북한이 일본 열도를 넘어가는 중거리 탄도미사일을 발사한 데 대해 미국 백악관은 무모하고 위험한 결정이라고 규탄했습니다. 또 미한일이 최고위급에서 강력한 공동 대응을 모색하고 있다고 확인했습니다. 조은정 기자가 보도합니다.
“미국은 일본 상공으로 장거리 탄도미사일을 발사한 무모하고 위험한 북한의 결정을 강력히 규탄한다”고 백악관이 밝혔습니다.
[백악관 성명] “The United States strongly condemns the Democratic People’s Republic of Korea’s (DPRK) dangerous and reckless decision to launch a long-range ballistic missile over Japan. This action is destabilizing and shows the DPRK’s blatant disregard for United Nations Security Council resolutions and international safety norms.”
백악관 국가안전보장회의 에이드리엔 왓슨 대변인은 4일 성명에서 “이 행동은 역내 불안을 초래하며, 북한이 유엔 안전보장이사회 결의와 국제 안전 규범을 노골적으로 무시하고 있다는 것을 보여준다”고 지적했습니다.
왓슨 대변인은 “제이크 설리번 국가안보보좌관이 3일 저녁 김성한 대통령실 국가안보실장, 아키바 다케오 일본 국가안전보장국장과 각각 통화했다”고 밝혔습니다. 그러면서 “두 통화에서 설리번 보좌관은 적절하고 단호한 공동 대응과 국제 대응에 대해 협의했고, 일본과 한국에 대한 미국의 확고한 공약을 재확인했다”고 설명했습니다.
[백악관 성명] “Tonight, National Security Advisor Jake Sullivan spoke with his Japanese and Republic of Korea (ROK) counterparts, Secretary General Akiba Takeo of the National Security Secretariat of Japan and National Security Office Director Kim Sung-han of the ROK. In both calls, the National Security Advisors consulted on appropriate and robust joint and international responses and National Security Advisor Jake Sullivan reinforced the United States’ ironclad commitments to the defense of Japan and the ROK. The United States will continue its efforts to limit the DPRK’s ability to advance its prohibited ballistic missile and weapons of mass destruction programs, including with allies and UN partners.”
이어 “미국은 동맹과 유엔 파트너와 함께 북한의 탄도미사일과 대량살상무기(WMD) 프로그램의 능력을 제한하기 위한 노력을 계속할 것”이라고 밝혔습니다.
네드 프라이스 국무부 대변인도 성명에서 “토니 블링컨 국무장관이 3일 북한 미사일 발사 직후 박진 한국 외교부 장관, 하야시 요시마사 일본 외무상과 각각 통화했다”고 밝혔습니다.
[국무부 성명] “Secretary of State Antony J. Blinken held separate calls on October 3 with Republic of Korea (ROK) Foreign Minister Park Jin and Japanese Foreign Minister Hayashi Yoshimasa immediately following the Democratic People’s Republic of Korea’s (DPRK) reckless and dangerous launch of a ballistic missile overflying Japanese territory, posing an unacceptable threat to the Japanese public.”
프라이스 대변인은 “북한이 일본 영토를 넘는 탄도미사일을 발사한 것은 일본 국민들에게 용납할 수 없는 위협을 제기했다”고 비판했습니다.
그러면서 “블링컨 장관과 박 장관, 하야시 외무상은 이번 발사가 다수의 유엔 안전보장이사회 결의를 노골적으로 무시하고 역내 심각한 불안정을 초래한 것을 강력히 규탄했다”고 전했습니다.
[국무부 성명] “Secretary Blinken, Foreign Minister Park, and Foreign Minister Hayashi strongly condemned the launch and its blatant disregard of multiple UN Security Council resolutions and its deeply destabilizing implications for the region. Secretary Blinken underscored that the U.S. commitment to the defense of the ROK and Japan remains ironclad. He also reaffirmed the importance of continuing close trilateral cooperation with the ROK and Japan to hold the DPRK accountable for its unacceptable behavior.”
이어 “블링컨 장관은 미국의 한국과 일본에 대한 방위 공약이 철통같다고 강조했으며, 북한의 용납할 수 없는 행동에 대한 책임을 묻기 위해 한국, 일본과의 긴밀한 3각 공조가 중요하다는 점을 재확인했다”고 밝혔습니다.
람 이매뉴얼 주일 미국대사도 4일 성명을 내고 북한의 미사일 도발에 대해 미국과 일본 고위 당국자들이 공동 대응 방안을 논의하고 있다고 밝혔습니다.
이매뉴얼 대사는 “북한의 무모하고 불안정을 초래하는 미사일 발사는 자유롭고 개방된 인도태평양을 유지하기 위한 미국과 일본의 확고한 노력을 강화할 뿐”이라며 “북한의 위협적인 행동에 대한 즉각적인 대응으로 미국과 일본이 최고 수준에서 조율하고 있다”고 밝혔습니다.
[람 이매뉴얼 주일 미국대사 성명] “Today’s reckless and destabilizing missile launch by North Korea only serves to fortify the firm U.S.-Japan efforts to maintain a free and open Indo-Pacific. In immediate response to Pyongyang’s threatening actions, the United States and Japan are coordinating at the highest levels. Later this evening, Japan Standard Time, President Biden and Prime Minister Kishida are scheduled to speak about the missile launch and appropriate joint action. U.S. Secretary of State Blinken and Foreign Minister Hayashi have spoken earlier this morning, as have National Security Advisor Sullivan and National Security Secretariat Secretary General Akiba. After his October 3 meeting with Prime Minister Kishida, U.S. Indo-Pacific Commander Admiral Aquilino met with Defense Minister Hamada and General Yamazaki, where the Admiral reaffirmed the ironclad alliance cooperation between our two countries.”
그러면서 “일본 시각으로 4일 저녁 조 바이든 미국 대통령과 기시다 후미오 일본 총리가 이번 미사일 발사와 이에 대한 적절한 공동행동을 논의할 것”이라고 설명했습니다.
또 토니 블링컨 미 국무장관과 하야시 요시마사 일본 외무상, 제이크 설리번 미 백악관 국가안보보좌관과 아키바 다케오 일본 국가안전보장국장이 각각 전화 통화를 했다는 사실도 전했습니다.
아울러 존 아퀼리노 미국 인도태평양사령관은 3일 기시다 총리와 만났으며, 이후 하마다 야스카즈 일본 방위상, 야마자키 고지 자위대 통합막료장을 만나 철통같은 미일 동맹 협력을 재확인했다고 이매뉴얼 대사는 덧붙였습니다.
이매뉴얼 대사는 미국 고위 관리들이 한국 정부 관리들과도 조율하고 있다고 밝혔습니다.
[이매뉴얼 대사 성명] “This is a demonstration of the seriousness with which we view North Korea’s provocations – and a clear signal that the United States and Japan are fully committed to defending the stability and security of the region.”
이매뉴얼 대사는 이러한 일련의 협의들은 “우리가 북한의 도발을 심각하게 보고 있음을 보여주는 것이며, 미국과 일본이 이 지역의 안정과 안보를 수호하기 위해 완전히 전념하고 있다는 분명한 신호"라고 강조했습니다.
