조지 부쉬 미국 대통령은 이라크 국민이 민주적인 이라크를 건설하는데 있어 또 하나의 주요한 발판을 마련했다고 말했습니다.
“7백 50명의 이라크인들이 군사훈련을 마치고 새로운 이라크 군의 첫 전투 대대가 탄생됐습니다. 과거 수십년간 이라크 군은 오로지 독재자의 이익을 위해서 복무해 왔습니다. 하지만 오늘날의 이라크 군은 이라크 국민을 위해서 봉사하고 있습니다. 앞으로 채 1년도 되지 않아 이라크는 자국민을 보위하기 위한 훈련되고 헌신적인 4만여명의 정규군 병력을 갖게 될 것입니다.”
새로 창설된 대대 병사들은 경찰관과 민방위대, 국경수비대, 보안군으로 복무하는 다른 8만여명의 이라크인들과 협력하고 있습니다. 미국과 그 동맹국들은 이라크의 새 정규군과 경찰의 훈련과 장비를 돕고 있습니다. 부쉬 대통령은 이라크 인들이 이미 보다 개선된 면을 보고 있다고 말합니다.
“지난 30여년동안 이라크 경찰은 독재자의 앞잡이로서 공포의 대상이었습니다. 하지만 이제 이라크의 새로운 경찰은 새로 탄생할 민주주의의 공정한 법률을 집행하고 있습니다. 우리는 절망적인 저항과 이라크의 발전 반대하는 사담에 충성하는 자들에 대한 공격을 계속하고 있습니다. 우리가 건국을 돕고 있는 자유 이라크는 이라크 국민의 자유를 확보해 줄 것입니다.”
이라크 경찰은 현재 연합군과 함께 테러리스들과 폭력범들을 체포하기 위해 노력하고 있습니다. 공정하고 효과적인 재판을 하고 이라크 국민이 새로 획득한 시민의 자유를 지키기 위해 새로운 사법체계가 구축되고 있습니다.
이런 부문에서 이라크 국민을 돕고 그들의 안전에 대한 욕구를 충족시키기 위해 미국은 50억 달러를 지원할 것입니다. 부쉬 대통령은 안전이야말로 이라크의 발전에 중요한 요소라고 말합니다.
“보다 향상된 안전이야말로 이라크의 장래에 필수적입니다. 이라크에 안전이 확보될 때, 이라크의 학교들과 현재 문을 열고 있는 병원들과 건설되고 있는 도로들과 우리가 보수하고 있는 상수도와 전력 시설들을 지킬 수 있을 것입니다.”
독재정치로부터 자치정부로의 전환은 복잡하고 어려운 과정입니다. 하지만 이라크 국민은 이것을 훌륭히 해내고 있습니다. 부쉬 대통령은 미국으로서는 “가능한 한 빠른 시일내에 이라크 국민에게 이라크 정부를 완전히 되돌려주겠다는 약속을 지킬 것”이라고 강조합니다.

President George W. Bush says the Iraqi people have taken another major step towards building a democratic Iraq:
". . . seven hundred and fifty Iraqi citizens completed their military training and became the first battalion of the new Iraqi army. For decades, Iraq's army served the interests of a dictator. Today, a new army is serving the Iraqi people. And less than a year from now, Iraq will have a forty-thousand-member military force, trained and dedicated to protecting their fellow citizens."
Soldiers in the new battalion join more than eighty-thousand other Iraqis serving as police officers, civil defense troops, border guards, and security forces. The U.S. and its coalition allies are helping to train and equip Iraq's new military and police forces. President Bush says the Iraqi people are already seeing a change for the better:
"For three decades, the police in Iraq were the feared enforcers of a dictatorship. Now Iraq's new police are enforcing the just laws of an emerging democracy. . . . We're on the offensive against the desperate holdouts and Saddam loyalists who oppose progress in Iraq. The free nation we are helping to build will be free of them."
Iraqi police are working with coalition forces to arrest terrorists and violent criminals. A judicial system is being established that will deal out fair and effective justice and protect the newly-won civil liberties of the Iraqi people. To aid the Iraqi people in this and help meet their security needs, the U.S. will provide some five-billion dollars. President Bush says security is vital to Iraq's development: "Greater security is essential to Iraq's future. A secure Iraq will protect the nation's schools, and the hospitals that are opening, and the roads that are being built, and the water and power facilities we are repairing."
The transition from dictatorship to self-government is a complex and difficult process, but the Iraqi people are making it. President Bush says that the U.S., for its part, "will keep our promise to fully return Iraq's government to Iraq's people as soon as possible."
