일본 외무상이 연례 외교정책 연설에서 북한의 군사 도발과 북러 군사협력을 비판하며 긴밀한 국제 공조의 중요성을 강조했습니다. 북한에 의한 납치 문제 해결 의지도 분명히 했습니다. 안소영 기자가 보도합니다.
가미카와 요코 일본 외무상이 30일 북한 문제에 대응하기 위해 국제사회와 협력할 것이라고 밝혔습니다.
[녹취: 가미카와 외무상(통역)] “North Korea has made clear its intention to further intensify its nuclear and missile activities. The launch of ballistic missiles, which is also a violation of UN Security Council resolutions, and other provocative actions are totally unacceptable. We are also seriously concerned about the military cooperation that is being strengthened between Russia and North Korea. Japan will continue to closely coordinate with the international community, including between Japan and the U.S. as well as among Japan, the U.S., and the ROK in addressing these issues.”
가미카와 외무상은 이날 국회에서 행한 연례 외교연설에서 “북한은 핵과 미사일 활동을 더욱 강화하겠다는 의사를 분명히 밝혔다”며 “유엔 안보리 결의 위반인 탄도미사일 발사와 기타 도발적 행태는 절대 용납될 수 없다”고 말했습니다.
또한 “우리는 러시아와 북한 간에 심화되는 군사 협력에 대해서도 심각하게 우려한다”고 말했습니다.
그러면서 “일본은 이런 문제들에 대처하기 위해 미일 및 미한일 3국을 포함한 국제사회와 계속해 긴밀히 공조해 나갈 것”이라고 밝혔습니다.
가미카와 외무상은 “일본은 일본-북한 평양 선언에 따라 납치, 핵, 미사일 문제 등 해결되지 않은 현안의 포괄적 해결과 불행한 과거사 청산을 통해 북한과의 관계 정상화를 추구하고 있다”고 말했습니다.
그러면서 “특히 납북자 가족들의 고령화에 따라 납북자 문제는 인도적 문제이자 시간적 여유가 없는 시급한 문제”라고 지적하고 “우리는 모든 납북자의 조속한 귀환을 실현하기 위해 가능한 모든 조치를 과감히 취할 것”이라고 강조했습니다.
[녹취: 가미카와 외무상] “Regarding North Korea, Japan seeks to normalize its relations with North Korea, in accordance with the Japan-DPRK Pyongyang Declaration, through comprehensively resolving the outstanding issues of concern, such as the abductions, nuclear and missile issues, as well as settlement of the unfortunate past. In particular, with the aging of the families of abductees, the abductions issue is a humanitarian and time sensitive issue with no time to spare. We will boldly take every possible action to realize the return of all abductees at the earliest possible date.”
가미카와 외무상은 또한 ‘자유롭고 개방된 인도태평양’(FOPI) 실현을 언급하며 “이는 일본 외교의 최우선 과제 중 하나”라고 말했습니다.
그러면서 “이 같은 비전을 바탕으로 동맹국 및 뜻을 같이하는 국가들과 협력을 확대해 나갈 것”이라고 덧붙였습니다.
이어 “지난해 8월 캠프 데이비드에서 개최된 3국 정상회의의 성과를 바탕으로 미국과 한국, 일본 간 협력을 더욱 촉진해 나갈 것”이라고 말했습니다.
[녹취: 가미카와 외무상] “The realization of a “Free and Open Indo-Pacific” (FOIP) is one of the top priorities of Japanese diplomacy. Based on this vision, we will work with our allies and like-minded countries to expand our cooperation. Based on the outcome of the Japan-U.S.-ROK Summit at Camp David in August last year and other meetings, we will further promote cooperation among Japan, the United States and the Republic of Korea (ROK).”
가미카와 외무상은 아울러 “일본은 앞으로도 주요 이웃 국가인 한국과 각계각층에서 긴밀히 소통해 보다 폭넓은 분야에서 공조와 협력을 확대하고 양국 관계의 새로운 시대를 열어가는 동반자로서 함께 노력해 나갈 것”이라고 말했습니다.
특히 “인도태평양 지역의 엄중한 안보 환경을 고려할 때 그 어느 때보다 양국의 긴밀한 협력이 필요하다”며 한일 관계가 개선됨에 따라 글로벌 이슈에 대한 공조도 더욱 강화해 나갈 것이라고 덧붙였습니다.
