북한 문제를 다뤘던 미국의 전직 관리들은 도널드 트럼프 대통령이 북한 비핵화 해법의 한계를 느끼고 있는 것으로 진단했습니다. 트럼프 대통령이 직접 미-북 정상회담 연기 가능성을 언급하면서 회담 성사 여부가 더욱 불투명해졌다는 전망이 나왔습니다. 안소영 기자가 전해드립니다.
22일 문재인 한국 대통령과의 단독회담을 가진 트럼프 대통령은 기자들에게 미-북 정상회담 연기 가능성을 내비쳤습니다.
[녹취: 트럼프 대통령] ”There are certain conditions that we want, I think we will get the conditions, but if we don’t’, we don’t have the meeting and if it doesn’t’ happen, maybe it will happen later, maybe it will happen in different time.”
미국이 원하는 조건이 충족되지 않으면 회담을 하지 않을 것이라면서, 아마도 다른 시기에 열릴 수 있다고 말했습니다.
북 핵 6자회담 미국 측 수석대표를 지낸 크리스토퍼 힐 전 국무부 동아시아태평양 담당 차관보는 23일 VOA와의 전화통화에서 트럼프 대통령이 경제 지원을 대가로 북한의 모든 핵무기 포기를 원한다며, 북한이 여기에 대해 생각해 볼 시간적 여유를 주려는 것 같다고 진단했습니다.
[녹취: 힐 전 차관보] “I think he wants North Korea gives up all their nuclear weapons in return for a promise of eventual economic assistance. He thinks that its delays to have North Korean give them more time to think about it.”
힐 전 차관보는 트럼프 대통령이 이런 조건으로 북한의 핵포기를 이끌어내기 어렵다는 것을 깨달았을 수 있다고 말했습니다. 북한에게 ‘말과 약속’만으로 모든 것을 포기하라고 요구하는 것이 어렵다는 것을 인지했고, 이에 불안감을 느낀 대통령이 회담 연기 가능성을 제기했을 수 있다는 분석입니다.
[녹취; 힐 전 차관보] “I think President Trump is nervous about this because he has realized that it is very difficult to ask the North Koreans to give up everything on just words promises, so I think he is very worried about it and that’s why he’s opened up this idea that maybe we need to delay.”
힐 전 차관보는 트럼프 대통령이 미-북 정상회담 취소 가능성을 시사하면서 실제로 두 정상간 만남 가능성은 더욱 낮아졌다고 내다봤습니다.
앞서 힐 전 차관보는 지난 16일, 북한이 미국과의 정상회담을 재고할 수 있다는 경고가 나온 후, VOA에 미-북 정상 간 만남 가능성은 50% 아래로 떨어졌다고 전망한 바 있습니다.
하지만 게리 세이모어 전 백악관 국가안보회의 대량살상무기 조정관은 미-북 정상회담이 미뤄질 수는 있겠지만 만남 자체가 취소되진 않을 것으로 내다봤습니다.
[녹취: 세이모어 전 조정관] “I think Trump wants the meeting, I think it will be very good for his personal popularity, obviously, Kim Jong Un wants it. This is something that North Korean leaders always wanted to stand on the stage with American president. So, we are on negotiation phase now where the US and North Korea are negotiating the term. So last week, the North Korea indicates that they wouldn’t come to the meeting if certain demands were made, and Trump now is indicating that he is not desperate to come to the meeting so it is all part of the negotiation process, I think at the end of the day, both sides want this meeting to happen.”
트럼프 대통령과 북한 김정은 모두 회담이 열리기를 바라고 있다는 설명입니다.
세이모어 전 조정관은 트럼프 대통령에게 이번 회담은 개인적 인기를 얻는데 도움이 되고, 국제무대에서 미국 대통령과 나란히 서기를 늘 바랐던 김정은에게도 놓지도 싶지 않은 기회일 것이라고 지적했습니다.
따라서 회담이 연기될 수 있다는 트럼프 대통령의 발언은 지난 주 북한이 미국과의 회담을 다시 생각해보겠다고 경고한 데 대한 대응이자 협상의 일환이라고 풀이했습니다.
전문가들은 북한이 미국과의 대화 기회를 놓치는 것은 큰 실수가 될 것이라고 말했습니다.
조셉 디트라니 전 6자회담 미국 측 차석 대표는 트럼프 대통령과 처음으로 마주 앉는 것은 김정은에게 특별한 기회라며 어떤 이유에서건 회담에 나서지 않는다면 비극이 될 것이라고 말했습니다.
[녹취: 디트라니 전 차석대표] “ They have a great opportunity to meet with President Trump first time sitting down with the US President. This is very unique and prestige opportunity for Kim Jong Un, so I think it will be tragic if they, for some reason, North Koreans don’t attend, whey will be making mistake.”
한편 동북아 전문가인 대니스 와일더 전 백악관 아시아담당 선임보좌관은 김정은 위원장이 두 번째 방중 이후 태도가 달라졌다는 트럼프 대통령의 발언에 주목했습니다.
[녹취: 와일더 전 보좌관] “I think President is doing the right thing by saying that if the North isn’t really ready to come prepare to do some real denuclearization then summit shouldn’t happen on schedule, so I think that’s definitely an important part of what happened yesterday was that the President was signaling to both Beijing and to North Korea that this has to be a serious summit, if it isn’t he is not going to go all the way to Singapore.”
북한이 실제로 비핵화에 나설 준비가 안 됐다면 회담을 열지 않을 것이라는 트럼프 대통령의 말은 사실상 중국과 북한 모두에게 보내는 신호이며, 이는 적절한 대처였다는 겁니다.
와일더 전 보좌관은 이번 협상 과정에서 북-중 관계를 특히 주목할 필요가 있다고 말했습니다.
[녹취: 와일더 전 보좌관] “ The thing really needs to focus on is the Chinese and North Korean relationships, are the Chinese continuing to hold the sanctions, or are they easing up the sanctions because if they ease up the sanctions, then less reasons for the North to make concessions.”
와일더 전 보좌관은 중국의 제재 지속 여부가 관건이라며, 만약 제재를 완화한다면 북한으로서는 양보를 할 이유가 적어진다고 지적했습니다.
