백악관은 윤석열 한국 대통령의 국빈방문 기간 동안 북한 문제 등 안보와 경제를 포괄하는 다양한 현안이 논의될 것이라고 밝혔습니다. 한국에 대한 확장억제를 강화하는 별도의 설명을 통해 미국 공약의 신뢰성에 대한 분명한 신호를 보낼 것이라고 강조했습니다. 조상진 기자가 보도합니다.
제이크 설리번 백악관 국가안보보좌관은 24일 정례브리핑에서 윤 대통령의 국빈 방문이 미한동맹 70주년을 기념하는 것이라며 “우리는 미한동맹의 지난 70주년을 축하하고 앞으로의 70년을 기대한다”고 말했습니다.
[녹취: 설리번 보좌관] “This visit also marks 70 years of the US-ROK alliance. We're celebrating the last 7 decades of this alliance. And we're looking forward to the next 7 decades. Under the Biden Harris administration the U.S ROK alliance has grown far beyond the Korean peninsula and is now a force for good in the indo Pacific and around the world. The two leaders themselves have developed a rapport over the course of the less than one year since president Yoon took office in Korea. And they've had a total of four engagements already just in that short time.”
설리번 보좌관은 이어 “바이든-해리스 정부 아래에서 미한동맹은 한반도를 훨씬 뛰어 넘어 성장했으며, 이제 인도태평양과 전 세계에서 선의의 힘이 됐다”고 강조하고, 윤 대통령 취임 이후 1년이 채 안 되는 기간 동안 두 정상이 4번의 관여를 통해 친분을 다져왔다고 설명했습니다.
아울러 한국이 지난 2년 간 미국에 1천억 달러 이상을 투자한 사실을 상기시키면서, 윤 대통령의 이번 방문에서 양국 간 경제와 인적 교류가 논의의 중심이 될 것이라고 덧붙였습니다.
'미한동맹 70주년' 윤석열 한국 대통령 국빈 방미
설리번 보좌관은 또 북한의 위협이 지속되는 있는 상황에서 윤 대통령의 이번 미국 국빈방문이 이뤄진 사실을 거론하며, 안보 분야에서 두 정상 간 긴밀한 논의가 있을 것이라는 점을 분명히 했습니다.
[녹취: 설리번 보좌관] “This visit, of course, also comes at a critical moment as North Korea continues to develop its nuclear and missile capabilities. The two leaders will have a chance to consult closely on that. President Biden will reinforce and enhance our extended deterrence commitments to South Korea with respect to the threat the DPRK poses.The alliance remains committed to pursuing dialogue with the DPRK to achieve a peaceful diplomatic resolution to longstanding differences and to achieve the complete denuclearization of the Korean peninsula. We are ready to meet at any time, at any place to address serious concerns, and we are open to the possibility of humanitarian assistance with appropriate safeguards to help the people of the DPRK.”
설리번 보좌관은 “바이든 대통령은 북한 위협과 관련해 한국에 대한 확장억제 공약을 강화하고 향상시킬 것”이라고 강조했습니다.
또한 “미한동맹은 (북한과의) 오랜 이견에 대한 평화적인 외교적 해법과 한반도의 완전한 비핵화를 달성하기 위해 북한과 대화를 추구하는 데 여전히 전념하고 있다”고 설명했습니다.
그러면서 “우리는 심각한 우려 사안을 해결하기 위해 언제 어디서나 만날 준비가 돼 있으며, 북한 주민들을 돕기 위한 적절한 안전조치를 갖춘 인도적 지원 가능성에도 열려 있다”고 덧붙였습니다.
설리번 보좌관은 “우리는 두 정상이 특히 북한이 제기하고 있는 위협의 진화와 관련해 확장억제력 문제를 다루는 성명을 발표하도록 할 것”이라고 밝혔습니다.
[녹취: 설리번 보좌관] “We will have the two presidents actually release a statement that deals with the question of extended deterrence, particularly in the context of the evolving threat posed by the DPRK. I'm going to wait until we roll out that statement I won't preview it in great detail from this podium. But what I will say is that we believe that that statement will send a very clear and demonstrable signal of the United states's credibility when it comes to its extended deterrence commitments to the Republic of Korea and to the people of Korea. And we also believe that the ROK has been a good steward of its nonproliferation obligations under the NPT and will continue to do so.
그러면서 “우리는 그 성명이 한국과 한국 국민에 대한 미국의 확장억제 공약과 관련해 미국의 신뢰성에 대해 매우 분명하고 입증할 수 있는 신호를 보낼 것이라고 믿고 있다”고 강조했습니다.
