Lawmakers Say It's Too Early to Roll Back Sanctions on Burma - 2002-05-08


As the world watches political developments in Burma, the U-S Congress is adopting a wait-and-see attitude. As V-O-A's Dan Robinson reports, lawmakers say it's too early for a change in U.S. policy on economic sanctions, and bipartisan legislation introduced last year to ban all imports from Burma is still very much alive:

When it comes to Burma, lawmakers are now shifting their focus to one question: What comes next?

Although the Burmese military government (State Peace and Development Council or S-P-D-C) says Aung San Suu Kyi is free to engage in political activities, lawmakers say it's too early to roll back sanctions, such as the 1997 ban on all new U.S. investment.

As Senator Mitch McConnell, a Republican from Kentucky, puts it: We ought to keep the champagne on ice, and the sanctions on the table:

"This is an example of where international sanctions are working. This regime needs to step aside and honor the elections that were held over a decade ago which they have refused to go along with."

"Last year, identical bills in the House and Senate proposed to ban all trade with Burma. Their primary target: Burma's textile exports to the United States, estimated to have quadrupled since 1997 to some 470-million dollars."

The legislation never came to a vote. But despite speculation that it now will be shelved (put aside), congressional aides say it is still very much alive.

Bill Goold is legislative assistant to Iowa Democratic Senator Tom Harkin, who co-sponsored the trade ban legislation with conservative Senator Jesse Helms:

"The current sanctions need to be kept in place. Indeed, we need to proceed with action on the Harkin-Helms legislation until and unless there are other major changes on the ground in Burma."

In the House of Representatives, several lawmakers echo Senator McConnell's cautious comments about Burma. Republican Dana Rohrabacher of California says the release of Aung San Suu Kyi was only one positive step:

"Simply releasing Aung San Suu Kyi is not enough to get the Burmese dictatorship off the hook. But if they continue doing down that path and continue making reforms, they don't have to perfect by the time we start reacting by lifting some of the economic sanctions against them, but until we have more than just one act on their part we can't assume this is anything more than just a token thrown in our direction."Some lawmakers are already looking ahead to the day when Aung San Suu Kyi will join other world figures, such as South Africa's Nelson Mandela with whom she is often compared in addressing a joint session of Congress.

Senator Mitch McConnell says when Aung San Suu Kyi is able to travel outside of Burma, she would no doubt receive a tumultuous welcome on Capitol Hill:

"I think she would certainly be welcome. I think it would be a very crowded joint session if she were able to come here. I think she would be invited and welcomed overwhelmingly."

For now, however, lawmakers say they will continue to watch closely for signs Burma's military intends to follow Aung San Suu Kyi's release with further reforms.

버마 군사정부는 아웅산 수지 여사가 자유롭게 정치 활동에 참여 하게 됐다고 밝히고 있으나 미국 의원들은 지난 1997년 미국의 모든 신규 투자를 금지시킨 일 등 버마에 대한 제재조치들을 철회 하기는 아직 이르다고 말하고 있습니다.

켄터키주 출신 공화당 소속인 미취 매코넬 상원의원은 ‘샴페인을 터뜨리기 전에 버마에 대한 제재조치를 협상 대상으로 올려놓아야 한다고 말했습니다.

“이번 사건이 국제적 제재를 가한 것이 효과를 발휘한 좋은 본보기 입니다. 버마의 현 정권은 물러서고, 10년 이상 보류된채 이들이 이행하기를 거부해온 선거 결과를 준수할 필요가 있습니다.”

지난해 미국회 상원과 하원에 상정된 유사한 법안들은 버마와의 모든 무역을 금지시킬 것을 제의했습니다. 이 법안들이 주로 노렸던 것은 지난 1997년이후에 세배로 늘어나 4억 7천만 달러로 추정되는 버마의 대미 섬유류 수출이었습니다. 이 법안은 한번도 표결에 부쳐지지 않았습니다. 이 법안이 상정되지 않고 묵살될 것이라는 추정에도 불구하고 국회 보좌관들 은 그 법안이 상정된 안건으로 아직 살아 있다고 말하고 있습니다.

빌 굴드씨는 보수파 상원의원인 제시 헬름즈 의원과 함께 버마에 대한 무역금지 법안을 공동 발의한 아이오와주 출신의 탐 하킨 민주당 상원의원의 보좌관으로 일하고 있습니다. 굴드씨의 설명입니다.

“현 제재조치들은 그대로 살려둘 필요가 있습니다. 실로 우리는 버마에서 다른 큰 변화들이 나타나지 않을 경우 이른바 ‘하킨 헬름즈’ 법안을 행동으로 옮기도록 추진할 필요가 있습니다.”

굴드 보좌관은 또 이 법안은 아웅산 수지 여사의 가택연급 해제와는 관련이 없다고 말했습니다. 그는 버마 군사정부가 모든 정치범들을 석방하고 ‘N-L-D’에 완전한 자유활동을 허용하며 강제노동을 중지시킬 필요가 있다고 말했습니다. 굴드씨는 이어 버마산 섬유류 수입의 금지법안은 현재 국회에서 토의중인 논란 많은 대통령의 무역 협상권 부여 법안에 첨부될수 있을 것이라고 설명했습니다.

“우리는 금년에 만도 4억 달러 이상의 섬유와 그 제품을 수입하고 있습니다. 그 정도 액수면 버마의 현 정권에게 매우 중요한 경화의 소득원이 됩니다.”

하원의 여러명 의원들이 버마에 대한 매코넬 상원 의원의 경고성 발언에 동조하고 있습니다. 캘리포니아 출신의 다나 로라 바커 상원의원은 아웅산 수지 여사에 대한 연금해제는 긍정적인 1단계 조치에 불과하다고 말했습니다.

“아웅산 수지 씨를 단순히 석방한 것 만으로는 버마 군사독재를 곤경에서 벗어나게 해줄만큼 충분한 조치가 못됩니다. 그러나 만일 버마 군사지도자들이 계속해서 긍정적 방향으로 가면서 개혁을 추진하기만 한다면 우리가 경제 제재를 해제하기 시작할때까지 반드시 완벽하지 않아도 되는 것입니다. 그러나 버마 정부가 더 이상의 조치를 취하지 않는한, 우리는 상징적인 것을 초월한 실질적인 조치라고 여길수가 없습니다. ”

일부 국회의원들은 미국회 양원 합동 회의에서 남아공화국 의 넬슨 만델라와 자주 비유됐던 아웅산 수지씨가 세계적인 다른 인물들과 합류하게 될 날을 벌써부터 내다보고 있습니다. 미취 매코넬 상원의원은 아웅산 수지 씨가 버마 국외로 여행할수 있을 때에는 의심할 여지 없이 미 국회 의사당에서 전폭적 지지를 받을 것이라고 말했습니다.

“아웅산 수지 여사는 분명히 대환영을 받을 것으로 봅니다. 그가 미국에 올수 있다면 양원 합동회의에서 만장의 환영을 받을 것으로 생각합니다. 압도적인 초청과 환영을 말입니다.”

그러나 현시점에서 국회의원들은 버마 군사 정부가 사웅산 수지 씨의 가택 연금해제에 이어 개혁조치들을 더 취해 나갈 것이라는 징후가 있는 지 계속 지켜 볼 것이라고 말하고 있습니다.
