모든 미국인들의 삶을 영원히 바꾸어놓은 엄청난 사건인 2001년의 9.11 테러가 발생한지도 거의 2년이 되어가고 있습니다. 세계무역센터와 미 국방부 건물에 대한 공격에 대응해 미국과 대규모 연합국들은 테러분자들과 테러조직을 분쇄하고 테러분자들에게 은신처를 제공하는 국가들에게 책임을 묻기 위해 일전을 벌여 왔습니다.
지난 2년간 연합군은 많은 진전을 이루었습니다. 전세계에서 백회 이상의 테러 공격 기도를 분쇄했습니다.
9. 11 테러를 자행한 알카에다는 주요 성역이었던 아프가니스탄을 잃었습니다. 알에다 테러조직의 고위 지도자와 작전 관리자와 지원자들 중 거의 3분의 2가 체포되거나 살해되었습니다. 그 나머지는 계속 도주하고 있습니다. 수억 달러에 달하는 테러조직의 자산이 동결되고 전위조직들은 폐쇄되었습니다.

9. 11 테러가 남겨준 교훈은 어떤 테러의 위협도 간과해서는 안된다는 것입니다. 부쉬 대통령이 지적한 대로, 영원히 잊을 수 없는 9월 11일의 참사로 90여개국 출신의 남자와 여자, 어린이 3천명 이상이 희생되었습니다.
“본인은 9. 11 테러의 교훈을 잊지 못할 것입니다. 그리고 미국 국민들에게 해를 끼치려는 사람들이 존재한다는 그 교훈은 단호하고 분명합니다. 그리고 본인은 미국 국민과 가족과 슬픔을 당한 사람들에게 테러분자이 어디에 있든지 반드시 추적해 법정에 세우겠다는 점을 서약한 바 있습니다.”
전세계 국가들의 전폭적인 협력에 힘입어 이 약속은 지켜지고 있습니다.

It has been almost two years since the September 11th, 2001, terrorist attacks on the United States, a horrific event that forever changed the lives of every American. In response to the attacks on the World Trade Center and the Pentagon, the U.S. and a massive coalition of nations resolved to take the fight to the terrorists themselves; to root out terror networks; and to hold accountable states that harbor terrorists.
In the past two years, the coalition has made great progress. It has disrupted plans for more than one-hundred terrorist attacks around the world. Al-Qaida, the group responsible for the September 11th attacks, has been deprived of its chief sanctuary, Afghanistan. Nearly two-thirds of its senior leaders, managers, and facilitators have been captured or killed. The rest are on the run -- permanently. Hundreds of millions of dollars in terrorist assets have been frozen and front organizations have been shut down.
Another key victory in the war against terrorism, as U.S. National Security Adviser Condoleeza Rice said, was the overthrow of Saddam Hussein's dictatorship in Iraq:
"Saddam Hussein's regime posed a threat to security of the United States and the world. This was a regime that pursued, had used and possessed weapons of mass destruction. He had links to terror, twice invaded other nations; defied the international community and seventeen U-N resolutions for twelve years and gave every indication that he would never disarm and never comply with the just demands of the world. That threat could not be allowed to remain."
The lesson of September 11th is that no terrorist threat can be ignored. As President George W. Bush said, the over three thousand men, women and children from more than ninety countries who died that day will not be forgotten:
"I will not forget the lessons of September the 11th. And those lessons are loud and clear, that there are people who want to inflict harm on the American people. And I made the pledge to the American people and the families and those who grieved, that we will hunt down the terrorists wherever they are and bring them to justice. And that's what we're going to do."
Thanks to the unparalleled cooperation of the nations of the world, that promise is being kept.
