남북 정상회담을 통해 북한의 비핵화를 향한 의미 있는 조치가 이뤄지기를 바란다고 국무부가 밝혔습니다. 마이크 폼페오 국무장관이 다음주 유엔 안보리 회의를 주재하고 대북 제재 이행의 중요성을 강조할 것이라고 밝혔습니다. 김영남 기자가 보도합니다.
국무부는 남북 정상회담에서 북한의 비핵화를 향한 의미 있고 검증 가능한 조치들이 나오기를 바란다고 밝혔습니다.
[녹취: 노어트 대변인] “I don’t want to get ahead of their meetings. And certainly that sunroof was something that was interesting to see we will have to work on whether or not we can get a sunroof next time we are there, if we would go there next time. In terms of our sort of analysis of that summit, while it is going on, it is still ongoing, so we will continue to consult very closely, very carefully and regularly with South Koreans as they continue to have their meetings in North Korea. In terms of what we hope to come out of the summit, we hope to see a meaningful, verifiable steps toward denuclearization of North Korea.”
헤더 노어트 대변인은 18일 정례브리핑에서 남북한이 종전선언을 체결하면 미국이 참여할 것인지 묻는 질문에 현재 남북 회담이 진행 중이고 미국은 한국과 매우 긴밀하고 신중하며 정기적인 협의를 이어가고 있다며 이같이 답했습니다.
아울러 이번 회담은 문재인 한국 대통령과 김정은 위원장이 가진 세 번째 회담이라며, 미국은 이를 김 위원장이 과거 싱가포르 회담에서 트럼프 대통령에 한 약속과 판문점에서 한 약속을 이행할 역사적인 기회로 본다고 말했습니다.
[녹취: 노어트 대변인] “It is a third inter-Korean summit between the President Moon and also Chairman Kim. It represents in our view historic opportunity for Chairman Kim to follow through on commitments that he made to President Trump at the Singapore Summit, but also commitments that he made at Panmunjom with meaningful and verifiable actions toward final, fully verified denuclearization of North Korea.”
그러면서 이는 최종적이고 완전히 검증된 북한의 비핵화를 향한 의미 있고 검증 가능한 행동을 보이는 것이라고 설명했습니다.
노어트 대변인은 북한의 비핵화와 남북 관계 개선 속도가 같이 진행되고 있다고 보느냐는 질문에, 폼페오 국무장관은 이를 ‘절차’로 설명했고 미국도 그렇게 본다며 미국은 방심하지 않고 이 문제를 다루고 있다고 답했습니다.
[녹취: 노어트 대변인] “In terms of speed of things, the Secretary has talked about how this would be a process, we recognize this, we go into this eyes wide open. We think that there is progress being made when South Koreans are sitting down with North Korea, when the United States has the opportunity to sit down with North Korea, when other countries that are like minded, frankly those countries all supported the UNSC resolutions that have called for denuclearization of Korea. So we continue to have those conversations to consult with those other countries closely, and we certainly think it is a good thing that we are sitting down and having conversations, and having the regular negotiations.”
또한 한국이 북한과 마주 앉고 미국이 북한과 마주 앉을 기회가 있을 때는 진전이 이뤄지는 것으로 생각한다고 설명했습니다.
이어 같은 생각을 갖고 있는 나라들은 모두 한반도의 비핵화를 촉구하는 유엔 안보리 결의를 지지했다고 강조했습니다.
아울러 미국은 이런 국가들과 협의하기 위한 대화를 긴밀히 이어가고 있다며 북한과 마주 앉고 대화를 나누며 정기적으로 협상을 하는 것은 당연히 좋은 일이라고 생각한다고 덧붙였습니다.
노어트 대변인은 또 폼페오 장관이 오는 27일 북한과 관련한 유엔 안보리 장관급회의를 주재할 계획이라고 밝혔습니다.
[녹취: 노어트 대변인] “One event I would like to announce today though is Secretary Pompeo intends to chair the UNSC ministerial on North Korea on Thursday Sept. 27. That meeting will give the secretary a chance to update UNSC on our effort toward final, fully verified denuclearization of North Korea, as well as underscore the need for all UN member states to enforce existing sanctions. UNUN Ambassador Haley’s team will share more information on schedule soon.”
또한 폼페오 장관은 이번 회의를 북한의 최종적이고 완전히 검증된 비핵화를 향한 노력을 안보리에 보고하고 모든 유엔 회원국이 현행 제재를 이행할 필요성을 강조하는 기회로 삼을 것이라고 설명했습니다.
노어트 대변인은 또 스티븐 비건 국무부 대북정책 특별대표가 김정은 위원장이 동의한 북한의 최종적이고 완전히 검증된 비핵화를 논의하기 위해 지난주 한국과 중국, 일본을 방문했었다며, 최근 순방을 마치고 귀국했다고 말했습니다.
[녹취: 노어트 대변인] “In the meantime our UN- excuse me our North Korea special representative Steve Biegun recently returned from Asia. He traveled to the Republic of Korea, China and Japan last week to discuss the final fully verified denuclearization of North Korea as agreed to by Chairman Kim. On his trip, special representative Biegun emphasized the importance of continued coordination on denuclearization, pressure, and also diplomacy.”
그러면서 비건 대표가 아시아 순방 중 비핵화와 압박, 그리고 외교 분야에 대한 지속적인 조율의 중요성을 강조했다고 전했습니다.
아울러 비건 대표가 한국과 중국, 그리고 일본과 가진 생산적인 대화에서 이 모든 나라들은 비핵화라는 공통의 목표와 이 목표를 달성하기 위해 나아갈 길을 강조했다고 설명했습니다.
[녹취: 노어트 대변인] “During his productive talks the ROK, China, and Japan all stressed the common objective of denuclearization and the path forward on achieving that objective. The trip allowed special representative Biegun to build strong rapport with his counterparts, which will pave the way for strong cooperation on our mutual and truly the world’s objective of denuclearization.”
그러면서 비건 특별대표는 이번 아시아 방문을 통해 각국 대화 상대와 강력한 관계를 구축했다며, 이는 비핵화라는 전 세계적인 공동 목표를 향한 강력한 협력의 길을 닦을 것이라고 덧붙였습니다.
