A United Nations investigator says there is clear evidence of discrimination against minorities in Japan, and he contends that officials in Tokyo lack the political will to fight the problem.

Doudou Diene, the U.N. special investigator on racism and xenophobia, told reporters in Tokyo today (Monday) that he found deep pockets of racism during a nine-day tour of Japan.

Mr. Diene said he will strongly recommend in a report to the U.N. Commission on Human Rights that Japan enact a national law against discrimination.

Japan's constitution forbids racism, but there are no penalties specified.

Japan's minority groups include ethnic Koreans and Chinese, the Ainu -- indigenous people from northern Japan -- and the Burakumin, descendants of lower-class tradesmen, who are racially and culturally Japanese but still suffer discrimination.
