유엔 안전보장이사회는 지난 7월 30일, 수단 정부가 30일 내에 수단 서부지역 다르푸르에서 엄청난 파괴행위를 일삼는 정부 후원의 아랍 잔자위드 민병대를 제어하도록 촉구하는 내용의 결의안을 채택했습니다. 그동안 잔자위드 민병대는 적어도 3만여명의 흑인 수단인들을 살해했으며 또 이같은 폭력행위로 백만명 이상의 난민이 발생했습니다.
앞으로 30일 이내에 수단 정부가 민병대를 무장해제하고 국민을 보호하지 못할 경우, 유엔안전보장 이사회는 수단에 대해 경제적 외교적 제재를 취할 것으로 보입니다. 미국무부의 리차드 바우처 대변인은 수단 정부는 신속히 행동을 취하도록 압력을 받게 될 것이라고 말했습니다.
“그들은 그들이 당초 착수한 행위를 중단할 책임이 있으며 과거에 누차 보도된 바와 같이, 민병대들에 대한 모든 형태의 지원을 철회할 책임이 있습니다.” 잔자위드 민병대들에 대한 이같은 지원은 광범위하게 진행돼 왔다고 바우처 대변인은 지적했습니다.
“수단 정부는 확실히 그 권력으로 모든 형태의 지원을 철회함과 동시에 민병대들의 이같은 행동을 중단시키고 그 고위 책임자들을 체포하며, 공중지원을 중지하고, 정부군이 이들을 지원하는 것을 중단시킬 수 있는 능력을 갖고 있으며 정부군은 반드시 그렇게 해야 할 것입니다.”
현지의 잔학행위를 감시하고 다르푸르지역의 인도주의적인 난민 구호활동을 돕기 위한 준비로 범대륙적인 기구인 아프리카연합은 2천명의 군대를 파견해 수단의 치안을 확보할 것이라고 말했습니다. 이 군대의 병력 대부분은 나이지리아와 르완다에서 파견될 것입니다. 아프리카연합은 이미 소규모 휴전 감시군을 수단 현지에 보내, 잔자위드의 잔학행위와 다른 휴전문제에 관한 정보를 적극 수집하고 있습니다.
미국의 콜린 파월 국무장관은 지금까지 누누히 강조해온 바와 같이 수단정부가 잔자위드 민병대를 통제하도록 유엔이 부여한 시간을 적절히 활용하기를 희망한다고 말했습니다.

On July 30th, the United Nations Security Council passed a resolution giving the Sudanese government thirty days to rein in government-backed Arab Janjaweed militias who are wreaking havoc in Darfur, an area in western Sudan.
The militias have killed at least thirty-thousand black Sudanese and the violence has displaced more than a million others. If Sudan fails to disarm the militias and protect its own citizens, the Security Council resolution holds out the possibility that the government will face economic and diplomatic sanctions.
U.S. State Department spokesman Richard Boucher says the Sudanese government will be pressed to act quickly. "They have a responsibility to turn off what they originally turned on, and they have a responsibility to withdraw all forms of support for the militias, as has been reported in the past."
That support has been extensive, says Mr. Boucher.
"The Sudanese government certainly has within its power the ability to take action to stop these militias, to arrest senior people, to stop air support, to stop government troop support, as well as to withdraw any forms of support and stop them from their activities, and certainly government forces would be required to do that."
In preparation to conduct further monitoring of atrocities on the ground and to assist in providing humanitarian aid to the displaced people of Darfur, the African Union, a continent-wide organization, says it will send as many as two-thousand troops to Sudan to provide security. Many of the soldiers will come from Nigeria and Rwanda.
The African Union already has a small cease-fire monitoring force on the ground in Sudan that is actively collecting information on Janjaweed atrocities and on other cease-fire matters.
As he has emphasized before, U.S. Secretary of State Colin Powell says that he hopes the Sudanese government "will use the time provided in the UN resolution to do everything it can to bring the Janjaweed militia under control."
