유럽연합 EU는 남북정상회담이 한반도 비핵화에 도움이 되기 바란다는 입장을 밝혔습니다. 남북협력과 관계 개선은 대북 제재 틀 안에서 이뤄져야 한다는 원칙도 거듭 분명히 했습니다. 안소영 기자가 취재했습니다.
유럽연합 EU는 현재 진행되고 있는 남북 지도자 간의 세 번째 정상회담을 지켜보고 있다며, 이번 회담이 핵무기 없는 한반도의 평화와 안보를 구축하는데 기여하기를 바란다고 밝혔습니다.
[아담 카즈노스키: EU 대변인] “We are following the ongoing third Summit between leaders of the Republic of Korea and the DPRK. We hope that it will support progress towards establishing peace and security on a Korean Peninsula free of nuclear weapons.”
아담 카즈노스키 EU 대변인은 18일, 남북 정상회담과 관련한 VOA의 논평 요청에 이같이 밝혔습니다.
그러면서EU와 한국 정부는 현행 유엔 안보리 제재의 틀 안에서만 남북 간 교류와 협력이 이뤄질 수 있다는데 의견을 같이한다고 강조했습니다.
[아담 카즈노스키: EU 대변인] The EU and Republic of Korea government share the view that exchanges and cooperation between DPRK and the Republic of Korea can only take place within the existing UN Security Council sanction regime.
특히 한국의 최대 기업 총수들이 함께 방북한 것은 북한의 비핵화 절차가 빠른 속도로 검증된 결과에 도달할 경우 미래의 공동 개발이 가능함을 시사하는 유인책으로 간주돼야 한다고 지적했습니다. 그러면서 그 때까지는 제재를 통한 압박을 유지할 필요가 있다고 강조했습니다.
[아담 카즈노스키: EU 대변인] The presence of top business leaders should be seen as an incentive giving a perspective for future common development if and when the denuclearization process has reached a critical speed with verified results. Until then, pressure through sanctions needs to be maintained.
아울러 남북 관계의 속도와 관련해서는 문재인 한국 대통령이 한반도 평화와 비핵화를 촉진하는데 분명한 지도력을 보여줬다고 평가했습니다.
[아담 카즈노스키: EU 대변인] “On the speed of ROK's relations with the DPRK: President Moon has demonstrated clear leadership in promoting peace and denuclearization on the peninsula. We believe that developing inter-Korean relations, including people-to-people contacts, while strictly observing the UN sanctions regime, helps foster the trust which is necessary for the progress of the diplomatic process.”
또한 유엔의 제재 체계를 엄격히 준수하면서 인적 교류를 포함한 남북관계를 발전시키는 것은 외교 절차의 진전에 필수적인 신뢰를 구축하는데 도움이 된다고 설명했습니다.
앞서 페데리카 모게리니 EU 외교 안보 고위대표는 지난 7월 브뤼셀에서 열린 정례 외교이사회에서 ‘완전한 비핵화’가 선행돼야 대북 제재를 해제할 것이라고 밝힌 바 있습니다. 또 동시에 모든 가능한 수단을 동원해 북한 비핵화를 지원할 것이라고도 강조했었습니다.
EU는 북한 핵과 미사일 프로그램에 관련된 개인 59명, 단체 9곳에 대한 독자적인 대북제재를 채택하고 있습니다.
