유엔총회는 지금부터 46년전 12월 국제 인권선언문을 채택했습니다. 그러나 아직도 지구도처에서는 수억의 인구가 기본권을 거부당하고 있습니다. 이들중에는 북한국민도 포함됩니다. 북한의 공산정권은 오랫동안 세계 최악의 인권위반국가들중 하나가 돼왔습니다.
북한정권은 정치범들을 처형하고 투옥당한 임신부들에게 낙태를 강요하고 때로는 수감자들이 낳은 신생아들을 출산하자마자 살해하기도 한다고 탈북자들과 망명자들은 전하고 있습니다. 북한정권의 인권침해사례 가운데에는 정치범들에 대한 생체실험도 포함된다는 보도도 있습니다.
유엔 인권위원회는 북한정권이 고문과 일방적 구금, 정치범 처형 그리고 강도높은 강제노동을 포함하는 조직적이고 광범위한 그리고 심각한 인권 침해행위를 자행하고 있다고 규탄했습니다.
북한의 인권위반중에 한가지 특히 우려되는 국면은 북한정권이 종교의 자유를 거부하고 있다는 사실입니다. 죤 핸포드 미국 종교자유담당 무임소대사는 북한에는 종교의 자유가 전혀 존재하지 않는다고 말했습니다.
북한은 세계에서 가장 많은 수의 종교인들이 수감되어 있는 나라이고 이들 종교적 이유로 투옥당한 사람들은 고문당하고 굶주려 사망하고 있다고 핸포드대사는 말합니다.
북한의 공산지도부는 모든 반대세력을 가혹하게 처벌합니다. 미국 국무부의 최신 국제 종교자유 보고서에 따르면 이같은 반대세력에는 현 북한정권이 보기에 납득할수 없는 것으로 비추어지는 종교활동을 벌이는 사람들도 포함됩니다. 북한정권에 의한 엄격한 정보통제때문에 실제로 북한 국내에서 어떤 일이 벌어지고 있는 지를 알아내기는 어렵습니다.
그러나 외부의 종교및 인권단체들은 북한의 지하교회 교인들이 구타당하고 당국에 체포되어 고문당하고 살해당하고 있다고 여러차례 보고했습니다. 이같은 보고내용 때문에 미국의 콜린 파월 국무장관은 국제 종교의 자유법에 따라 북한을 특별 우려대상국으로 규정했습니다.
전제정권들이 자국 시민들의 자유를 침해하는 한 인간의 기본 인권보장을 위한 미국의 투쟁은 계속될것이라고 콜린 파월 국무장관은 강조합니다.

Fifty-six years ago this month, the United Nations General Assembly adopted the Universal Declaration of Human Rights. But across the globe, hundreds of millions of people are still denied basic rights. They include the people of North Korea. The Communist regime in North Korea has long been one of the world's worst human rights violators.
Defectors and refugees have reported that the North Korean regime executes political prisoners, forces pregnant women in prisons to undergo abortions, and in other cases kills prisoners' babies upon birth. There have also been reports that the North Korean regime's abuses may even include scientific experiments on political prisoners.
The United Nations Human Rights Commission has condemned the North Korean regime for "systematic, widespread, and grave violations of human rights," including torture, arbitrary detention, execution of political prisoners, and extensive use of forced labor.
One especially objectionable aspect of North Korea's rights violations is the regime's denial of religious freedom. John Hanford is U.S. Ambassador at Large for International Religious Freedom. In North Korea, he says, "religious freedom simply does not exist"
"North Korea is a country where you have the largest religious prisoner population in the world, where people are tortured, imprisoned, starved to death."
North Korea's Communist leadership deals harshly with all opposition. And according to the U.S. State Department's latest International Religious Freedom Report, this includes "those engaged in religious practices deemed unacceptable to the regime." Because of the strict controls placed on information by the North Korean regime, it is difficult to determine what is going on inside the country.
But outside religious and human rights groups have provided numerous reports that members of underground Christian churches have been beaten, arrested, tortured, or killed. Because of such reports, U.S. Secretary of State Colin Powell has designated North Korea a country of particular concern under the International Religious Freedom Act.
The U.S. fight for human rights, says Secretary of State Powell, "will continue so long as tyrannical regimes infringe upon the freedom of citizens."
