북한 등 적국들의 지속적인 사이버 공격이 미국의 국익을 위협하고 있다고 미국 법무부 차관보가 지적했습니다. 북한의 경우 암호화폐 거래소와 중앙은행을 강탈해 수억 달러를 훔치고 국제 제재를 회피하고 있다며 책임을 물을 것이라고 밝혔습니다. 조상진 기자가 보도합니다.
매튜 올슨 미 법무부 국가안보담당 차관보가 북한을 비롯한 적국들의 사이버 위협을 지적하면서 이에 대한 책임을 물을 것이라고 강조했습니다.
올슨 차관보는 23일 미국 조지메이슨대 국가안보연구소가 주최한
‘국가적 위협 퇴치에 대한 법무부의 역할’ 관련 대담에 참석해, 북한 등 적대 국가들이 사이버 분야에서 그 어느 때보다 공격적인 활동을 통해 미국의 국익을 위협하고 있다고 말했습니다.
[녹취 : 올슨 차관보] “This includes growing threats within the United States to Americans, as well as threats to Americans and US interests of abroad. We see nations such as China, Russia, Iran, North Korea becoming more aggressive and more capable in their nefarious activity than ever before. These nations seek to undermine our core democratic, economic and scientific institutions and they employ a growing range of tactics to advance their interests into harm the United States.”
올슨 차관보는 미국 국내뿐 아니라 해외의 미국인과 미국 이익에 대한 위협이 증가하고 있으며, 중국과 러시아, 이란 북한과 같은 국가들이 그 어느 때보다 악의적 활동 분야에서 더 공격적이고 더 나은 역량을 보이고 있다고 지적했습니다.
그러면서 이 국가들이 사이버 위협을 통해 핵심적인 미국의 민주, 경제, 과학 기관들을 약화시키고 자신들의 이익을 진전시키기 위해 점점 더 다양한 전술을 이용하고 있다고 우려했습니다.
올슨 차관보는 특히 북한의 경우 암호화폐 거래소와 중앙은행을 강탈해 수억 달러를 훔치고 북한의 무기 프로그램을 제한하기 위해 고안된 국제사회의 제재를 회피하고 있다고 지적했습니다.
[녹취 : 올슨 차관보] “North Korean government actors have robbed cryptocurrency exchanges and central banks alike, stealing hundreds of millions of dollars and evading international sanctions designed to limit their weapons programs. Our role at DOJ is to seek to identify and disrupt cyber threats to national security and hold these malicious actors accountable.”
올슨 차관보는 국가 안보에 대한 사이버 위협을 식별하고 차단하며 이러한 악의적 행위자들에게 책임을 묻는 것이 법무부 산하 국가안보부서의 역할이라고 강조했습니다.
또 악의적 사이버 위협으로부터 미국 기관과 가치를 보호하는 것이 국가 안보의 우선 순위이자 법무부의 우선 순위라는 점을 분명히 했습니다.
[녹취 : 올슨 차관보] “Defending American institutions and values against these threats is a national security priority, and it's a priority for the Department of Justice. So this new strategy is threat driven. We are going to prioritize NSD's work and the use of our tools. And we need to allocate our resources to address these threats head on while at the same time preserving the flexibility that we need to counter these threats effectively. And we're deploying this strategy to focus on those areas where I believe the Department of Justice can have the most impact in combating the greatest threats to our national security.
올슨 차관보는 국가 주도의 사이버 위협에 대한 대응 전략과 관련해 지난 트럼프 행정부 시절 수립된 ‘대중국 이니셔티브’ 정책을 폐기하고 특정 국가가 아닌 현재 직면한 위협을 기반으로 한 ‘포괄적인 전략’을 수립할 것이라고 말했습니다.
그러면서 새 위협 기반 전략에 따라 미국 법무부는 국가안보부서의 업무와 가용한 도구의 사용을 우선시할 것이며, 적의 위협에 효과적으로 대응하는 데 필요한 유연성을 유지하면서 동시에 위협에 정면으로 대응하기 위한 자원을 할당해야 한다고 설명했습니다.
아울러 올슨 차관보는 적대 국가의 불법 활동이 급증하는 문제를 해결하기 위해 미국이 가진 모든 도구와 법적인 권한을 활용할 것이라고 강조했습니다.
