짐바브웨, 31일 국회의원 선거 실시 - 라이스 美국무 '공정하고 민주적 선거 당부' - 2005-03-22


짐바브웨에서 오는 3월 31일 국회의원선거가 실시됩니다. 국민을 대표하고 중요한 현안들에 대처할수 있는 의회를 짐바베만큼 필요로 하는 나라는 달리 없을 것입니다.

로버트 무가베 대통령은 아직까지 폭력을 용인하지 않을 것이라는 그의 약속을 지키고 있습니다. 이것은 야당인 [민주변화운동]의 지지자들이 집권당인 [자누-PF당]의 행동대원들로부터 악의적인 공격을 받았던 2000년과 2002년 선거때와 비교할 때 환영할만한 변화입니다.

그러나 집권당인 [자누-PF당]을 지지하는 쪽으로 유도하는 등의 선거분위기에 심각한 문제가 생겨나고 있는 것을 실로 안타까운 현상입니다. 국제 참관인들은 선거 감시를 거부당하고 있습니다. 여기에는 [남아프리카개발공동체]의 [의회 포럼]도 들어 있습니다. 지난 2002년에 [의회 포럼]의 요원들은 짐바브웨 대통령선거를 참관했으며, 이 선거가 자유롭지도 공정하지도 못했다고 결론을 내렸습니다.

독자적인 노조들과 교회와 같은 현지의 다른 단체들도 짐바브웨 국회의원 선거를 참관할 수 있는 허가를 받지 못하고 있습니다. 야당인 [민주변화운동당]의 대변인인 프리스킬라 미시하이라브위 여사는 무가베 대통령이 이번 선거를 마치 신랑과 신부의 친구들이 참석하는 결혼식처럼 취급하고 있다”고 말합니다.

무가베 정부는 또한 독립적인 언론 매체에 대한 탄압을 가중시키고 있습니다. [데일리 뉴스]신문과 다른 독립적인 신문들은 계속 폐간되고 있으며, 지난 2월에 짐바브웨 정부는 또 다른 [위클리 타임스]신문을 폐간시켰습니다.

무가베 정부가 독자적인 참관인들을 배제하고 독립적인 신문들을 폐간하는 것은 무언가 숨기려는 것이 있는듯 보이게 합니다. 이 같은 조치들은 과연 무가베 정부가 자유롭고 공정한 선거를 치루는 일에 실제로 진지한가 하는 의문을 불러일으킵니다.

콘돌리자 라이스 미 국무장관은 미국은 무가베 정부가 그같은 방식을 바꿀 것을 촉구한다고 말합니다.

미국은 세계 다른 곳에서와 마찬가지로, 아프리카에서 책임성있고 투명한 정부와 민주주의 원칙과 민주주의 제도가 안정에 기여하고 보다 훌륭한 통치능력 배양에 기여한다고 믿기 때문에 중요사안으로 다루고 있다는 것입니다.

엄청난 실책과 참담한 정책들은 짐바브웨의 경제를 파괴했고 이로 인해 수많은 짐바브웨 인들이 국외로 탈출하고 있습니다. 짐바브웨 국민은 국가 경제와 실업과 빈곤문제에 관해 치열한 논쟁을 벌일 자격이 있습니다. 짐바베국민에게는 또한 정직한 국회의원선거를 치룰 자격이 있습니다.

Parliamentary elections are to be held in Zimbabwe on March 31st. Few countries are more in need of a parliament that represents the people and can tackle urgent issues.

So far, President Robert Mugabe has kept his promise that violence will not be tolerated. This is a welcome change from the elections in 2000 and 2002, when opposition Movement for Democratic Change supporters were viciously attacked by ruling ZANU-PF activists.

Unfortunately, there are serious problems with the election environment, which is being heavily manipulated in favor of the ZANU-PF ruling party. International observers have been denied permission to monitor the election. They include the Southern African Development Community's Parliamentary Forum. In 2002, members of the Parliamentary Forum observed Zimbabwe's presidential election, and concluded it was neither free nor fair.

Observers from other regional groups such as independent labor unions and churches have also been denied permission to observe Zimbabwe's parliamentary election. Priscilla Misihairabwi (PRON.: Miss-ee-hair-ab-we) is a spokeswoman for the opposition Movement for Democratic Change party. She says President Mugabe is "treating the election like a wedding party, where the bride and groom invite friends to come."

The Mugabe government has also stepped up its harassment of independent media. It's bad enough that the Daily News and other independent newspapers are still closed; in February, the government closed down another paper, the Weekly Times.

When the Mugabe government keeps out independent observers and shuts down independent newspapers, it looks like it has something to hide. These actions only raise questions about whether the government is really serious about holding a free and fair election.

Secretary of State Condoleezza Rice says that the U.S. is urging the Mugabe government to change its ways.

"This is very high on our agenda because we believe that in Africa, just as in everyplace else, accountable, transparent government, democratic principles and democratic institutions contribute to stability and contribute to better governance."

Gross mismanagement and disastrous policies have wrecked Zimbabwe's economy and forced millions of Zimbabweans to flee the country. The people of Zimbabwe deserve to have a robust debate about economics and jobs and poverty. They deserve to have an honest parliamentary election.
