헌법 재판소는30일, 시각 장애인만 안마사 자격을 가질 수 있다는 법이 비시각장애인들의 고용 권리를 침해한다는헌법 소원을 기각시켰습니다.
헌법 재판소는 시각 장애인들의 생계와 일반인들의 직업 선택의 폭을 비교해 볼 때, 시각 장애인을 보호하는 것이 더욱 중요하다고 밝혔습니다.
한국에서 시각 장애인들에게 안마사가 될 수 있는 특권을 주는 것은 일제 강점기였던1912년에 정부 지침으로 시작돼 2006년 법으로 정해져 지금까지 계속 유지되고 있습니다.

South Korea's Constitutional Court
has backed a century-old government policy that allows only the blind to become
licensed masseurs.
The court Thursday rejected a petition from people who are not visually
impaired, who argued the law infringed on their employment rights.
The court said the livelihood of the blind outweighs the freedom of ordinary
people to choose an occupation.
The practice of restricting massage to the blind dates to the early 1900s (1912),
when South Korea was under Japanese colonial rule. A government directive
granted the legally blind a monopoly in the massage industry to help guarantee
them a livelihood. The directive became law in 2006.
Blind masseurs have led protests in recent months over the proposals to open up
their industry.
South Korea's government says about 71-hundred blind masseurs are registered in
the country.
