미 상원에 이어 하원도 주한미군의 수를 2만8천5백명 이하로 줄일 수 없도록 명문화한 국방수권법안을 공개했습니다. 트럼프 대통령에게는 동맹국들과의 더욱 긴밀한 대북 공조를 촉구했습니다. 박승혁 기자가 보도합니다.
하원 군사위원회의 2020 회계연도 국방수권법안이 10일 공개됐습니다.
군사위원회는 이 법안에서 인도태평양 전략과 관련해 “트럼프 대통령이 핵 야욕을 실현하려는 북한 정권의 조치를 허용해, 미국의 안전을 증진하는 데 실패했다”고 지적했습니다.
[2020 국방수권법안] President Trump has failed to promote the security of the United States by allowing North Korean regime to take steps to realize their nuclear ambitions.
이에 따라 향후 전략은 역내 동맹국들과의 긴밀한 공조 아래 이뤄져야 한다며 주한미군 감축에 관한 조항을 명문화 했습니다.
핵심은 미국의 국익을 현저히 저해하거나, 한국과 일본 등 동맹국과의 협의를 거치지 않는 한 주한미군의 숫자를 2만8천500명 이하로 줄여서는 안 된다는 내용입니다.
[2020 국방수권법안] Prohibits the use of funds to reduce the total number of active duty service members deployed to South Korea below 28,500 unless the Secretary first certifies that doing so is: 1) in the national security interest of the United States and will not significantly undermine the security of U.S. allies in the region, and 2) U.S. allies – including South Korea and Japan – have been appropriately consulted.
법안 작성을 주도한 애덤 스미스 군사위원장은 10일 전략국제문제연구소 CSIS 토론회에서도 주한미군의 대비 태세와 동맹의 결속을 강조했습니다.
[녹취: 애덤 스미스 하원 군사위원장] That’s why having a strong force in South Korea, having strong allies in the region and making sure we have the military capability to meet that threat.
한국에 강한 미군이 있고 역내 강한 동맹들이 있어야 하는 이유는 북한의 위협에 대응할 수 있는 군사적 역량을 보유해야 하기 때문이란 것입니다.
군사위원회는 또 법안을 통해 국방부가 2년마다 의회에 ‘북한 군사 및 안보 경과 보고서’를 제출해야 하는 의무를 연장하고, 북 핵 프로그램과 미래 무기 개발 상황에 대해 반드시 다루도록 명시했습니다.
[2020 국방수권법안] Extends the report on Military and Security Developments Involving North Korea for two years and requires the report to address developments in North Korea’s nuclear program, including the size and state of the program and projections of North Korea’s future arsenals.
또 국방장관이 2017년 이후 진행된 미-한 연합훈련의 상세한 내역을 의회에 보고하고, 2016년 이후 한국과 일본과의 방위금 분담 상황에 대해서도 의회에 설명하도록 했습니다.
이밖에 앞으로 미 국방장관이 북한, 중국, 러시아 등의 군 고위급 인사들과 정기적으로 실무회담을 열고 핵 전쟁을 초래할 수 있는 오판과 사고의 여지를 줄이도록 노력할 것을 촉구했습니다.
