미국 국방부가 북한의 탄도미사일 발사를 강도 높은 목소리로 규탄했습니다. 미국은 북한의 미사일 발사에 대응해 한국, 일본과 각각 연합훈련을 실시함으로써 준비태세와 상호운용성을 과시했다고 강조했습니다. 이조은 기자가 보도합니다.
팻 라이더 미 국방부 대변인은 4일 정례브리핑에서 북한의 탄도미사일 발사에 대해 “미국은 이런 행동을 규탄하고 북한이 불법적이고 불안정을 야기하는 추가 행동을 자제할 것을 촉구한다”고 밝혔습니다.
[녹취:라이더 대변인] “The United States condemns these actions and calls on the DPRK to refrain from further unlawful and destabilizing acts. In response to the DPRK’s s ballistic missile launch over Japan, U.S. Marine Corps fighters joined Japan Air Self Defense Force fighters and a bilateral exercise over the Sea of Japan on October 4, Japan time. In addition, U.S. Indo Pacific Command and Republic of Korea personnel conducted a bilateral exercise over the West Sea on October 4, Korean time. These engagements were taken to showcase combined deterrence and dynamic strike capabilities while demonstrating the interoperability our nations share.
이어 “일본 상공을 통과한 북한의 탄도미사일 발사에 대응해 미 해병대 전투기와 일본 항공자위대 전투기는 일본 시각으로 4일 일본해에서 양자 훈련을 실시했고, 미 인도태평양사령부 산하 미군과 한국군도 한국 시각으로 4일 서해에서 양자 훈련을 했다”고 밝혔습니다.
그러면서 “이런 관여는 연합 억지력과 역동적인 타격 역량을 보여주고 우리가 공유하는 상호운용성을 과시하는 것이 목적이었다”고 설명했습니다.
라이더 대변인은 이번 연합훈련이 북한의 탄도미사일 발사에 대응해 한국, 일본과 각각 실시된 것이라고 밝혔습니다.
이는 “미국과 일본, 한국 사이 동맹은 매우 강력하며 어떤 종류의 위협도 억지하기 위해 협력할 준비가 돼 있다는 메시지를 북한에 전달하면서 상호 협력과 상호운용성에 대한 우리의 의지를 보여준 것”이라는 설명입니다.
[녹취:라이더 대변인] “It was a demonstration of our commitment to working with one another and interoperability, sending a message to the DPRK that the alliance between the United States Japan and the Republic of Korea is very, very strong, and that we are prepared to work together to deter any type of threats. So those were conducted in response to that launch.”
라이더 대변인은 로이드 오스틴 국방장관이 이날 일본, 한국 측 카운터파트들과의 통화에서 북한과 북 핵, 미사일 프로그램이 가하는 위협에 대해 논의하고 역내 안정을 유지하기 위한 상호 결의를 재확인했다면서 세 장관은 “어제 (북한의) 미사일 발사는 명백한 유엔 안보리 결의 위반이었고 역내 평화와 안보를 위협한다는 데 공감했다”고 밝혔습니다.
또 “오스틴 장관은 일본과 한국의 방위에 대한 미국의 의지는 철통같다는 점도 재확인했다”고 덧붙였습니다.
[녹취:라이더 대변인] “In addition, earlier today, Secretary Austin spoke with his counterparts in Japan and the Republic of Korea to discuss the threats posed by the Democratic People's Republic of Korea and their nuclear missile programs and to reaffirm our mutual resolve to maintain regional stability. The leaders agreed that yesterday's missile launch was a clear violation of United Nations Security Council resolutions and threatened regional peace and security. Secretary Austin also reaffirmed that the US commitment to the defense of Japan and the Republic of Korea is ironclad. The US remains committed to peace and prosperity throughout the region in order to secure a free and open Indo Pacific. Our commitment to the defense of the Republic of Korea and Japan remains ironclad. And again, we call on the DPRK to refrain from further unlawful and destabilizing acts.”
라이더 대변인은 “미국은 자유롭고 개방된 인도태평양을 확보하기 위해 역내에 걸친 평화와 번영에 여전히 전념하고 있다”며 “한국과 일본의 방위에 대한 우리의 의지는 여전히 철통같다”고 거듭 강조했습니다.
그러면서 “우리는 북한이 불법적이고 불안정을 야기하는 추가 행동을 자제할 것을 촉구한다”고 밝혔습니다.
특히 한국, 일본과의 양자 훈련을 통해 입증한 상호운용성과 관련해 “우리가 파트너와 함께 싸우고 억지하는 능력은 억지력의 측면에서 매우 중요하다”며 “이는 우리가 필요할 때 함께 싸울 수 있는 능력을 갖추고 있다는 것을 보여준다”고 강조했습니다.
이어 “이번 훈련은 우리 군 구성원들이 그런 능력을 발휘하기 위해 협력할 기회”라며 “우리는 준비돼 있고 우리가 싸울 필요가 있다면 함께 싸울 수 있다는 메시지를 보내기 위한 것”이라고 밝혔습니다.
