이라크 임시국회 역사적 개원 - 2005-03-18


이라크에서 처음으로 민주적으로 선출된 과도국회의 275명의 남녀 의원들이 최근 바그다드에서 만났습니다. 이들은 지난 1월 30일 투표한 800만명의 이라크 유권자들에 의해 선출됐습니다.

가지 알-야웨르 이라크 과도정부 대통령은 “이번 선거들은 이라크 국민이 용감하고 책임감이 높은 국민임을 입증했으며, 또 이번 선거들은 다른 사람들이 이라크 인들을 존경하게 만들어 주었다”고 말했습니다.

이라크의 새 과도국회는 할라브자 시에 대한 사담 후세인 정권의 공격 기념일에 개원했습니다. 지난 1988년 사담 후세인 정권은 이라크의 쿠르드 족 도시인 할라브자 시를 화학무기로 공격해 5,000여명을 살해했습니다.

쿠르드 족 대표인 마소움 의원은 “국민에 의해 선출된 대표들이 한자리에 모인 것은 이라크 역사에 있어서 하나의 위대한 날이며, 또 이 날은 많은 의미를 가진 고통스러운 기억들과 일치한다”고 말했습니다. 그러나 마소움 대표는 이라크 인들은 “이런 사담 후세인 정권이 붕괴된 이후 이제 새로운 국회의 개회를 기념하고 있다”고 말했습니다.

과도국회의 첫 회기는 메드하트 알-마흐무드 이라크 대법원장의 주재로 의원선서를 하고, 이어서 코란 독경으로 개회됐습니다.

조지 부쉬 미국 대통령은 이라크 과도국회의 개회를 환영했습니다.

“나는 새로운 국회의 개원을 맞는 이라크 국민에게 축하의 말을 전하고자 합니다. 우리는 늘 이것이 하나의 과정이며, 또 이것이 희망의 순간이라고 나는 생각합니다.”

이라크 과도국회는 8월 15일까지 새로운 헌법을 제정합니다. 이라크 인들은 10월 15일에 이 헌법안에 대한 찬반 국민투표를 실시합니다. 이 헌법에 따라 이라크 인들은 12월에 항구적인 정부에 대한 투표를 하게 됩니다.

“이라크 인들이 협상하고, 이라크의 장래에 관련된 문제들에 대해 그들의 입장에 관한 태도를 찾아내려고 하는 과정을 지켜보는 것은 매우 흥미있는 일로서 이것은 유익한 과정이며, 또 투명한 방법으로 이루어지고 있다”고 부쉬 대통령은 말합니다.

The two-hundred-seventy-five men and women of Iraq's first democratically elected transitional assembly met in Baghdad. They were chosen by over eight million Iraqis who went to the polls on January 30th. Ghazi al-Yawer , Iraq's interim president, said, "These elections have proven that the Iraqi people truly deserve to be described as courageous and highly responsible. These elections made others respect us."

Iraq's new transitional assembly met on the anniversary of the attack on Halabja. In 1988, the Saddam Hussein regime attacked the Iraqi Kurdish city with chemical weapons, murdering more than five-thousand people. Fuad Masoum, a Kurdish delegate, said, "It is a great day in Iraqi history that its elected representatives meet. This day coincides with a painful memory that has many meanings," said Mr. Masoum. But, on this occasion, he said, Iraqis "celebrate the inauguration of parliament after the fall of this [Saddam Hussein] regime."

The first session of the transitional assembly opened with a reading from the Koran, followed by an oath of office administered to the new legislators by Medhat al-Mahmoud, Iraq's chief justice.

President George W. Bush welcomed the opening of the transitional assembly in Iraq.

"I want to congratulate the Iraqis for their assembly. We've always said this is a process... And it's a hopeful moment I thought."

The Iraqi transitional assembly has until August 15th to draft a new constitution. Iraqis will return to the polls by October 15th to vote for or against the document. Iraqis will vote for a permanent government in December.

"It is interesting...to watch the process of people negotiating...and people seeking out positions as to their stands on the issues that will be relevant to the future of Iraq," says President Bush. "It's a wholesome process, and it's being done in a transparent way."
