미국 국방부가 북한이 무기실험 재개를 시사한 것에 대해 우려를 나타내면서도 외교적 관여 기조에는 변화가 없다고 밝혔습니다. 또한 북한이 탄도미사일 능력 뿐 아니라 핵 야망도 계속 진전시키고 있다고 지적했습니다. 박동정 기자가 전해드립니다.
존 커비 미 국방부 대변인은 21일 “우리는 북한의 군사 프로그램이 계속해서 동맹국인 한국이나 역내에 위협이 되는 것을 보기를 원치 않는다”고 밝혔습니다.
[녹취: 커비 대변인] “Well, obviously we don't want to see the North Korean military program continue to be able to pose a threat to our South Korean allies or to the region so, we continue to call on Kim Jong-un to sit down and discuss the way forward we have said many times. we're willing to conduct diplomatic engagement with him with no preconditions. So, our view hasn't changed. We want to see the complete verifiable denuclearization of the peninsula.
커비 대변인은 이날 정례브리핑에서 북한이 핵과 ICBM 모라토리엄 철회 가능성을 내비친 것에 대한 입장을 묻는 질문에 이같이 말했습니다.
커비 대변인은 “따라서 우리는 김정은 북한 국무위원장에게 마주 앉아 앞으로의 길을 논의하자고 계속 촉구하고 있다”며 “우리가 여러 차례 말했듯이 우리는 아무 조건 없이 외교적 관여를 할 용의가 있다”고 말했습니다.
이어 커비 대변인은 “우리의 견해는 변하지 않았다”고 말했습니다.
그러면서 “우리는 한반도의 완전하고 검증 가능한 비핵화를 보고 싶다”며 “외교가 목표 달성을 위한 최선의 길이라고 믿는다”고 말했습니다.
커비 대변인은 “북한이 탄도미사일 능력 뿐 아니라 핵 야망도 계속 진전시키고 있다”고 지적했습니다.
[녹취: 커비 국방부 대변인] “They continue to advance their nuclear ambitions as well as their ballistic missile capabilities. They test so they can learn so they can improve, and we have without getting into specific intelligence assessments, we have every expectation that they do continue to improve their capabilities, both in terms of potential range and precision and, obviously, we're taking that threat very, very seriously.”
커비 대변인은 북한이 핵무기를 탑재한 ICBM으로 실제 미국 본토 공격이 가능한지 묻는 VOA의 질문에 이같이 말하면서, 북한이 미사일 시험 발사를 통해 학습하고 개선할 수 있다고 덧붙였습니다.
이어 “우리는 그들이 사거리와 정확도 측면에서 모두 능력을 계속 발전시킬 것으로 예상한다”며, “우리는 그 위협을 매우 심각하게 받아들인다"고 말했습니다.
북한과의 관여에 있어서 외교가 작동하지 않을 땐 어떻게 대처할 것이냐는 질문엔 “가정하고, 추측할 생각은 없다”고 말했습니다.
[녹취: 커비 국방부 대변인] “I don't think getting into hypotheticals and speculating right now. But what ifs is very helpful. We've made our position clear. So, the Department of Defense, I'm happy to concede continue to say it our job is to make sure that that we are ready to meet the security commitments commensurate with our treaty. alliances with South Korea, and we're doing that.”
다만 커비 대변인은 “우리의 입장을 분명히 했다”며, “우리의 임무는 한국과의 조약 동맹에 상응하는 안보 공약을 지킬 준비가 됐다는 점을 분명히 하는 것이고, 우리는 그렇게 하고 있다”고 말했습니다.
커비 대변인은 유엔 안보리에서 대북제재를 추가하려던 시도가 무산된 것과 관련해서는 “북한의 탄도미사일 발사는 안보리 결의 위반”이라며 “북한에 이런 활동을 중단할 것을 계속 촉구한다”고 강조했습니다.
[녹취: 커비 국방부 대변인] “These ballistic missile launches are violations of Security Council resolutions. We continue to call on Pyongyang to cease that activity. And for everybody involved in the international community to actually live up to the sanctions that have already been put in place and not every country is doing that. And China has influence over Pyongyang. We know that and we certainly hope that they'll use that influence to the betterment not only of them and the region but on the whole world.”
이어 국제 사회에서 관련된 모든 사람이 이미 부과된 제재가 실제로 이뤄질 수 있도록 해야 한다면서, 모든 국가가 그렇게 하는 것은 아니라고 지적했습니다.
커비 대변인은 중국이 북한에 대한 영향력이 있다며, “우리는 그들이 지역뿐만 아니라 더 나은 전 세계를 만들기 위해 그 영향력을 사용하기를 희망한다”고 말했습니다.
