미국 국방장관이 상원 청문회에서 지속적인 북한의 위협을 거론하며 양자 및 3국 공조의 중요성을 강조했습니다. 미국 합참의장은 북한이 대량살상무기(WMD) 개발을 늦출 징후를 보이지 않고 있다고 지적했습니다. 이조은 기자입니다.
로이드 오스틴 미 국방장관은 11일 “우리는 북한의 도발에도 불구하고 양자 및 3국 협력 등을 통해 한반도의 안보를 계속해서 강화하고 있다”고 밝혔습니다.
[오스틴 장관] “We remain vigilant against the advanced and persistent threats from the DPRK, Iran, and global terrorist organizations. We continue to shore up security on the Korean Peninsula despite the DPRK’s provocations, including through bilateral and trilateral cooperation. We will continue to stand with our Allies, the Republic of Korea (ROK) and Japan. We remain steadfast and ironclad in our extended deterrence commitments to the ROK and Japan, and we continue to demonstrate our ability to respond rapidly and firmly to any DPRK provocation. We are working to strengthen and modernize our alliances with the ROK and Japan and will continue to ensure that our forces in and around the Korean Peninsula are ready to “Fight Tonight” in the event of DPRK aggression.”
오스틴 장관은 이날 2024회계연도 국방 예산 심사를 위한 상원 세출위원회 국방소위 청문회에 제출한 서면보고에서 “우리는 북한, 이란, 그리고 세계 테러 조직들의 진전되고 끊임없이 지속되는 위협에 대해 경계를 늦추지 않고 있다”면서 이같이 말했습니다.
그러면서 “우리는 계속해서 동맹국인 한국, 일본과 함께 할 것”이라며 “한국과 일본에 대한 우리의 확장억지 공약은 여전히 변함없고 철통같다”고 강조했습니다.
오스틴 장관은 “우리는 북한의 어떤 도발에도 신속하고 단호하게 대응할 능력을 계속해서 보여주고 있다”고 밝혔습니다.
이어 “우리는 한국, 일본과의 동맹을 강화하고 현대화하기 위해 노력하고 있으며, 북한의 공격이 있으면 한반도와 주변의 우리 군대가 ‘오늘 밤에라도 싸울 준비’가 돼 있도록 계속 보장할 것”이라고 부연했습니다.
마크 밀리 미 합참의장은 이날 청문회에 제출한 서면보고에서 북한의 계속되는 탄도미사일 실험과 핵무기 개발이 제기하는 위협을 경고했습니다.
[밀리 의장] “Its continued weapons testing and development pose real threats to our homeland as well as allies and partners in the Indo-Pacific. North Korea’s rhetoric is becoming increasingly aggressive as it is growing more confrontational and continues to enhance its ballistic missile capability and capacity. Pyongyang shows no signs of relenting in its focus on its Weapons of Mass Destruction (WMD) program at the expense of its citizens and the peace of the Korean Peninsula as well as the entire region. Readiness of United States military forces on the Korean Peninsula and our ability to rapidly respond to provocation ensure stability and prevent war.”
밀리 의장은 “북한의 지속적인 무기 실험과 개발은 미 본토는 물론 인도태평양 지역 동맹 및 파트너 국가들에 실제 위협이 되고 있다”고 밝혔습니다.
이어 “북한은 갈수록 대립적으로 변하고 탄도미사일 역량과 능력을 계속 강화하는 가운데 수사는 점점 더 공격적으로 변해가고 있다”고 지적했습니다.
특히 “북한은 주민들과 한반도뿐 아니라 역내 전체의 평화를
희생해가며 대량살상무기(WMD) 프로그램에 집중하는 것을 늦출 징후를 보이지 않고 있다”고 밝혔습니다.
그러면서 “한반도에서 미군의 준비태세와 도발에 신속하게 대응할 우리의 능력은 안정을 보장하고 전쟁을 예방한다”고 강조했습니다.
북한의 사이버 위협의 위험성도 경고했습니다.
[밀리 의장] “The PRC, Russia, Iran, and North Korea use a range of cyber capabilities from information operations (IO) to cyber-attacks to collect intelligence, position for future operations, impose costs, and signal to the United States and adversaries. Therefore, we must increase our ability to compete and prevail in cyberspace while ensuring all elements of informational power are integrated into operations, activities, and efforts to deter our adversaries and protect the United States homeland.”
밀리 의장은 “중국, 러시아, 이란, 북한은 정보를 수집하고 향후 작전을 위한 위치를 파악하며 비용을 부과하고 미국과 적국에 신호를 보내기 위해 정보작전부터 사이버 공격에 이르기까지 다양한 사이버 능력을 사용한다”고 지적했습니다.
그러면서 “우리는 정보력의 모든 요소가 우리의 적을 억지하고 미 본토를 보호하기 위한 작전, 활동, 노력에 통합되도록 하는 동시에 사이버 공간에서 경쟁하고 이길 수 있는 능력을 높여야 한다”고 강조했습니다.
