동유럽의 루마니아 정부가 북러 군사 협력이 국제 안보에 미치는 영향에 대해 강한 우려를 나타냈습니다. 유럽의 나토와 인도태평양 지역의 한국, 일본 간 지속적 협력이 필수라고 강조했습니다. 조상진 기자가 보도합니다.
북대서양조약기구(NATO·나토) 회원국인 루마니아 정부가 북한의 대러시아 탄도미사일 제공 등 북러 군사협력을 비판했습니다.
루마니아 외무부는 10일 VOA의 관련 논평 요청에 “우리는 이러한 협력이 유럽과 한반도, 인도태평양 지역과 전 세계의 안보에 미치는 영향에 대해 깊이 우려한다”고 말했습니다.
[루마니아 외무부] “We are deeply concerned about the security implications that this cooperation has in Europe, on the Korean Peninsula, across the Indo-Pacific region, and around the world.”
또한 “우리는 한반도 상황의 진화와 역내 정세가 국제사회에 미치는 영향에 대해 항상 인식하고 관심을 가져왔다”면서 “동맹 및 파트너들과 긴밀히 협력해 이러한 위협과 도전을 적절히 관리할 수 있을 것으로 믿는다”고 밝혔습니다.
[루마니아 외무부] “We have always been aware of and interested in the evolutions in the Korean peninsula and the international impact of the developments in the region. We do believe that working together in close coordination with our Allies and partners we will manage properly these threats and challenges.”
루마니아 외부무는 북한과 러시아가 무기를 거래하고 러시아가 이 무기를 사용한 것도 강하게 비난했습니다.
[루마니아 외무부] “We condemn in the strongest possible terms the Democratic People’s Republic of Korea’s (DPRK) export and Russia’s procurement of DPRK ballistic missiles, as well as Russia’s use of these missiles against Ukraine on December 30, 2023, and January 2, 2024. We are deeply concerned about the security implications that this cooperation has in Europe, on the Korean Peninsula, across the Indo-Pacific region, and around the world.”
루마니아 외무부는 “우리는 북한의 탄도미사일 수출과 러시아의 북한 탄도미사일 조달, 그리고 지난해 12월 30일과 올해 1월 2일 우크라이나에 대한 러시아의 이들 미사일 사용을 가장 강력한 용어로 규탄한다”고 밝혔습니다.
앞서 미국 백악관은 지난 4일과 9일 러시아가 북한의 단거리 탄도미사일(SRBM)을 이용해 우크라이나를 공격했다고 발표했습니다.
이에 미국과 한국, 일본을 비롯한 49개국 외교장관들은 9일 공동성명을 발표하고 ‘북러 간 무기 거래’를 강하게 규탄했으며, 루마니아도 이에 동참한 바 있습니다.
루마니아 외무부는 또 러시아 전쟁으로 인한 국제정세 악화 속에서 동맹 및 파트너간 협력의 중요성을 강조하면서, 한국, 일본 등 인도태평양 지역 국가들과의 협력을 예로 들었습니다.
[루마니아 외무부] “The illegal war started by Russia against Ukraine strengthened the bond between the Allied nations, NATO, the European Union and the United States. It also consolidated worldwide cooperation between nations sharing the same democratic values. Republic of Korea, Japan, Australia and New Zealand are among these nations. With regard to the aid for Ukraine, the contribution provided by Republic of Korea and Japan is very important. Practical support for Kyiv is more necessary than ever.”
“러시아가 우크라이나를 상대로 일으킨 불법적인 전쟁은 연합국과 나토, 유럽연합(EU), 미국 간 유대를 강화했으며, 같은 민주주의 가치를 공유하는 국가들 간의 전 세계적인 협력도 공고히 했다”는 설명입니다.
그러면서 “한국과 일본, 호주, 뉴질랜드가 이러한 국가들에 속한다”라고 말했습니다.
특히 우크라이나에 대한 지원과 관련해 “한국과 일본의 기여가 매우 중요하다”고 강조하고 “우크라이나에 대한 실질적인 지원이 그 어느 때보다 필요하다”고 덧붙였습니다.
루마니아 외무부는 또 나토와 한국, 일본 등 인도태평양 지역 국가들과의 협력이 매우 중요하다는 점도 강조했습니다.
[루마니아 외무부] “Cooperation between NATO, Republic of Korea and Japan is steadily developed for almost two decades in various fields, with a particular emphasis on the new technologies, innovation and arms control. In the last two years, high level dignitaries were invited at NATO ministerial meetings and summits. We share the same concerns, thus it will be essential for us to continue our cooperation in the years to come.”
“나토와 한국, 일본 간 협력은 신기술과 혁신, 군비 통제에 특히 중점을 두고 다양한 분야에서 거의 20년 간 꾸준히 발전해 왔으며, 지난 2년 동안 나토 정상회의와 외교장관회의에 (한국, 일본의) 고위급 인사들이 초청됐다”는 것입니다.
그러면서 “우리는 같은 우려를 공유하고 있기 때문에 앞으로도 협력을 지속하는 것이 필수적”이라고 강조했습니다.
