마이크 폼페오 국무장관은 김정은 북한 국무위원장이 무기 체계뿐만이 아닌 모든 것에 대한 완전한 비핵화를 약속했다고 밝혔습니다. 미국은 정전 협정을 바꾸고 안전 보장을 대가로 제공하겠다는 게 트럼프 대통령의 입장임을 분명히 했습니다. 김영남 기자가 보도합니다.
폼페오 장관은 김정은 위원장이 자신의 국가를 완전하게 비핵화하겠다는 약속을 매우 명확히 했다며, 이는 무기 체계만이 아니라 모든 것들에 해당된다고 밝혔습니다.
[녹취: 폼페오 장관] “As for whether there will need another summit, hard to know. There is a lot of work between here and there. My team is already doing it,… I’m likely travel back before too terribly long. There is a great deal of work to do. We would have to flash…all of the things underlay the commitment that were made that day in Singapore. I was there in there in the room with Chairman Kim. It was the third time I met Chairman Kim, twice in Pyongyang and there in Singapore. He has made very clear his commitment to fully denuclearize his country. That is everything, it is not just the weapons system, it is everything.”
폼페오 장관은 18일 미시간주 ‘디트로이트 경제 클럽’에서 열린 행사에서 추가 미-북 정상회담 가능성을 묻는 질문에, 알기 어렵다며 이같이 답했습니다.
여기저기에서 많은 일들이 이뤄지고 있고 너무 오랜 시간이 지나기 전에 자신이 (평양을) 다시 방문할 가능성이 있다는 겁니다.
이어 해야 할 많은 일이 있다며 최근 싱가포르 회담에서 김정은 위원장과 세 번째로 만났고 해당 회담에서 김 위원장이 완전한 비핵화를 약속했다는 점을 상기시켰습니다.
폼페오 장관은 이에 따른 대가로 트럼프 대통령은 정전 협정을 바꾸고 김정은 위원장이 필요로 하는 안전 보장을 제공하는 것을 확실히 하겠다는 약속을 했다고 말했습니다.
[녹취: 폼페오 장관] “In return for that, President has committed to making sure that we alter the armistice agreement, provide security assurances that Chairman Kim needs. And I don’t know if you had a chance to see the video that President Trump showed Chairman Kim that day in the meeting, but it talks about it shows what North Korea could be like. Beautiful beaches, wonderful place, successful, there is a lot of work to do to make that but the president Trump committed to delivering on that part of the bargain as well. And if we can get those to be done in the way that matches, we will reduce global threat that has bedeviled the United States and the world for decades.”
이어 정상회담 당시 트럼프 대통령이 김 위원장에게 보여준 영상을 소개하며 이 영상에는 북한이 어떻게 될 수 있을지 보여주는 내용이 담겼다고 설명했습니다.
아름다운 해변과 훌륭한 장소, 그리고 성공이 영상에 담겨 있었다는 겁니다.
아울러 이를 위해선 많은 일들이 이뤄져야 하지만 그렇게 된다면 미국과 전세계에 수십 년 동안 가해진 국제적 위협을 줄이게 될 것이라고 강조했습니다.
폼페오 장관은 트럼프 대통령이 지난주 싱가포르에서 기울인 노력은 진정한 경제 외교가 없었다면 일어날 수 없었을 것이라고 말했습니다.
[녹취: 폼페오 장관] “The effort that President Trump took last week in Singapore could not have happened without real economic diplomacy. President Trump rallied every nation in the world to pressure North Korea in a way that it would begin to rethink of its own security and to come to view that its nuclear weapons system not as a security blanket but in fact that it is one thing that could threaten their leadership and their regime.”
트럼프 대통령은 북한이 자신의 안보에 대해 다시 생각하고 핵무기 체계가 안전을 보장하는 게 아니라 북한 지도부와 정권을 위협할 수 있다는 사실을 알게 되도록 전세계 모든 국가들이 북한에 압박을 가하도록 했다는 겁니다.
아울러 이는 경제 외교의 성공이었다며 아직 할 일이 많이 남았다고 설명했습니다.
[녹취: 폼페오 장관] “It was economic diplomacy succeeding. There is so much work to do, I will be hard at it in the days and weeks ahead, but we have now set the conditions where the North Korean people can also have economic success as the President has said that the brighter future for North Korea does not come at the expense of anyone, but benefits us all.”
앞으로 수 일에서 수 주 동안 이를 위해 노력할 것이지만 현재 북한 역시 경제적 성공을 이룰 수 있는 여건들이 형성돼 있다고 강조했습니다.
또한 트럼프 대통령이 말했듯 북한의 밝은 미래는 누군가를 희생시켜 얻는 게 아니라 모두에 도움이 된다고 덧붙였습니다.
폼페오 장관은 북한 문제와 관련한 러시아와 중국의 입장을 묻는 질문에 자신은 싱가포르 회담 이후 중국을 방문했고 이날 아침에는 러시아 측과 전화했었다고 설명했습니다.
[녹취: 폼페오 장관] “I traveled to Beijing after Singapore, spoke with my Russian counterpart this morning at 8:15 Eastern, they are excited that there is this opportunity, it is at their backyard after all, to eliminate the proliferation threat, nuclear threat in North Korea, something they have long stated that they are desirous for. But there wasn’t an emotive force to drive it. So I am sure our interest diverge in certain places there, but the core opportunity to fundamentally reshape how North Korea thinks about itself, and its place in the community of nations, both Russia and China are fully onboard, with our effort.”
이들 국가들은 오랫동안 원해왔던 북한의 확산과 핵 위협 제거 기회를 갖게 된 데 들떠 있다는 겁니다. 또한 이 문제는 러시아와 중국 바로 가까이에서 일어나고 있는 일이라는 점도 상기시키면서 이들 국가들은 이를 추진할 동력이 없었었다고 지적했습니다.
이어 특정 지역에서 이해 관계에 차이는 당연히 있다고 설명했습니다. 하지만 북한이 스스로를 어떻게 생각하는지와 러시아와 중국이 완전히 동참하고 있는 국제사회에서 그들이 맡을 위치를 근본적으로 조정하는 핵심 기회에 있어서는 차이가 없을 것이라고 덧붙였습니다.
