국제앰네스티 “북한, 광범위한 식량 불안정 속 화려한 열병식 준비”

세계 최대 인권단체가 북한 인민군 창건 75주년 열병식을 앞두고 북한 인권 문제에 대한 국제사회의 관심을 촉구했습니다. 주민들이 광범위한 식량 불안정을 겪는 가운데 수도 평양에서는 화려한 열병식을 준비하고 있다고 비판했습니다. 안소영 기자입니다.

국제앰네스티가 주민의 인권 상황은 무시한 채 열병식을 준비하는 북한을 비판하며 정권의 인권 유린 실태를 국제사회에 환기시켰습니다.

[국제앰네스티 성명] “As the capital Pyongyang prepares for an ostentatious military parade, more than 40% of North Koreans suffer from malnutrition amid widespread food insecurity. People in the country are cut off from communication with the rest of the world. Anyone deemed to act in a manner that is threatening to Kim Jong-un’s government risks being imprisoned for life or could even face execution.”

이 단체의 장보람 동아시아 조사관은 7일 “수도 평양이 화려한 열병식을 준비하는 가운데 광범위한 식량 불안정 속에 북한 주민의 40% 이상이 영양실조에 시달리고 있다”고 지적했습니다.

이어 “북한 주민들은 세계 다른 나라와의 통신이 단절돼 있으며, 누구든 김정은 정부를 위협하는 방식으로 행동한 것으로 간주되면 종신형을 선고받거나 심지어 처형될 위험이 있다”고 강조했습니다.

그러면서 “북한 내 인권 침해의 규모와 심각성은 국제사회의 관심을 요구한다”며 “특히 한국과 미국 정부 등은 자국의 인권특사들이 북한과의 대화에 관여할 수 있는 기회를 만들어야 한다”고 말했습니다.

[국제앰네스티 성명]”The scale and gravity of violations in North Korea demand attention from the international community. In particular, the governments of South Korea, the United States and others must create opportunities for their human rights envoys to engage in dialogue with North Korea.”

장 조사관은 북한 정부가 인권 유린을 감추기 위해 극단적인 조치까지 취하고 있다고 비판했습니다.

[국제앰네스티 성명] “The government of North Korea has gone to extreme lengths to conceal its abuses. Authorities maintain a stranglehold on the communication and information flows in and out of the country. People are denied internet access and face arbitrary surveillance, arrest and detention when they attempt to make international calls or access outside information.”

당국자들이 북한을 드나드는 정보와 통신에 대한 통제를 유지하고 있다는 겁니다.

또한 “주민들은 인터넷 접근을 거부당하고 있고, 국제전화나 외부 정보에 대한 접근을 시도하면 자의적인 감시와 체포, 구금에 직면한다”고 덧붙였습니다.

북한에는 인권 문제 해결을 위해 유엔과 협력하고 독립적인 인권 감시단의 입국을 허용해야 한다고 강조했습니다.

[국제앰네스티 성명] “The North Korean government should cooperate with the United Nations and allow independent human rights monitors into the country. The government should invite the Special Rapporteur on the situation of human rights in the Democratic People’s Republic of Korea to carry out a visit and extend invitations to other Special Procedures, including the Working Group on discrimination against women and girls and the Special Rapporteurs on the right to heath, on trafficking in persons, and on the right to freedom of opinion and expression.”

이어 북한은 유엔 북한인권특별보고관이 방문할 수 있도록 초청하고 건강권과 인신매매 담당 특별보고관과 여성과 소녀 차별 철폐 실무그룹 등도 초청해야 한다고 덧붙였습니다.
