Cuba says it will sign two international human rights agreements.

Foreign Minister Felipe Perez Roque said Monday that Cuba will sign a United Nations pact on civil and political rights, and a similar pact on economic, social and cultural rights, during the first quarter of 2008.

The announcement coincided with International Human Rights Day.

He also said the communist country will allow periodic monitoring by the U.N. Human Rights Council.

The U.N.'s resident coordinator in Cuba (Susan McDade) said the announcement is very positive.

The Human Rights Council replaced the U.N. Human Rights Commission last year. Havana had said the original council was influenced by the United States.

Several blocks away from the Cuban foreign ministry, a few dissidents rallied in support of improved human rights on the island. Counter-protesters interrupted the demonstration by voicing support for ailing Cuban leader Fidel Castro. There were no reports of injuries.
