 할 위험이 있다는 점에 우려를 표명하면서, 이는 누구에게도 이익이 되지 않는다는 점을 분명히 지적했습니다.
