이 조치는 지난 1930년대 스페인 내전과 계속해서 프란시스코 프랑코 장군의 독재 정권으로부터 탈출한 망명자들의 2세와 3세들을 대상으로 취해지는 것입니다.
스페인 시민권을 취득할 자격이 있는50만 명으로 추산되는 이들 후손들은 쿠바와 아르헨티나, 멕시코, 베네수엘라, 칠레, 우르과이 등 주로 남미 지역에 거주하고 있습니다.

An estimated 500-thousand people living mainly in Latin American countries such as Cuba, Argentina, Mexico, Venezuela, Chile, and Uruguay are eligible for citizenship.
