부쉬 대통령, 이라크의 자유화 위해 미국회에 예산증가 요구 계획 - 2004-01-28


미국의 조지 부쉬 대통령은, 중동이 “자유가 별로 없는” 곳이라고 말합니다. 부쉬 대통령은 심지어 일부 사람들은 “민주주의야 말로 보다 위대한 중동의 현실적인 목표라는데 대해 의문을 갖고 있다”고 지적합니다.

“모든 문화와 위대한 종교들이 자유 및 자치와 양립될 수 없다고 생각하는 것은 잘못된 것이며, 지나친 겸손입니다. 신은 모든 사람들의 가슴 속에 자유롭게 살려는 소망을 심어주었다고 저는 믿고 있습니다. 심지어 그같은 소망이 수 십년간에 걸쳐 전제정치에 의해 망가졌더라도 그것은 다시 살아날 것입니다.”

더욱이 자유로운 중동은 평화와 안보에 필수적이라고 부쉬 대통령은 강조합니다. “중동이 전제정치와 절망과 분노의 땅으로 남아있는 한, 미국과 우리 우방들의 안전을 위협하는 사람들과 운동은 계속 생겨날 것입니다. 따라서 미국은 보다 위대한 중동에서 자유의 전향적인 전략을 계속 추구해 나갈 것입니다. 우리는 개혁을 가로막는 적들에 도전하고, 테러 동맹자들과 대결하며, 우리의 우방들로부터 보다 높은 기준을 기대할 것입니다.”

이같은 전략의 일환으로 부쉬 대통령은 미국 국회에 [민주주의를 위한 국가 기부] 예산을 8천만 달러까지 배가해 줄 것을 요구할 계획입니다. 이같은 추가 재원은 “중동에서 자유선거와 자유시장, 자유 언론과 자유 노동조합의 발전을 가져오기 위한 새로운 작업을 추진하는데 필요한 기금으로 쓰여질 것”이라고 부쉬 대통령은 말했습니다.

현재 민주주의적인 과정을 밟고 있는 나라가 바로 새로 해방된 이라크입니다. 지난 1월 21일, 시아파 회교도가 우세한 힐라 시에서 천여명의 군중들이 민주주의 구축을 위한 웍샵에 참여했습니다. 이 웍샵에 참가한 여성들중 한명인 시위자의 한 사람으로 거리에 나온 마하 하미드 알-사크반 소아과 의사는 “민주주의로 가는 여정은 멀고 험난하며, 우리에게는 아직도 가야 할 먼길이 있다”고 말했습니다.

미국과 연합국은 독립적이고 번영되며 평화롭고 민주적인 나라를 바라는 이라크 국민의 열망을 지원하고 있습니다. 부쉬 대통령은 “미국은 이라크를 지배할 의사나 제국에 대한 야망도 없다”고 밝히고, “미국의 목적은 모든 사람들의 존엄성과 권리 위에 세워진 민주주의적인 평화”라고 역설했습니다.

The Middle East, says President George W. Bush, is a place "where freedom is rare." Mr. Bush says that some people even have "doubts that democracy is a realistic goal for the greater Middle East":

"Yet it is mistaken, and condescending, to assume that whole cultures and great religions are incompatible with liberty and self-government. I believe that God has planted in every human heart the desire to live in freedom. And even when that desire is crushed by tyranny for decades, it will rise again."

Moreover, says President Bush, a free Middle East is essential to peace and security:

"As long as the Middle East remains a place of tyranny and despair and anger, it will continue to produce men and movements that threaten the safety of America and our friends. So America is pursuing a forward strategy of freedom in the greater Middle East. We will challenge the enemies of reform, confront the allies of terror, and expect a higher standard from our friends."

As part of this strategy, President Bush plans to ask the U.S. Congress to double the budget of the National Endowment for Democracy -- raising it to eighty-million dollars. This additional money, says Mr. Bush, will help the endowment to carry out "new work on the development of free elections, and free markets, free press and free labor unions in the Middle East."

One country that is beginning a democratic process is newly liberated Iraq. On January 21st in the predominantly Shiite city of Hillah, more than one-thousand people turned out for a democracy-building workshop. As one of the female participants, pediatrician Maha Hamid al-Saqban, said, "The road to democracy is long and hard, and we still have a long way to go."

The U.S. and its coalition allies support the Iraqi people's aspirations for an independent, prosperous, peaceful, and democratic country. The U.S., says President Bush, "has no desire to dominate, no ambitions of empire. Our aim is a democratic peace -- a peace founded upon the dignity and rights of every man and woman."
