미국과 한국, 일본 등 10개국이 북한의 군사정찰위성 발사를 강력히 규탄했습니다. 북한이 대량살상무기와 탄도미사일 프로그램을 포기하고 주민의 삶을 개선하는 데 자원을 쓸 것을 촉구했습니다. 안준호 기자가 보도합니다.
22일 미국, 영국, 프랑스 등 유엔 안보리 상임이사국 3개국을 포함해 한국, 일본, 알바니아, 에콰도르, 몰타, 스위스, 아랍에미리트 등 10개국이 전날 북한의 우주 발사체(SLV) 발사를 강력히 규탄하는 공동성명을 발표했습니다.
이들은 공동성명에서 “다수의 안보리 결의를 위반한 북한의 21일 탄도미사일 기술을 이용한 우주 발사체 발사를 강력히 규탄한다”고 밝혔습니다.
[공동성명] “Albania, Ecuador, France, Japan, Malta, the Republic of Korea, Switzerland, the United Arab Emirates, the United Kingdom, and the United States strongly condemn the Democratic People’s Republic of Korea’s (DPRK) November 21 launch of a space launch vehicle (SLV) using ballistic missile technology, in violation of multiple Security Council resolutions.”
이들은 이어 “북한은 올해 3차례의 우주 발사체 발사에 더해 대륙간탄도미사일(ICBM) 4발을 포함해 29발의 탄도미사일을 발사했다”며 “이는 세계와 역내 평화와 안정을 위협하고, 안보리의 신뢰와 글로벌 비확산 체제를 약화시키려는 것”이라고 비판했습니다.
[공동성명] “In addition to launching three SLVs this year, the DPRK has launched 29 ballistic missiles, including four ICBMs. This behavior threatens international and regional peace and security, and seeks to undermine the Security Council’s credibility and the global nonproliferation regime.”
북한은 올해 들어서만 지난 5월 31일과 8월 24일, 그리고 지난 21일 등 총 3차례에 걸쳐 탄도미사일 기술을 이용한 우주 발사체를 발사했습니다.
이들은 또 “북한은 탄도미사일 기술을 활용해 핵무기 운반 체계를 발전시키려는 의도를 수사와 행동으로 반복적으로 보여왔다”면서 “모든 안보리 이사국들은 하나된 목소리로 이런 행동을 규탄할 것을 촉구한다”고 했습니다.
[공동성명] “The DPRK has repeatedly demonstrated through both rhetoric and action its intent to advance its nuclear weapons delivery systems using ballistic missile technology. We urge all Security Council members to speak with a united voice in condemning this behavior.”
이어 유엔 회원국들이 북한에 대한 공급과 판매, 이전 또는 북한으로부터의 모든 무기와 관련 물자 조달 금지 등을 포함한 모든 관련 유엔 안보리 결의를 완전히 이행할 것을 촉구했습니다.
그러면서 “여기에는 북한의 불법적인 대량살상무기와 탄도미사일 프로그램, 그리고 관련 글로벌 조달망에 대응하기 위한 북한의 제재 회피 활동 등에 대응하기 위한 조치들도 포함된다”고 설명했습니다.
[공동성명] “We call on all Member States to implement fully all relevant Security Council resolutions, (including the prohibition on the supply, sale, or transfer to the DPRK or procurement from the DPRK of all arms and related materiel). This includes those measures aimed at addressing the DPRK’s sanctions-evasion activities in order to counter its unlawful WMD- and ballistic missile programs and associated global procurement network.”
이들은 “북한은 불법적인 대량살상무기와 탄도미사일 프로그램을 완전하고 검증가능하며 불가역적인 방식으로 포기해야 한다”며 “우리는 외교가 항구적인 평화를 향한 유일한 길이기 때문에 이에 전념하고 있다”고 밝혔습니다.
그러면서 “북한이 거듭된 대화 제의를 수용하고 불법적인 대량살상무기와 탄도미사일 프로그램을 포기하며 대신 북한 주민의 삶을 개선하는 데 자원을 쓸 것을 촉구한다”고 밝혔습니다.
[공동성명] “The DPRK must abandon its unlawful weapons of mass destruction and ballistic missile programs in a complete, verifiable, and irreversible manner. We remain committed to diplomacy, as this is the only path toward an enduring peace. We urge the DPRK to accept the repeated invitations for dialogue, to abandon its unlawful WMD and ballistic missile programs, and to instead dedicate its resources to improving the lives of the DPRK people.”
