남아시아 지도자들 공동 테러대응 촉구 (E)


연례 남아시아 지역협력 연합 (SAARC) 정상회의가 2일 스리랑카의 수도 콜롬보에서 막을 올렸습니다. 이번 SAARC 정상회의는 최근 아프가니스탄과 인도에서 발생한 폭탄 테러의 책임자에 대한 공방과 테러에 대한 우려로 인해 경색된 분위기 속에서 열리고 있습니다.

남아시아 지도자들은 어제 2일 남아시아 지역협력 연합 (SAARC) 연례 정상회의의 막을 올리면서 테러와 맞서 싸우기 위해 협력하겠다고 다짐했습니다. 제15차 SAARC 정상회의는 지난 달에 발생한 카불 주재 인도 대사관 폭탄 테러 사건에 파키스탄 정보부가 개입됐다는 의혹이 나오는 가운데 열리고 있습니다.

미국 언론은 1일 미국 정보 소식통의 말을 인용해 이같은 의혹을 제기했으나, 파키스탄 정부는 이를 부인했습니다. 지난 7월 7일 아프가니스탄의 수도 카불에 소재한 인도 대사관에서 폭탄 테러가 발생해 외교관 2명을 포함해 60명이 숨졌습니다.

파키스탄의 유수프 라자 길라니 총리는 2일 남아시아 지도자들에게 연설하면서, 자세한 설명은 생략한 채 인도 대사관 폭탄 테러 사건을 개탄했습니다.

길라니 총리는 남아시아에서 가장 많이 테러에 시달리는 나라는 파키스탄이라고 말하면서도, 이번 카불 주재 인도 대사관에서 발생한 폭탄 테러 사건을 비난했습니다.

길라니 파키스탄 총리는 또한 남 아시아에서 테러를 몰아내는데 있어서 지역 지도자들이 공동으로 책임을 져야 한다고 말했습니다.

인도와 아프가니스탄 또한 지난 달에 발생한 인도 대사관 폭파 사건에 파키스탄 정보원들이 연루됐다고 주장했습니다. 최근 인도에서는 여러 차례 폭탄 테러 사건이 발생했습니다. 정부 관리의 말을 인용한 인도 언론은 이같은 테러 사건의 배후에 파키스탄이나 방글라데시에 기반을 둔 테러 단체가 있는 것으로 보인다고 보도했습니다.

인도의 만모한 싱 총리는 2일 SAARC 정상회의 개막식에서 연설하며, 아프가니스탄 수도 카불에서 발생한 인도 대사관 폭탄 테러 사건은 테러의 야만성을 상기시켜 주는 끔찍한 사건이었다고 규탄했습니다.

싱 총리는 태러가 남아시아의 안정과 진전에 있어서 가장 큰 위협으로 남아있다고 말했습니다.

아프가니스탄의 하미드 카르자이 대통령 또한 여기에 공감을 표시했습니다. 카르자이 대통령은 테러를 퇴치하지 않으면 지역통합이 강화되기 어렵다고 말했습니다. 그동안 남아시아 국가들은 자국의 이익을 위해 국경 너머 다른 나라에 있는 극단주의자들을 지원해 왔습니다. 카르자이 대통령은 테러와 싸우기 위해 공동으로 협력할 것을 촉구했습니다.

카르자이 아프가니스탄 대통령은 정책적인 도구로서 편협한 지정학적 이해관계를 추구하거나 호전적인 극단주의를 사용하는 방법은 결코 성공할 수 없으며 장기적인 목적이 될 수 없음을 깨달을 시기다 됐다고 말했습니다.

SAARC 회원국 정상들은 3일 테러주의자들에 대한 정보를 공유하는 내용의 상호협력 합의서에 서명하면서 정상회의를 끝낼 예정입니다. 그러나 그같은 정보의 공유가 과연 실제로 이뤄질 것인지, 또 이뤄진다면 언제부터 시작될 것인지는 확실치 않습니다. 지난 1985년에 설립된 SAARC는 정상회의에서 합의를 이루고 선언문을 발표하더라도, 실제 그 내용을 실행에 옮기는 데 있어서는 그다지 성공적이지 못했습니다.

SAARC는 아프가니스탄과 방글라데시, 부탄, 인도, 몰디브, 네팔, 파키스탄, 스리랑카 등 남아시아 8개국이 회원국으로 구성돼 있으며, 올해 정상회의에는 한국과 미국, 일본, 중국, 유럽연합 (EU) 등이 참관국으로 참가하고 있습니다. (JJB)

Concerns about terrorism and accusations of responsibility for recent bomb blasts in Afghanistan and India are overshadowing the annual summit of the South Asian Association for Regional Cooperation. VOA correspondent Steve Herman reports from Colombo.

South Asian leaders, at the beginning of their summit on Saturday, pledged in vague terms to work together to fight terrorism.

The SAARC summit convened a day after Pakistan refuted accusations its intelligence service had a role in last month's fatal bombing at India's embassy in Kabul. U.S. media reports Friday quoted American intelligence sources as saying electronic intercepts connected the bombers to Pakistani intelligence.

Speaking to his fellow regional leaders, Pakistan's prime minister, Yousuf Raza Gilani, without elaborating on the circumstances, deplored the July 7 blast.

"I condemn the attack on Indian Embassy on Kabul though Pakistan has suffered the most terrorism afflicts (sic) on countries of our region," he said.

The Pakistani leader added that regional leaders have a joint responsibility to rid South Asia of terrorism.

India and Afghanistan have also accused Pakistani elements of having a role in the blast in which about 60 people died, including two Indian diplomats.

India is also reeling from a series of domestic bomb blasts. Indian media quote officials as saying terrorist groups based in Pakistan or Bangladesh are suspected.

Indian prime minister Manmohan Singh, speaking at the opening of the summit, says the blast in the Afghan capital is a gruesome reminder of the "barbarity" of terrorism.

"It remains the single biggest threat to our stability and to our progress," he said.

The Indian and Pakistani prime ministers are among the leaders to hold one-on-one talks on Saturday in the Sri Lankan capital on the summit sidelines. Also on the agenda for the talk between Prime Ministers Singh and Gilani - the recent accusations by India of Pakistani ceasefire violations along their de facto Kashmiri border.

The heads of all governments of SAARC member states on Sunday are to sign a mutual cooperation agreement to share information on terrorists. It is unclear if and when actual exchange of such information would begin. The 23-year-old regional institution has a record of issuing declarations and making agreements but little success in implementing them.

SAARC is composed of Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka.

Security is extremely tight in the host city where the government has been fighting a civil war for a quarter century against ethnic Tamil rebels. The Liberation Tigers of Tamil Eelam announced a unilateral ceasefire during the SAARC summit, but battles continue in the north of the island with the government saying it cannot trust the rebels not to try to disrupt the summit with a terrorist attack.