아울러 “우리는 한국이 핵확산금지조약(NPT)에 따른 비확산 의무를 잘 이행해 왔으며, 앞으로도 그럴 것이라고 믿는다”고 밝혔습니다.
설리번 보좌관은 또 윤 대통령이 취임 이후 인도태평양 전략을 공개하고 한국 대통령 최초로 북대서양조약기구(NATO·나토) 정상회의에 참석했으며, 제2차 민주주의 정상회의를 공동주최하는 등 한국이 세계 무대를 향해 나서고 있다면서 이번 미한 정상회담에서 양국 정상은 윤 대통령이 취임한 이후 보인 지도력을 기념할 것이라고 설명했습니다.
특히 “윤 대통령은 바이든 대통령의 오랜 관심사인 한일관계 개선 움직임에도 결단력과 용기를 보였다”면서 이를 높이 평가했습니다.
[녹취: 설리번 보좌관] “President Yoon has also shown determination and courage in his moves to improve ties between the ROK and Japan, an issue that has long been of deep interest to President Biden. Together president Yoon and Prime Minister Kishida are strengthening their ROK Japan relationship in ways that leave us all stronger and have helped contribute to a stronger trilateral relationship among the United States the ROK and Japan.
While we've long been focused on the Korean peninsula though, this alliance is doing far more than ever around the region and around the world.”
이어 “윤 대통령과 기시다 후미오 일본 총리는 함께 한일 관계를 강화해 우리 모두를 더욱 강하게 만들고 미한일 3자 관계를 강화하는 데 기여하고 있다”고 밝혔습니다.
또한 미한동맹이 한반도를 넘어 역내와 전 세계에서 그 어느 때보다 많은 일을 하고 있다면서 한국이 비군사적 분야에서 우크라이나전을 돕기 위한 다양한 지원에 나서고 있는 데 대해서도 긍정적으로 평가했습니다.
[녹취: 설리번 보좌관] “The ROK, for example, has stood fast in support of Ukraine since Russia's brutal invasion over a year ago. The ROK has committed to provide over 230 million dollars in humanitarian assistance since Russia's invasion which includes Non-lethal military aid, medical supplies and generators. And the ROK has also joined the international community by implementing sanctions and export controls on Russia.”
설리번 보좌관은 “한국은 1년 전 러시아의 잔혹한 침공 이후 우크라이나를 굳건히 지지해 왔다”면서 “한국은 러시아 침공 이후 비살상 분야의 군사 지원과 의료 용품 및 발전기를 포함해 2억 3천만 달러 이상의 인도적 지원을 제공하기로 약속해왔다”고 강조했습니다.
아울러 한국은 러시아에 대한 제재와 수출 통제를 이행함으로써 국제사회에 합류했다고 덧붙였습니다.
설리번 보좌관은 이와 관련해 ‘한국이 우크라이나전에 탄약 등 무기를 공급하는 문제에 대해서도 정상 간 논의가 있을 것으로 보느냐’는 질문에는 정상 간 사적인 대화에 대해 언급하지 않겠다면서 즉답을 피했습니다.
다만 “분명히 우크라이나는 회담의 주요 의제가 될 것”이라고 말했습니다.
[녹취: 설리번 보좌관] “Well I will disappoint you by saying that I'm not going to get into the private conversations that they will have about Ukraine. Obviously Ukraine is going to be an important topic of conversation. The president will thank president Yoon for the 230 million in Non-leathal assistance they have given the support on sanctions and export controls and then they will have a chance to talk about the military situation on the ground there.”
그러면서 바이든 대통령은 윤 대통령이 2억 3천만 달러의 비살상 분야 지원을 한 데 대해 사의를 표명할 것이고, 현지 군사 상황에 대해서도 논의할 기회를 갖게 될 것이라고 설명했습니다.
설리번 보좌관은 미한 양국 국민은 이번 정상회담을 통해 안보와 확장억제, 경제 분야에서 가시적인 성과물을 기대하고 있을 것이라며, 두 정상이 우크라이나 전쟁에서 기후 위기에 이르는 광범위한 주제에 대해 논의할 것이라고 밝혔습니다.
그러면서 미한동맹의 힘이 새로운 수준에 도달하고 있기 때문에 높은 기대가 있는 것은 당연하며, 이번 정상회담이 양국 국민의 매우 높은 기대치를 충족시킬 것이라고 생각한다고 강조했습니다.
