미국의 전직 관리들은 북한의 단거리 미사일 발사에 대한 트럼프 행정부 내 엇갈린 평가와 관련해, 이견은 있을 수 있지만 이를 공개적으로 표출하는 것은 바람직하지 않다고 지적했습니다. 최종 결정은 대통령이 내리는 만큼 수직적 관계에 있는 보좌관의 견해가 문제될 게 없다는 진단도 나왔습니다. 안소영 기자가 취재했습니다.
캐슬린 스티븐스 전 주한미국 대사는 자신이 몸담았던 부시 행정부와 오바마 행정부 때도 북한 문제에 대한 이견이 있었지만 이는 매우 자연스러운 현상이라고 말했습니다. 내부 논의와 심사숙고를 통해 정책 결정 단계에 도달할 수 있다면 매우 건강한 과정이라는 설명입니다.
하지만 이런 이견이 행정부 내 특정 관리가 대통령의 노력을 약화시키기 위한 것이라면 바람직하지 않다고 지적했습니다.
[녹취: 스티븐스 전 대사]”During the Obama Administration, and even more in my own experience, during the second half of the Bush administration, when I was involved in the efforts to the six party talks, there were deep division which the Bush administration. And John Bolton write about those in his book, So, it’s very natural. And if it’s an internal discussion, which allows you to think through a policy and arrive at a decision, it can be healthy, what’s not good as when that certain members of the administration are undercutting the efforts of the President.”
그러면서 북한 단거리 미사일에 대한 미 행정부내 엇갈린 평가는 미국과 한국 국민 모두에 혼란을 줄 수 있다고 말했습니다.
크리스토퍼 힐 전 국무부 동아시아태평양 차관보 역시 어느 행정부에서나 이견은 있기 마련이지만 불필요한 혼란을 야기하는 만큼, 이를 잘 드러내지 않는 게 일반적이라고 밝혔습니다.
[녹취: 힐 전 차관보] “I think it does speak to divisions within the administration. If I were President Trump, I would be insisted to my staff that they have to support me.”
이견을 밖으로 노출하는 것은 행정부 내 분열을 보여줄 수 있기 때문에 자신이 대통령이라면 보좌관들에게 "나를 지지해야 한다"고 지시할 것이라는 설명입니다.
특히 백악관 국가안보보좌관은 대통령을 전적으로 지지하고 미 정부 정책을 조율하는 직책이라면서, 미사일 발사의 유엔 안보리 결의 위반 여부를 언론에 이야기 하는 건 볼튼 보좌관의 직무가 아니라고 지적했습니다.
[녹취: 힐 전 차관보] “On the issue of missile firing, it’s a violation of UN security council. I believe it is, but I don’t think it’s for John Bolton to be talking about it. It’s not his job to talk to the press.”
반면 게리 세이모어 전 백악관 대량살상무기 조정관은 트럼프 행정부 내 이견이 있는 것은 분명해 보이지만, 트럼프 대통령이 볼튼 보좌관의 상관이기 때문에 별 문제가 없다고 말했습니다.
[녹취: 세이모어 전 조정관] “Yes, there’s a disagreement apparently within the administration, but it doesn’t matter very much in the sense that the Trump is Bolton’s boss, if there’s a big disagreement between the two people who were equal position like Pompeo and Bolton, then there would be that might have impact on policy making, but whatever Bolton thinks, it doesn’t affect Trump.”
마이크 폼페오 장관과 볼튼 보좌관처럼 대등한 관계에 있는 관리들이 큰 이견을 보인다면 정책 결정에 영향을 미치겠지만, 볼튼 보좌관이 어떤 생각을 하든 트럼프 대통령에게 영향을 미치는 건 아니라는 설명입니다.
이어 행정부내 엇갈린 의견이 있더라도 최종 결정은 대통령이 하는 것이라며, 트럼프 대통령이 볼튼 보좌관이나 패트릭 섀너핸 국방장관 대행과 북한 발사에 대해 다른 시각을 보여도 문제될 게 없다고 말했습니다.
세이모어 전 조정관은 다만 북한의 이번 발사가 탄도미사일 실험을 금하는 유엔 안보리 결의에 위배되는데도 불구하고 미-한 정상 모두 그 의미를 축소하고 있는 데 주목했습니다.
[녹취: 세이모어 전 조정관] “You would know right away that of course it’s a violation, because the resolutions ban all ballistic missiles test that flies no matter what the range is. And the Moon government is being very careful about not calling it a violation, but they are saying “we are not sure if it’s a missile launch which I think it’s silly, because anybody looking at the video could see that’s a ballistic missile launch, so I think both Moon and Trump are trying to protect the diplomacy by not overreacting to the short range missile test.”
특히 누가 봐도 탄도미사일 발사로 여겨지는 이번 발사에 대해 한국의 문재인 정부는 미사일인지 여부 조차 확실히 하지 않았다며, 이는 어리석은(silly) 태도라고 지적했습니다.
세이모어 전 조정관은 트럼프 대통령과 문 대통령 모두 단거리 미사일 실험에 대해서는 과하게 반응하지 않으면서 외교의 동력을 살리려고 하는 것 같다고 평가했습니다.