[녹취:라이더 대변인] “Our ability to work and fight and deter alongside our partners is critical in terms of deterrence, demonstrating that we do have the capability to fight together when and if we need to. And so, these exercises are an opportunity for our military members to work together to exercise those capabilities, to one send a message that we are prepared, and two that if we need to fight we can and we can do it together… In terms of what's the significance of using JDAMs, as we have seen in multiple conflicts, the ability to conduct precision strike, to be able to strike a target that you want to strike when you want to strike it is a distinct advantage on the battlefield. And so our militaries, in this case, the Republic of Korea, and the United States military, the ability for them to fight together and to conduct precision strike again, sends a clear message.”
이날 미국과 한국이 연합공격편대군 비행과 함께 실시한 공대지 합동 직격탄(JDAM) 발사 훈련의 의의에 대해선 “여러 분쟁에서 봤듯이 정밀타격 능력과 원하는 대상을 원하는 시점에 타격할 수 있는 능력은 전장에서 뚜렷한 장점”이라며 “미군과 한국군의 (이 훈련을 통해 보인) 합동 전투력과 정밀타격 역량은 분명한 메시지를 보낸다”고 말했습니다.
북한이 발사한 탄도미사일 종류에 대한 미한 당국의 평가에 차이가 있느냐는 질문에는 “미사일 종류와 충돌 지점, 사거리 등 모든 것에 대해 현재 평가 중”이라고 답했습니다.
이어 “정밀유도 역량 등 북한 미사일의 정확도에 대해 공개할 평가도 없다”면서 “지금 문제는 북한의 행동이고 이런 불안정을 야기하는 행동이 역내에 미치는 영향”이라고 지적했습니다.
[녹취:라이더 대변인] “In terms of the type of missile, the point of impact, the range, all of that's being assessed right now, so I'm not going to characterize it… In terms of accuracy, if you're talking about precision guided capabilities and things like that, yeah, I don't have an assessment to provide for you… The issue here is North Korea's behavior and the deep dive destabilizing impact that it has on the region.”
미국의 전략적 요충지인 괌 타격 역량을 갖춘 북한의 이번 탄도미사일 발사에 대한 심각성과 이로 인한 미국의 전략 변화 가능성을 묻는 질문에는 “우리는 이를 매우 심각하게 받아들이고 있다”고 강조했습니다.
“북한의 미사일 발사가 이뤄진 지 얼마 지나지 않아 한국, 일본과 각각 양자 훈련을 실시하고 미 정부 주요 부처의 고위급뿐 아니라 오스틴 장관도 나서 한국, 일본의 카운터파트들과 통화를 한 것은 이런 점을 입증한다”는 설명입니다.
[녹취:라이더 대변인] “I think we're taking it very seriously. It is evidenced by the fact that again, we conducted two bilateral exercises with the Republic of Korea and Japan shortly after the launch. And also, you saw the series of communications between you know, not only senior leaders throughout the US government but Secretary Austin talking to his counterparts in Korea and in Japan…In terms of its future movements. I'm not going to talk about that. But when and if we have anything to announce on that, we'll certainly be sure to do that.”
북한의 이번 미사일 발사에 대응해 미국 핵 추진 항공모함 로널드 레이건호가 일본에 배치될 가능성에 대해선 “향후 움직임에 대해서는 언급하지 않을 것”이라며 “그것에 대해 발표할 것이 있을 때 그렇게 할 것”이라고 답했습니다.
북한의 핵실험 재개 가능성과 관련해선 “추측하고 싶지 않다”면서도 “북한이 7차 핵실험을 준비하고 있다는 징후들이 있었다”고 답했습니다.
그러면서 북한이 핵실험을 할 경우 “이는 우리의 관점에서 분명히 엄청난 긴장 고조 행동이고 역내는 물론 국제 안보와 안정을 심각하게 위협하게 할 것”이라고 밝혔습니다.
이어 “(북한의 핵실험 여부와) 상관없이 우리는 한국, 일본 측 파트너들과 모든 비상사태에 대비해 계속 협력하고 있다”며 “우리는 북한이 불안정을 야기하고 불법적인 모든 종류의 행동을 중단할 것을 촉구한다”고 거듭 강조했습니다.
[녹취:라이더 대변인] “I don't want to speculate on whether they will or not. As you know, there has been indications in the past that the DPRK is preparing a test site for what would be its seventh nuclear test. If they do, do such a test, from our perspective would clearly constitute a grave escalatory action and seriously threaten regional and international security and stability. Regardless, we continue to work with our Republic of Korea and Japanese partners for all contingencies and again, we're calling the DPRK to cease these type of destabilizing and unlawful actions…Clearly our focus, the Department of Defense is working with our partners and allies in the region to deter and you know, certainly I think it goes without saying that any constructive positive communication is welcome. Firing missiles is not a good way to do that.”
라이더 대변인은 미북 대화 가능성에 대해 “우리 국방부의 중점은 억지를 위해 역내 파트너, 동맹들과 협력하는 것”이라며 “물론 건설적이고 긍정적인 소통은 환영한다”고 말했습니다.
하지만 “미사일을 쏘는 것은 그렇게 하는 데 좋은 방법이 아니다”라고 지적했습니다.
그러면서도 미국의 목표는 여전히 한반도의 비핵화라고 라이더 대변인은 강조했습니다.
