미 국방부는 북한이 신형 전술유도무기를 시험 발사했다고 밝힌 데 대해 정확한 평가를 위해 계속 분석 중이라고 밝혔습니다. 또 바이든 행정부의 전제 조건 없는 대화 제의에 북한이 더 많은 미사일 시험 발사로 답했다고 지적했습니다. 박동정 기자가 전해드립니다.
미 국방부는 북한의 신형 전술유도무기 시험 발사 주장과 관련해 “우리는 여전히 이런 발사들을 분석하고 있다”고 밝혔습니다.
[녹취: 존 커비 국방부 대변인] “We're still analyzing these launches. I don't have a lot of detail for you today. Obviously, we're still trying to assess what exactly happened here.”
존 커비 국방부 대변인은 18일 정례 브리핑에서 관련 질문에 “분명히 우리는 여기서 정확히 무슨 일이 일어났는지 평가하기 위해 여전히 노력하고 있다”고 말했습니다.
커비 대변인은 미 본토를 타격할 수 있는 북한의 핵 탑재 역량과 관련한 질문에는 “북한이 탄도미사일 프로그램과 핵 능력을 계속 추구하고 있다”며 “그들은 이것이 한반도의 나머지 부분을 포함해 역내의 동맹국과 파트너를 위협하고 협박하는데 도움이 될 것으로 믿고 있는 것으로 우리는 생각한다”고 말했습니다.
[녹취: 존 커비 국방부 대변인] “North Korea continues to pursue a ballistic missile program and nuclear capabilities that that at least we think they believe will help intimidate and threaten our allies and partners in the region, and that includes the rest of the Korean Peninsula. Many of these capabilities, some of the ones that they've tested are in direct violation of UN Security Council resolutions. We continue to call on North Korea to seize these provocations and we consider them provocations and to be willing to sit down in good faith and have a diplomatic discussion about how we denuclearize the Korean peninsula, which remains our goal.”
그러면서 “이러한 능력 중 많은 것들, 그들이 실험한 것 중 일부는 유엔 안보리 결의를 직접적으로 위반하는 것”이라고 지적했습니다.
커비 대변인은 북한에 이 같은 도발을 자제할 것을 촉구하고 있으며, 선의를 갖고 미국의 목표로 남아 있는 한반도 비핵화 달성을 위한 외교적 논의를 할 용의가 있다고 말했습니다.
또 18일 실시된 미한 연합 지휘소 훈련에 대해선 “실사격도 없고 병력의 실제 이동도 없는 1년에 두 차례 실시되는 통상적인 훈련”이라고 말했습니다.
그러면서 이 훈련은 미국이 한국 방어에 대한 의무를 얼마나 진지하게 받아들이는지 실질적으로 보여주는 사례라며, 앞으로도 그것을 계속할 것이라고 강조했습니다.
[녹취: 존 커비 국방부 대변인] “we have significant treaty obligations and we take those obligations seriously. You just saw I think, today kicked off a command post exercise that was semiannual one’s command post no live fire, no live movement of forces but it's a semiannual command post training event that we just kicked off today that it's, I think, a tangible representation of how seriously we take our responsibilities there. And we're going to continue to do that going forward. The other thing the last thing I'll say is, we have said repeatedly that we're willing to sit down with Pyongyang.”
커비 대변인은 북한이 미국과의 대화를 거부하는 상황에서 한반도 비핵화를 어떻게 이끌어낼 것인지 묻는 질문에 “우리 국방부는 여전히 한반도의 비핵화를 추구하는 최선의 방법은 외교를 통한 것이라고 믿고 있다”며 “바이든 행정부는 전제 조건 없이 마주 앉을 의향이 있음을 분명히 해왔지만 평양은 더 많은 미사일 시험 발사로 대답했다”고 지적했습니다.
[녹취: 존 커비 국방부 대변인] “We still believe here's the Department of Defense that the best way to pursue the denuclearization of the peninsula is through diplomacy. Biden administration has made it clear we're willing to sit down without preconditions to try to affect that outcome. And Pyongyang has answered only with more tests.”
외교가 통하지 않을 경우와 관련해선 “나는 가설에 관해 이야기 하지 않을 것”이라고 전제한 뒤 “우리는 외교가 여기서 앞으로 나아가는 가장 좋은 길이라고 믿고 있다”고 말했습니다
커비 대변인은 이어 “그동안 우리는 동맹국인 한국에 대해 진지한 안보 약속을 했다”고 재차 강조하며 “우리는 그것들을 가시화하고 있고 현실로 만들 것”이라며 “오늘 시작된 미한 연합지휘소 훈련이 좋은 예”라고 말했습니다.
