국방부 관계자는 북한이 지난 2월 이명박 대통령 취임이후 처음으로 25일 실무회담을 제안했다고 말했습니다.

남북한 관계는 한국의 이명박 대통령이 취임 후 경색됐습니다. 이 대통령은 북한에 보다 강경한 입장을 취할 것이라고 공약했었습니다.
특히 지난 7월 금강산에 간 한국 관광객이 북한군 초병의 총에 맞아 숨지는 사건이 발생하면서 남북한 관계는 더욱 악화됐습니다.
금강산 총격사건이 발생한 날, 이명박 대통령은 북한에 대화 재개를 요구했지만, 북한은 이를 거부했습니다.

Defense officials in South Korea say North Korea has offered to hold military talks later this month.
South Korean officials say the North extended the offer Thursday, the first such invitation since President Lee Myung-bak assumed office in February.
South Korea says it is considering the offer.
Relations between the two Koreas have been strained ever since Mr. Lee was elected on promises that he would take a tougher line with the North.
Relations were further strained after North Korean soldiers shot dead a South Korean tourist in July. The tourist was shot after straying into a restricted military zone at a North Korean resort.
On the same day as the shooting, Mr. Lee had called for the resumption of reconciliation talks, which Pyongyang rejected.
