이라크의 독립적인 선거위원회는 최근 과도국회의원 선거 결과를 최종 확인했습니다.
이번 선거에서 시아파의 지지를 받는 회교 정당연합, 통일 이라크동맹은 총 275명의 의석중 140석을 차지했습니다. 이라크 쿠르드족 정당들은 75석을 얻었고, 과도정부의 이야드 알라위 총리가 이끄는 폭넓은 지지기반을 갖고 있는 연합세력은 40석을 얻는데 그쳤습니다. 나머지 20석은 군소정당들에 돌아갔습니다. 이번 선거에는 모두 850만명의 유권자들이 투표에 참가했습니다.
새로운 국회에서 통일 이라크동맹은 최대의 다수당이 됐지만, 정부 구성에 필요한 3분의 2 이상의 의석을 확보하는 데는 실패했습니다. 따라서 연합 이라크동맹은 독자적으로 새 헌법을 제정할 수가 없게 됐습니다. 다른 주요정당들과의 제휴가 불가피하게 됐습니다. 새 헌법은 이라크 전국의 18개 주 가운데 최소한 16개 주에서 승인을 받아야 합니다.
이라크 국가안보보좌관인 통일 이라크동맹의 모와파크 알-루바이 씨는 “통일 이라크동맹은 국가적인 회해정부의 구성을 지향하고 있으며, 수니파, 시아파, 아랍 족, 쿠르드 족, 투르크맨 족과 칼데아 아시리아 족, 아시리아 족과 사비교도 등 모든 정파를 포함시키기 위해 재빨리 움직임을 취해야 할것이라고 말합니다. 알-부바이 보좌관은 과도정부에서와 마찬가지로 이들을 모두 과도국회에 참여시키려고 계획하고 있다”고 말합니다.
이라크 쿠르드 당 출신의 바람 살레 부총리는 이라크 수도에서 그리고 국정 참여자로 수용되기 위해 멀고 힘든 여정을 마다하지 않았다고 말합니다. 과도정부의 알리위 총리는 “이제는 모든 이라크 인들이 미래를 건설하기 위해 협력해야 할 때”라고 말합니다.
조지 부쉬 미국 대통령은 이번 선거는 “이라크 국민들이 새로운 정부를 선택할 수 있는 역사적인 기회였다”고 말합니다.
이라크 전역에 걸쳐 모든 이라크인들은 국가운명을 스스로 통제하기 시작했고 이는 참으로 올바른 선택이며 진정으로 자유와 평화의 매래를 선택한 것이라고 부쉬대통령은 역설했습니다.
“민주주의로의 여정은 아직 갈 길이 멀지만, 이라크 인들은 이 같은 도전을 잘 감당할 수 있음을 보여주고 있다”고 부쉬 대통령은 말합니다.

Iraq's Independent Electoral Commission has certified the results of the elections for a transitional national assembly.
The Shiite-backed United Iraqi Alliance won one-hundred-forty of two-hundred-seventy-five seats. Iraqi Kurdish political parties won seventy-five seats, while a broadly based alliance led by interim prime minister Iyad Allawi gained forty seats. The other twenty seats will be held by a combination of smaller parties. In all, eight-and-a-half million Iraqi men and women went to the polls.
While the United Iraqi Alliance will be the largest party in the new assembly, it will not have the two-thirds majority required to choose a government. Nor will the Alliance be able to draft a new constitution on its own. Compromise with the other major parties will be necessary. The constitution will have to be approved by voters in at least sixteen of Iraq's eighteen provinces.
Mowaffak al-Rubaie, a member of the United Iraqi Alliance, is currently serving as Iraq's national security advisor. He says, "We are heading toward formation of a national reconciliation government. And we are going to spare no time in including all communities: Sunnis, Shia, Arab, and Kurds and Turkomans and Kurdo-Assyrians, Assyrians and Sabians. All of them," says Mr. al-Rubaie, "are going to be included in this transitional national assembly as well as in the transitional government."
Barham Saleh, an Iraqi Kurd and deputy prime minister, says, "This has been a long, arduous journey for us, to be accepted in the capital of Iraq and as national players." And interim prime minister Allawi says, "It is a time for all Iraqis to come together to build our future."
President George W. Bush says the election "was a historic opportunity for the people of Iraq to choose a new government"
"Across Iraq. . . .men and women have taken rightful control of their country's destiny, and they have chosen a future of freedom and peace."
"There's more distance to travel on the road to democracy," says Mr. Bush. "Yet Iraqis are proving they're equal to the challenge."
