미 국무부 “중국, 안보리 결의 준수해야...북핵 문제는 중국에도 불이익”

미국 정부는 중국 등이 유엔 안보리 대북 결의의 문구와 정신을 따라야 한다고 밝혔습니다. 북한의 핵과 탄도미사일 프로그램은 중국에도 이익이 되지 않는다고 강조했습니다. 함지하 기자가 보도합니다.

국무부는 중국 정부에 유엔 안보리 대북 결의 준수를 촉구했습니다.

네드 프라이스 국무부 대변인은 13일 정례브리핑에서 이날 열린 미한일 외교차관 협의회에서 중국 정찰풍선에 대한 공동 대응책을 논의했느냐는 질문에 즉답 대신 “넓은 관점에서 말하자면, 북한과 관련해 우리는 책임 있는 이해당사국에 지속적으로 유엔 안보리 결의를 지킬 것을 촉구해 왔다”고 답했습니다.

[녹취: 프라이스 대변인] “Let me just say broadly, when it comes to the DPRK, we've consistently called on responsible stakeholders the world over to uphold UN Security Council resolutions. That, of course, applies to permanent members of the UN Security Council. The countries that themselves negotiated and formalized the Security Council resolutions, it is incumbent on all countries including the PRC, to follow the letter and the spirit of the Security Council resolutions that have been implemented.”

그러면서 “이는 물론 유엔 안보리 상임이사국에도 적용된다”며 “중국을 포함해 안보리 결의를 협상하고 공식화한 모든 나라는 결의의 문구와 정신을 따라야 한다”고 강조했습니다.

프라이스 대변인은 “북한의 핵과 탄도미사일 프로그램은 미국과 주둔 미군, 역내 미국인뿐 아니라 동맹인 한국, 일본에도 위협을 제기한다”고 지적했습니다.

[녹취: 프라이스 대변인] “The DPRK’s nuclear weapons and ballistic missile programs pose a threat not only to the United States, to our deployed forces, to our citizens in the region but to our allies the ROK and Japan. And it is certainly not in the interest of any country in the region, and that includes the PRC.”

이어 “그건 분명히 역내 어떤 나라에도 이익이 되지 않으며, 여기엔 중국도 포함된다”고 덧붙였습니다.

한편 프라이스 대변인은 인신매매 위험에 놓인 중국 내 탈북자에 대한 미국 정부의 대책이 무엇이냐는 질문에 “우리는 이 사안에 매우 집중하고 있다”고 말했습니다.

[녹취: 프라이스 대변인] “Well, as you know, we're intensely focused on this. It's the very reason why all of the Cabinet departments and agencies that are involved in combating the scourge of human trafficking are assembled or have been assembled together today to not only to herald those who have made tremendous contributions to this but to plot out the next steps of our efforts to prioritize this challenge into taking on.”

그러면서 “이건 우리가 인신매매 방지와 관련된 행정부 부처와 기관이 오늘 모인 이유”라면서 “(모임은) 엄청난 기여를 한 사람들을 알리는 것뿐 아니라 이 도전에 우선순위를 두려는 우리 노력의 다음 단계를 계획하기 위해서였다”고 설명했습니다.

앞서 백악관에선 이날 ‘인신매매 감시와 퇴치를 위한 대통령 직속 기관 간 태스크포스(PITF)’ 회의가 열렸습니다.

이날 회의는 토니 블링컨 국무장관이 이끌었으며, 인신매매 문제와 관련이 있는 바이든 행정부 정부 부처 관계자 등이 참석했습니다.
