“미군 자산과 배치에 드는 거액의 비용 뿐 아니라 어떤 잠재적 도전에도 맞설 수 있는 동맹의 준비태세를 확실히 하는데 필요한 비용을 고려할 때, 트럼프 대통령은 한국을 포함한 우리의 동맹들이 (방위비를) 더 부담할 수 있고 더 부담해야 한다는 기대를 분명히 해왔다”고 국무부가 밝혔습니다.
[국무부 관계자] “The President has been clear in the expectation that our allies, including the ROK, can and should contribute more, given the immense costs of U.S. assets and deployments, as well as costs necessary to ensure the alliance is ready to meet any potential challenge.”
국무부 대변인실 관계자는 13일 미국의 전방위적 방위비 분담금 인상 압박으로 미-한 동맹이 시험대에 올랐다는 지적에 대한 VOA의 논평 요청에 이같이 답했습니다.
이 관계자는 트럼프 대통령이 시사한 대로 한국의 방위비 분담금을 추가로 인상하기 위한 논의가 시작됐다며, 구체적인 협의 내용은 밝히지 않겠다고 선을 그었습니다.
[국무부 관계자] As the President has indicated, discussions have begun to further increase South Korea’s contributions to military defense…I won't get into the details of those discussions.”
이어 미국은 한국이 동맹을 지원하기 위해 상당한 재원을 제공한데 대해 감사한다며, 여기에는 방위비분담특별협정(SMA)을 통해 주한미군 유지 비용을 분담한 것이 포함된다고 설명했습니다.
[국무부 관계자] “The United States appreciates the considerable resources the ROK provides to support the Alliance, including but not limited to its contribution towards the cost of maintaining the presence of U.S. forces in Korea through our defense burden-sharing agreement, the SMA.”
아울러 “한-일 군사정보보호협정, 지소미아를 완전히 지지한다”는 미국의 입장도 거듭 강조하면서, 이는 “(한-일) 양자 군사 관계의 성숙함을 보여주고 (미-한-일) 3자 조율 역량을 향상시키는 협정”이라고 밝혔습니다.
[국무부 관계자] “The United States fully supports the ROK-Japan GSOMIA, an agreement that demonstrates the maturity of their bilateral defense relationship and improves our ability to coordinate trilaterally.”
또한 “우리는 최근 한국과 일본이 지소미아에 의해 제공된 매커니즘을 통해 필수적인 안보 관련 정보를 공유한 것을 알고 있다”며, 이를 “고무적”이라고 평가했습니다.
[국무부 관계자] “We understand the ROK and Japan recently shared vital security information through the mechanism provided by GSOMIA, which is encouraging.”
이 관계자는 “역내 평화와 안전을 유지하고 북한의 최종적이고 완전히 검증된 비핵화를 달성하기 위해 우리가 계속 일하는 가운데, 이 같은 정보 공유는 동맹국들 사이에서 지소미아의 중요한 가치를 추가적으로 입증한다”고 강조했습니다.
[국무부 관계자] “This information sharing is further evidence of GSOMIA’s critical value among allies as we continue work to maintain peace and security in the region and achieve the final, fully verified denuclearization of North Korea.”
앞서 국무부는 지난 4일에도 지소미아 유지를 촉구하면서 같은 입장을 내놓은 바 있습니다.
국무부 관계자는 “미국은 일본과 한국이 그들의 이견에 대한 창의적인 해법을 지속적으로 찾기를 촉구한다”며 “미국은 이 문제에 계속 관여하고 있고, 두 동맹국의 대화를 촉진시킬 준비가 돼 있다고 말했습니다.
[국무부 관계자] “The United States welcomes this significant cooperation as a positive development in the ROK - Japan relationship. The United States urges Japan and the Republic of Korea to continue working to find creative solutions to their disagreements. The United States continues to engage on these issues and stands ready to facilitate dialogue between our two allies.”
