토니 블링큰 전 미국 국무부 부장관이 미-북 관계의 지속적인 악화 가능성을 제기했습니다. 북한의 미사일 발사가 미국의 강한 대응을 부추길 수 있다며 미국의 대북 외교가 혼란에 빠졌다고 지적했습니다. 오택성 기자입니다.
토니 블링큰 전 부장관은 미-북 관계가 더 큰 긴장과 갈등 관계로 돌아갈 수 있다고 전망했습니다.
[블링큰 전 부장관] “We may be back to much more tension and conflict in the relationship.”
블링큰 전 부장관은 20일 프랑스 방송 ‘프랑스24’와의 인터뷰에서 북한이 미사일 시험 발사를 재개하면서 미국의 태도를 더욱 강경하게 만들 수 있다면서 이렇게 말했습니다.
다만 ‘화염과 분노’ 등 북한과 충돌로 치닫던 트럼프 대통령의 충동적 대응이 북한과의 외교로 전환된 것은 긍정적이고 지지를 받을 만했다고 지적했습니다.
[블링큰 전 부장관] “Recall that the President started out by talking about fire and fury, and potential conflict with North Korea. Then he reversed himself which I think was a good thing, and pursued diplomacy. And, you know, I think the fact that he pushed on the diplomacy is not bad. And that deserves support."
하지만 미-북 정상회담을 통해 김정은을 미국 대통령과 동등한 반열에 올리면서도 아무 대가도 얻지 못한 것은 효과적인 외교라고 할 수 없으며 충분한 준비를 거친 결과라고도 할 수 없다고 비판했습니다.
[블링큰 전 부장관] "In doing the summit meetings with Kim Jong on and elevating him to the same level as the President of the United States, and giving him a lot in the first meeting and getting virtually nothing in return. That was not a very effective use of diplomacy, probably because it wasn't well prepared."
특히 트럼프 대통령이 김정은과의 첫 정상회담 이후 모든 문제가 해결됐다는 식으로 말하면서 북한을 협상 테이블로 이끈 국제사회의 대북 압박 공조에 금이 가기 시작했다고 지적했습니다.
[블링큰 전 부장관] "President Trump at one point said the problems been solved after his first meeting with Kim Jong Un. He said there's no problem anymore. That sent the message to China and other countries that they could take some of the economic pressure off of North Korea.
중국을 비롯한 여러 나라에 대북 경제 압박의 일부를 완화해도 된다는 신호를 줌으로써 북한이 원하는 것을 모두 얻게 만들었다는 겁니다.
블링큰 전 부장관은 미국의 대북 외교가 ‘위협과 압박’에서 (김정은과의) ‘연애편지’ 사이를 거칠게 오가는 충동적이고 변덕스러운 양상을 보이면서 혼란을 주고 있다고 주장했습니다.
[블링큰 전 부장관] "Now I think there's mostly confusion again because the diplomacy has been a little bit impulsive erratic and swinging wildly from threatening and pressure to love letters."
