미 국방부 ‘다음 이라크 평가는 시기상조’ (E)


미국 국방부는 지난해 실시한 이라크 주둔 미군 병력 증파와 이라크 안정화 작전에 대한 다음 평가를 시작하기에는 아직 이르다고 말했습니다. 국방부는 또 최근 발생한 이라크내 폭력사태는 미국의 안정화 노력에 차질이 빚어졌음을 의미하지 않는다고 밝혔습니다. 좀 더 자세한 소식입니다.

미 행정부 관리들은 오는 3월 이라크 정세에 대한 평가 보고 계획에 집중하고 있지만 지금 평가작업을 시작할 이유는 없다고 브라이언 위트먼 (Bryan Whitman) 국방부 대변인은 말했습니다.

위트먼 대변인은 “이라크 상황에 대해 사전에 많은 판단을 내리지 않을 것”이라고 말했습니다. 아직 1월초 밖에 안된 시점에서 오는 3월에 대한 시기상조의 전망을 내놓기 보다는 3월까지 남은 시간을 전략 이행을 위해 사용하겠다는 것입니다.

데이비드 페트레이어스 (David Patraeus) 이라크 주둔 미군 사령관은 지난해 9월 의회 청문회에 출석해 올해 3월 이라크 평가 보고서를 내기로 약속했고 조지 부시 미국 대통령도 이같은 계획을 지지했습니다. 라이언 크로커 (Ryan Crocker) 이라크 주재 미국 대사도 이라크 정세에 관해 보고할 예정입니다.

페트레이어스 사령관은 지난 2일 이라크에서 기자들에게 저항분자들이 지난 몇 년에 비해 보다 방어적인 태도를 취하고 있다고 밝혔습니다. 페트레이어스 사령관은 앞으로 몇달간

미군 병력 규모가 3만여 명 감축돼 증파 이전 수준으로 서서히 돌아가면 새로 훈련받은 이라크 군병력이 미군의 자리를 메꾸게 될 것이라고 말했다고 프랑스의 AFP 통신은 인용보도 했습니다.

페트레이어스 사령관은 국제 테러조직인 알-카에다의 거점지였던 바그다드 남서쪽 오웨삿(Owesat) 마을을 둘러보면서 기자들에게 이같이 말했습니다. 페트레이어스 사령관은 미군이 철수하고 이라크 병력이 치안권을 넘겨받아도 저항세력을 “가차없이” 소탕할 것이라고 말했습니다.

지난해에는 900명의 이라크 주둔 미군 병사들이 전투와 사고로 인해 사망해 인명피해가 사상 최고였습니다. 그러나 미국의 이라크 안정화 작전이 효력을 발휘하면서 지난해 후반에는 폭력사태가 크게 줄어들었습니다. 이라크 안정화 작전의 일환으로 이라크의 마을들에 미군과 이라크군 병력과 협력하는 치안단체가 결성됐습니다.

미군 지휘관들은 이라크내 진전은 여전히 “취약”하다고 말해왔습니다. 그러나 미 국방부의 브라이언 위트먼 대변인은 3일 최근 발생한 연쇄 공격들은 이라크 상황이 악화되고 있음을 입증하지 않는다고 말했습니다.

위트먼 대변인은 “최근 발생한 심각한 폭력사태에도 불구하고 미군 병력 증파로 인한 긍정적인 신호들이 보인다”고 말했습니다. 미군 병사들의 추가 배치는 이라크 치안병력과 국민들의 화해노력, 알-카에다의 영향으로 부터 벗어나려는 많은 이라크 인들이 필요로 하는 시간적, 공간적 여유를 잘 부여했다는 것입니다.

바그다드에서는 지난 1일 한 퇴역장군의 장례식이 거행되고 있던 도중 폭탄테러가 발생해 30명의 이라크인이 사망했습니다. 2일에도 바그다드 북부에서2건의 테러공격이 발생했습니다. 지역 시민단체가 운영하는 바쿠바의 한 검문소에서 자살폭탄테러범이 자폭해 10여명이 사망하고 살라 아드 딘 지방에서는 테러범들의 기습공격으로 이라크 경찰 1명이 사망했습니다.

The U.S. Defense Department says it is too soon to begin the next assessment of the troop surge and the new counterinsurgency strategy implemented in Iraq last year, and that the violence of the last two days does not indicate any significant setback in the effort. VOA's Al Pessin reports from the Pentagon.


TEXT: Pentagon spokesman Bryan Whitman says officials are focused on the plan for an assessment in March, as promised, and there is no reason to begin working on that assessment now.

"There won't be a lot of judgments made well in advance. You want to use the time that you have - it's only the beginning of January - until March to continue to implement the strategy and not make premature judgments in January as to where you're going to be at in March."

The March assessment was promised by the U.S. commander in Iraq, General David Petraeus, during his last report to congress in September, and President Bush endorsed the plan. The U.S. ambassador to Iraq, Ryan Crocker, is also expected to make a report.

In Iraq on Wednesday, General Petraeus told reporters the insurgents are on the defensive more than they have been in years. The French News Agency AFP quoted the general as saying that as the U.S. troop surge gradually ends in the coming months, reducing the U.S. troop presence by about 30-thousand, many more newly trained Iraqi troops will take their place.

The general spoke to a small group of reporters as he toured a former al-Qaida stronghold -- the village of Owesat, southwest of Baghdad. He said the pursuit of the insurgents will be "relentless," even as U.S. troops withdraw and Iraqi troops take over.

Last year was the deadliest ever for U.S. troops in Iraq, with 900 killed in combat and accidents, but violence dropped significantly during the last several months of the year as the new strategy took hold. Part of that strategy has included the formation of neighborhood security groups that work with U.S. and Iraqi forces.

U.S. commanders have said the progress in Iraq is still "fragile," but at the Pentagon Thursday, spokesman Bryan Whitman said a series of deadly attacks in recent days is not evidence of any significant setback.

"I think that despite the last 48 hours of some significant violence that there continue to be positive signs with respect to how well the surge has been able to give the time and space that's required for the Iraqi security forces, for some of this kind of grass roots reconciliation that's been taking place, and for large segments of the population that are turning away (from) and against al-Qaida influences."

Whitman was referring to a bombing in Baghdad on Tuesday that left about 30 Iraqis dead at the funeral of a retired army officer, and two attacks on Wednesday north of the capital. A suicide bomber killed about 10 people at a checkpoint in Baquba manned by one of the local citizens groups, and attackers killed an Iraqi policeman in an ambush in Salah ad Din Province.
