처음에 환경문제 대변인으로 인권운동에 투신한 후지아 씨는 에이즈 퇴치 운동과 농민들의 토지권 등으로 점차 활동 영역을 넓혀갔습니다. 후지아 씨가 인권 변호사들과 공동으로 베이징 올림픽과 중국의 열악한 인권 기록과 관련해 중국 지도부에 공개서한을 보낸 것이 실정법 위반행위라고 중국법원은 결정했습니다.

후지아 씨는 베이징 올림픽과 관련해 지난 한달사이에 중국 정부를 비판한 혐의로 실형을 선고받은 두번째 반체제 인사입니다. 앞서 양춘린 씨는 베이징 올림픽계획을 비판하는 서명운동을 시작하고 중국에서 인권존중을 확대할 것을 촉구한 후에 국가전복 음모 혐의로 5년 징역형을 선고받았습니다.
베이징 올림픽은 중국이 최근 수십년 사이에 달성한 괄목할만한 경제성장을 세계에 과시하고, 개방과 관용의 확대에 대한 결의를 보여줄 수 있는 절호의 기회입니다.
중국의 인권과 종교의 자유에 관한 기록을 둘러싼 국제사회와 국내적 우려를 불식시키기 위한 긍정적 단계조치들을 취하고 또한 올림픽유치때 정보에 대한 접근을 확대하며 언론의 자유를 신장하겠다고 했던 공약을 충실히 이행하는 가운데 국가의 전향적이미지를 증진할 수 있는 절호의 기회를 포착하도록 미국은 중국에 촉구하는 바입니다.
후지아 씨와 같은 반체제 인사들의 체포는 이같은 공약의 후퇴이며, 중국의 국제사회 위상을 손상시킬 뿐입니다. 앞으로 수개월 앞으로 다가온 베이징 올림픽을 전후해 미국은 솔직한 대화를 통해 중국 지도부에 근본적인 인권 현안들을 계속 제기할 것입니다.

A Beijing court recently sentenced Hu Jia, one of China's most outspoken human rights activists, to three-and-a-half years in prison for allegedly "inciting subversion of state power." Mr. Hu began his career as an environmental spokesperson and eventually took on a broad range of human rights issues including AIDS awareness and land rights for farmers. Mr. Hu's apparent crime was to co-author, together with human rights lawyers, an open letter to China's leaders linking the upcoming Olympics and China's poor human rights record.
U.S. Secretary of State Condoleezza Rice called Mr. Hu's conviction "deeply disturbing to the United States. It is exactly the kind of decisions," she said, "that we have tried to convince the Chinese is not only not in the interests of human rights and in the interest of rule of law, but actually not in China's interests." In a statement, State Department deputy spokesman Tom Casey said, "Mr. Hu has consistently worked within China's legal system to protect the rights of his fellow citizens. These types of activities," he said, "support China's efforts to institute the rule of law and should be applauded, not suppressed or punished."
Hu Jia is the second dissident in less than a month to be sentenced to prison for criticizing the Chinese government in the context of the Beijing Olympics. Yang Chunlin was sentenced to five years in prison for "attempting to subvert state power" after he started a petition criticizing plans for the Olympics and called for greater respect for human rights in China.
The Olympic Games provide China an important opportunity not only to showcase the extraordinary economic progress it has achieved in recent decades, but also to demonstrate its commitment to greater openness and tolerance. The U.S. urges China to seize this opportunity to put its best face forward and fulfill its Olympic bid commitments to increase access to information and freedom of the press, as well as take positive steps to address international and domestic concerns about its record on human rights and religious freedom.
Arrests such as that of Hu Jia are steps backward and can only tarnish China's image. In the months leading up to the 2008 Beijing Olympics and beyond, the United States will continue to raise issues of fundamental human rights with Chinese leaders through candid dialogue.
