President Bush is headed to Europe for a NATO summit to push allies for more military support in Afghanistan. He also meets later this week with Russian President Vladimir Putin for talks on NATO expansion and U.S. plans for a missile defense shield in Europe.

Before the NATO summit, which opens Wednesday in Romania, Mr. Bush will visit Ukraine for talks with President Viktor Yushchenko on expanding NATO membership to include both Ukraine and Georgia.

Moscow has voiced strong opposition to NATO membership for the two former Soviet republics. Both Mr. Putin, who leaves office in May, and his elected successor, Dmitri Medvedev, say the NATO move would threaten European security.

The U.S. call for more NATO troops in Afghanistan follows a spike in attacks by Taliban insurgents over the past two years.

The 26-member NATO alliance is also expected to offer membership this week to Albania, Croatia and possibly Macedonia.

Earlier this month, the Canadian parliament voted to maintain its combat deployment in the country, provided that NATO sends more combat troops to embattled southern Afghan provinces.

Canada has 2,500 combat troops in Afghanistan, and has strongly criticized other NATO allies for refusing to deploy troops in the most dangerous parts of the country.
